Mayor Coumbs called the meeting to order at 7:02 pm.
 
Pledge of Allegiance 
 
Mayor Pro-Tem Vogt led the pledge of allegiance.  Mayor Coumbs called for a moment of silence for the late Pete Corwin, who had served as a Commissioner and a City Councilor for Centralia. 
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor Abbarno, Councilor McGee, Councilor Barnes and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Trygve "TJ" Nelson, Centralia, addressed the Council and spoke on safety and city road conditions.
 
Peter Lahmann, Centralia, addressed the Council and spoke on Lewis County Historic Museum upcoming events.
 
3. Presentations
 
a. Flood Authority Update - Ron Averill
 
Col. Averill addressed the Council and updated them on Flood Authority issues.
 
4. Reports
 
Councilor Abbarno - reported he attended the Lewis County Economic Development Council meeting and the Chamber Banquet. He thanked the Parks & Recreation Department for all they do.
 
Councilor Luond - reported she attended a Growth Management meeting, Centralia Port, the Auditor's Exit Hearing, Chamber Banquet and the NW Hub Historic tour.
 
Councilor Staebler - reported she attended the Twin Transit Board meeting.
Councilor Barnes - reported she attended the Chamber Banquet.
 
Councilor McGee - had no report.
 
Mayor Pro-Tem Vogt - reported he attended the Historical Society meeting, the Chamber Banquet and the NW Hub Historic tour.
 
Mayor Coumbs - reported he attended a Growth Management meeting, Auditor's Exit Hearing and the NW Hub Historic tour.
 
Rob Hill - updated the Council on the Streetscape project.
 
5. Consent Agenda
a. Voucher Approval for January 18, 2019 (2018 invoices) #219743-219868 $1,456,696.94 and January 22, 2019 (2019 invoices) #219663-219739 $815,694.52
b. Payroll Approval for January 18, 2019 #135375-135381 and direct deposits #37466-37557 $130,565.00
c. Consideration of meeting minutes for January 8, 2019
d. Consideration of a Professional Services Agreement - 2019 Material Testing on Construction Projects $35,000
e. Consideration of Professional Services Agreement with Northwest Municipal Advisors
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE CONSENT AGENDA AS PRESENTED..motion PASSED...7-0.
 
6. Consideration of increasing City Council Compensation
 
Mr. Hill addressed the Council and noted that this is before them at the request of Councilor Barnes to update the compensation for future new or re-elected Councilors.  Councilor Barnes noted that the current compensation has been in effect for 21 years and was due to updated. 
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR BARNES, TO DIRECT STAFF TO BRING BACK AN ORDINANCE AMENDING CITY COUNCILOR COMPENSATION AT THE NEXT MEETING...motion PASSED...5-2 (Councilor Abbarno and Councilor Staebler).
 
7. Consideration of changing the Regular City Council meeting time
 
Councilor Luond noted that she felt a 6:00 pm start time for the Council meetings would benefit the Council, Staff and the public that attend the meetings.  Brief discussion followed.
 
COUNCILOR LUOND MOVED, SECONDED BY COUNCILOR MCGEE, TO DIRECT STAFF TO BRING BACK AN ORDINANCE AMENDING THE CITY COUNCIL MEETING SCHEDULE AT THE NEXT MEETING...motion PASSED...4-3 (Mayor Coumbs, Mayor Pro-Tem Vogt and Councilor Staebler).
 
8. Consideration of a resolution declaring certain property to be surplus
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE A RESOLUTION DECLARING CERTAIN PERSONAL PROPERTY TO BE SURPLUS, AN AUTHORIZING AND DIRECTING STAFF TO DISPOSE OF SAID PROPERTY FOR THE HIGHEST AND BEST PRICE...motion PASSED...7-0.
 
9. Consideration on second reading of an ordinance adopting the Shoreline Master Program
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON SECOND READING OF AN ORDINANCE ADOPTING THE SHORELINE MASTER PROGRAM WITH THE ASSOCIATED DOCUMENTS AND STUDIES AS REQUIRED BY STATE LAW...motion PASSED...7-0.
 
10. Consideration on second reading of an ordinance repealing CMC Chapter 16.08 Shoreline Management Master Program and replacing it with a new Chapter 16.08 City of Centralia Shoreline Master Program 
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON SECOND READING OF AN ORDINANCE REPEALING IN ITS ENTIRETY CENTRALIA MUNICIPAL CODE (C.M.C) CHAPTER 16.08 ENTITLED SHORELINE MASTER PROGRAM AND REPLACING AS CHAPTER 16.08 ENTITLED CITY OF CENTRALIA SHORELINES CHAPTER AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH ...motion PASSED...7-0.
