Present: Mayor Thompson, Mayor Pro-Tem Canaday, Councilor Fund, Councilor Trent, Councilor Henderson and Councilor Coumbs.

2. Comments by the Public on Non Agenda Items
Jim Valley, Chamber, addressed the Council and spoke on Chamber events.
Gerald Opdahl, Centralia, addressed the Council and spoke on planning regulations related to building duplex's on his property and the process when a variance was turned down. He noted is concern with the process and stated he did not agree with the City Council not being able to be appealed to.
3. Presentations
a. 1-5 Widening Project - Bart Gernhart
Mr. Gernhart addressed the Council and reviewed the I-5 Widening Project. He noted that there would be disruption to the community during the construction stages at exit 81 and 82, adding that their goal was to try to work around as much disruption as possible.
b. Public Facilities District
There was not anyone present.
4. Reports
Councilor Trent - reported that he would like to see Mr. Opdahl's concerns looked into.
Councilor Henderson - spoke on property tax revenues and how little money actually comes to the City of Centralia.
Councilor Fund - reported she attended a Flood Authority meeting, a public meeting at the College, the Chamber Luncheon and noted that the Historic Museum would re-open on December 2nd.
Councilor Coumbs - reported on the Borst Park Christmas lights.
Mayor Pro-Tem Canaday - wished everyone a Happy Thanksgiving and reminded the public of the Tree Lighting ceremony on Friday at Washington Park.
Mayor Thompson - had no report.
Chief Berg - addressed the Council and spoke on the potential flooding issue and asked that they address a Resolution declaring a local emergency.

Mayor Thompson opened the public hearing at 8:02 pm.
Finance Director Brad Ford reviewed the 2012 Budget for the Council and audience.

10. Approval on second reading of an ordinance authorizing an increase in the Regular Property Tax Levy
