Wynette Highet, Centralia, updated the Council on the newly formed organization, KOP (Keep Our Pool). She stated that they are working on their 501C3 status and hoped the City was going to give them some seed money.
Douglas Lukascik, Centralia, addressed the Council and spoke on the current and upcoming productions at the Evergreen Playhouse.

Jeff Miller and Paige Merriman addressed the Council and reported on the Centralia Downtown Association and the Lighted Tractor and Log Truck parade.

Councilor Trent - reported he attended a Finance Committee meeting and a Graffiti meeting.
Councilor Henderson - reported he attended a Graffiti meeting, Southwest Clean Air meeting and the Veteran's Fair at the Lewis County Veteran's Museum.
Councilor Bates - had no report.
Councilor Fund - reported she attended the Veteran's Fair at the Lewis County Veteran's Museum and the Borst Garden building dedication. She gave a brief report on the Lewis County Historical Museum.
Councilor Coumbs - reported on the Christmas Light Show at Borst Park.
Mayor Pro-Tem Canaday - reported she attended the Wellness Fair and Chili Cook Off and the Public Facilities District meeting.

Finance Director Brad Ford reviewed the General Fund revenue sources with the Council and Audience. There was no comment from the public.

11. Approval on first reading of an ordinance approving the 2012 Budget
COUNCILOR BATES MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE ON FIRST READING AN ORDINANCE APPROVING THE 2012 BUDGET...
Mr. Hill introduced the proposed 2012 Budget for the Council and audience and noted it was consistent with the City Council's strategies and goals that had been previously discussed. Mr. Ford addressed the Council and reviewed the proposed budget by fund totaling $53,424,695. He noted that with the General Fund the challenge was that expenditures were growing faster than revenues causing an initial deficit of $496,480. Mr. Ford reviewed the proposed reduced expenses in the amount of $260,285 and the proposed use of reserves in the amount of $236,195 in operating reserves and $55,955 in CHRP reserves. This would leave the 2012 year end total general fund cash reserves estimated at $2,368,000 or approximately 26% of expenditures.
Councilor Trent noted his opposition to the budget due to the usage of reserves to balance it. Councilor Henderson stated he was reluctantly in favor of the budget, and would like labor agreements looked at in the future. Councilor Bates noted he was in favor of the budget and thanked Mr. Hill and Mr. Ford for all of their hard work. Councilor Fund noted her concern with the labor contracts and health benefits. Councilor Coumbs stated he was in favor of the budget. Mayor Pro-Tem Canaday thanked staff and stated she was in favor of the budget. Mayor Thompson stated he was pleased with the result.
Mayor Thompson called for a vote on the motion...motion PASSED...6-1 (Councilor Trent).
