Mayor Coumbs called the meeting to order at 7:00 pm.
 
Pledge of Allegiance 
 
Mayor Pro-Tem Vogt led the pledge of allegiance.
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor McGee, Councilor Barnes, Councilor Abbarno and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR LUOND, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Scott White, CDA, addressed the Council and updated them on upcoming events.
 
Elizabeth Havlin-King, Chehalis, addressed the Council and spoke on the weekly Compass News letter and Tiny Homes.
 
Amber Ferrano, Centralia, addressed the Council and spoke issues she and her father have been having with a neighbor and the Police Department.
 
3. Presentations
a. Our George Washington Senate Resolution - Ruth Peterson
 
Ruth Peterson, Senator Braun's Office, presented the City with Senate Resolution 8699 honoring George Washington on his bicentennial year as an important figure in Northwest history.
 
b. Lewis County Update - Commissioner Fund
 
Commissioner Fund updated the Council on Lewis County issues.
 
4. Reports
 
Councilor Abbarno - reported he attended the EDC meeting, Miss Lewis County Pageant and thanked Senator Braun, Representative Orcutt and Representative DeBolt for all of the allocations designated to Centralia.  He requested that an ordinance be brought before Council at the next meeting changing the City Council meetings to either 6:00 pm or 6:30 pm.
 
Councilor Barnes - reported she attended a George Washington meeting and the Tri-Agency dinner.
 
Councilor Luond - had no report.
 
Councilor McGee -.had no report.
 
Councilor Staebler - reported she attended a CDA meeting and announced that there would be a Youth Talent Show at the Fox Theatre.
 
Mayor Pro-Tem Vogt - reported he attended the Chamber Forum.
 
Mayor Coumbs - thanked Senator Braun for the George Washington allocations.
 
Rob Hill - thanked Senator Braun for the funding allocations.
 
5. Consent Agenda
a. Voucher Approval - March 13, 2018 #215414, 215428-215586 $477,467.91
b. Payroll Approval - March 5, 2018 #134585-134648 and direct deposits #34736-34896 $1,260,809.02
c. Consideration of meeting minutes for February 27, 2018
d. Consideration of Teamsters Local 252 Contract Amendment for the Non-Commissioned Police Department for 2018-2021
e. Consideration of Contract for Borst Park Tree Removal $5,184.00
f. Consideration of Professional Services Contract for China Creek Flood Reduction Project $92,500
 
Councilor Luond requested that the trees that were cut down in Borst Park be removed as they are a hazzard.  Mr. Pierson stated that they will take care of getting them removed as soon as possible.
 
COUNCILOR ABBARNO MOVED, SECONDED BY MAYOR PRO-TEM VOGT, TO APPROVE THE CONSENT AGENDA WITH THE EXCEPTION OF PULLING ITEM G TO BE TAKEN UP SEPARATELY...motion PASSED...7-0.
 
 
g. Consideration of a lease with Virgin Kitchens LLC for Concession Stand at Borst Park Softball Complex 
 
After Council discussion on facility usage,
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO AUTHORIZE THE CITY MANAGER TO SIGN THE CONTRACT WITH THE CONCESSION VENDOR AFTER THE CONTRACT HAS BEEN AMENDED TO REQUIRE THE CONCESSIONAIRE TO USE THE CITY CONCESSION FACILITY FIRST AND A MOBILE UNIT UNDER SECTION 4 OF EXHIBIT A...
 
Mr. Pierson requested that if there are no games at the softball fields, that the option of a mobile unit only be available for the baseball fields.  This was agreeable.
 
Mayor Coumbs called for a vote on the motion...motion PASSED...7-0.
 
6. Consideration of a public hearing to discuss the surplus of personal property
 
Public Works Director Kim Ashmore reviewed the surplus property with the Council and audience.
 
Mayor Coumbs opened the public hearing at 7:53 pm.
 
There being no public comment,
 
Mayor Coumbs closed the public hearing at 7:53 pm.
 
7) Consideration of a resolution declaring certain personal property to be surplus
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE A RESOLUTION DECLARING CERTAIN PERSONAL PROPERTY TO BE SURPLUS AND AUTHORIZING AND DIRECTING STAFF TO DISPOSE OF SAID PROPERTY BY AUCTION OF NEGOTIATED SALE TO OBTAIN THE HIGHEST AND BEST PRICE FOR THE SAME...motion PASSED...7-0.
 
8) Consideration to renew an interlocal agreement with Riverside Fire Authority for the Use of Small Works Roster
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR LUOND, TO APPROVE THE RENEWAL OF AN INTERLOCAL AGREEMENT WITH RIVERSIDE FIRE AUTHORITY FOR THE USE OF THE SMALL WORKS ROSTER...motion PASSED...7-0.
 
 
9) Consideration on first reading of an ordinance repealing CMC Chapter 2.44 E-Verify Program
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR LUOND, TO APPROVE ON FIRST READING AN ORDINANCE REPEALING CENTRALIA MUNICIPAL CODE CHAPTER 2.44 ENTITLED E-VERIFY PROGRAM AND THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...7-0.
 
10) Executive Session to discuss Real Estate pursuant to RCW 42.30.110(1)(c).  Expected to last approximately 15 minutes with nothing to report after. 
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR LUOND, TO ADJOURN INTO EXECUTIVE SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1)(C), EXPECTED TO LAST APPROXIMATELY 15 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.
 
The Executive Session was called to order at 8:06 pm.  The Executive Session adjourned at 8:21 pm.
