Mayor Coumbs called the meeting to order at 7:05 pm.
 
Pledge of Allegiance 
 
Councilor Greenwood led the pledge of allegiance.
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Elmore, Councilor Greenwood, Councilor Barnes, Councilor Abbarno and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Devon McCosh, library, addressed the Council and spoke on library programs and resources.
 
Scott White, CDA, addressed the Council and spoke on events in the downtown and thanked everyone for a great weekend of Winterfest.
 
3. Reports
 
Mayor Pro-Tem Vogt - reported he attended the tractor parade.
 
Councilor Elmore - reported he attended a Twin Transit meeting and thanked the community and Council for the ability to serve the citizens of Centralia.
 
Councilor Greenwood - reported he viewed the tractor parade from work as it passed by.
 
Councilor Barnes - reported she attended Winterfest, a concert at the college, the tractor parade and the lights and fireworks at Borst Park.
 
Councilor Abbarno - reported he attended a United Way meeting, Business After Hours, the tractor parade and the workshop.
 
Councilor Luond - reported she attended a Port of Centralia meeting and the tractor parade.
 
Mayor Coumbs - reported he attended the tractor parade, Winterfest, Borst Park lights and stated that the George Washington statue is coming along great,
 
Matt Matayoshi - addressed the Council and spoke on lobbying funds.
 
Carl Neilsen - addressed the Council and introduced new officers and spoke on the Communications Feasibility Study.
 
Rob Hill - addressed the Council and gave an update on the Centralia Community Foundation.
 
Deena Bilodeau - announced a Parks Board Opening.

Commissioner Fund addressed the Council and spoke on County issues.

c. Consideration of meeting minutes for November 28, 2017

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...7-0.
 
6. Consideration to add the Irene Mackovich property into the City's Urban Growth Area
 
Mr. Pierson reviewed the request with the Council and audience.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR GREENWOOD, TO ADOPT THE STAFF RECOMMENDATION THAT THE CITY REJECT THE REQUEST TO AMEND THE CENTRALIA URBAN GROWTH BOUNDARY FOR THE 71.23 ACRES KNOWN AS IRENE MACKOVICH PROPERTY...motion PASSED...7-0.
 
7. Consideration of a resolution declaring a special market condition to purchase a used Dump Truck
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE A RESOLUTION OF THE CITY OF CENTRALIA, WASHINGTON WAIVING BIDDING REQUIREMENTS DUE TO SPECIAL MARKET CONDITIONS FOR PURCHASE OF A USED 2014 10-YARD DUMP TRUCK...motion PASSED...7-0.
 
8. Consideration on second reading of an ordinance amending Title 20 Zoning
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR  ABBARNO, TO APPROVE ON SECOND READING AN ORDINANCE OF THE CITY OF CENTRALIA, WASHINGTON, AMENDING CENTRALIA MUNICIPAL CODE (C.M.C) TITLE 20 ENTITLED ZONING BY AMENDING SECTIONS 20.02.040, 20.02.060, 20.02.100, 20.02.140, 20.09.010, 20.10.020, 20.12.020, 20.14.020, 20.16.020, 20.18.020, 20.19.020, 20.28.030, 20.63.105, 20.72.020 AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...7-0.
 
9. Consideration on second reading of an ordinance amending Title 16 Environment
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE ON SECOND READING AN ORDINANCE OF THE CITY OF CENTRALIA, WASHINGTON, AMENDING CENTRALIA MUNICIPAL CODE (C.M.C) TITLE 16 ENTITLED ENVIRONMENT BY AMENDING SECTIONS 16.08.030, 16.16.090, 16.16.100, 16.16.110, 16.16.120, 16.16.160, 16.17.040, 16.17.050, AND 16.17.120 AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...7-0.
 
10. Consideration on second reading of an ordinance amending the 2017 Budget
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE ON SECOND READING AN ORDINANCE OF THE CITY OF CENTRALIA, WASHINGTON, AMENDING THE 2017 BUDGET BY INCREASING THE APPROPRIATIONS IN CERTAIN FUNDS FROM WHAT WAS ANTICIPATED AT THE TIME SAID BUDGET WAS ADOPTED...motion PASSED...7-0.
 
11. Consideration of cancelling the December 26, 2017 City Council meeting and 
authorizing the Finance Committee to approve the vouchers for said date
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO CANCEL THE DECEMBER 26, 2017 CITY COUNCIL MEETING AND AUTHORIZE THE FINANCE COMMITTEE TO APPROVE THE VOUCHERS FOR SAID DATE...motion PASSED...7-0.
