Mayor Thompson called the regular meeting to order at 7:01 pm. 

Pledge of Allegiance 

Mayor Pro-Tem Canaday led the flag salute.

Attendance

Present: Mayor Thompson, Mayor Pro-Tem Canaday, Councilor Fund, Councilor Trent, Councilor Henderson and Councilor Coumbs.

Absent: Councilor Bates.

1. Approval of Agenda - As Presented

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR TRENT, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...6-0. 

2. Comments by the Public on Non Agenda Items

Jim Valley, Chamber, addressed the Council and spoke on Chamber events.

Gerald Opdahl, Centralia, addressed the Council and spoke on planning regulations related to building duplex's on his property and the process when a variance was turned down. He noted is concern with the process and stated he did not agree with the City Council not being able to be appealed to. 

3. Presentations

a. 1-5 Widening Project - Bart Gernhart 

Mr. Gernhart addressed the Council and reviewed the I-5 Widening Project. He noted that there would be disruption to the community during the construction stages at exit 81 and 82, adding that their goal was to try to work around as much disruption as possible.

b. Public Facilities District 

There was not anyone present.

4. Reports 

Councilor Trent - reported that he would like to see Mr. Opdahl's concerns looked into. 

Councilor Henderson - spoke on property tax revenues and how little money actually comes to the City of Centralia.

Councilor Fund - reported she attended a Flood Authority meeting, a public meeting at the College, the Chamber Luncheon and noted that the Historic Museum would re-open on December 2nd.

Councilor Coumbs - reported on the Borst Park Christmas lights.

Mayor Pro-Tem Canaday - wished everyone a Happy Thanksgiving and reminded the public of the Tree Lighting ceremony on Friday at Washington Park.

Mayor Thompson - had no report. 

Chief Berg - addressed the Council and spoke on the potential flooding issue and asked that they address a Resolution declaring a local emergency.

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR HENDERSON, TO SUSPEND THE RULES AND TAKE UP THE RESOLUTION...motion PASSED...6-0.

COUNCILOR FUND MOVED, SECONDED BY COUNCILOR HENDERSON, TO APPROVE A RESOLUTION DECLARING A LOCAL EMERGENCY AND AUTHORIZING NECESSARY EXPENDITURES TO MEET EMERGENCY NEEDS WITHOUT FURTHER NOTICE OR HEARING...

City Clerk Deena Bilodeau read the resolution into the record.

Mayor Thompson called for a vote on the motion...motion PASSED...6-0.

Mr. Hill - reported on the Public Facilities District meeting. 

5. Consent Agenda

a. Voucher Approval for November 22, 2011 #114534, 114575-114751$1,718,083

b. Payroll Approval for November 18, 2011 #126955-126974 and direct deposits #16415-16505 $115,270.00

c. Consideration of meeting minutes for October 25, 2011 & November 8, 2011

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR HENDERSON, TO APPROVE THE CONSENT AGENDA ...motion PASSED...6-0. 

6. Consideration to appoint Roger Stewart to the Centralia Planning Commission

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR FUND, TO APPOINT ROGER STEWART TO THE PLANNING COMMISSION...motion PASSED...6-0.@

7. Consideration of first reading of an Ordinance granting Nonexclusive Telecommunications Franchise Agreement with NoaNet

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE ON FIRST READING AN ORDINANCE GRANTING A NONEXCLUSIVE TELECOMMUNICATIONS FRANCHISE AGREEMENT WITH NOANET...

City Light Director Ed Williams addressed the Council and reviewed the 25 year non exclusive franchise agreement.

Mayor Thompson called for a vote on the motion...motion PASSED...6-0.

8. Consideration of a Pole Attachment Agreement with NoaNet

COUNCILOR HENDERSON MOVED. SECONDED BY COUNCILOR FUND, TO APPROVE THE POLE ATTACHMENT AGREEMENT WITH NOANET...motion PASSED...6-0. 

9. Final Public hearing on the 2012 Proposed Budget

Mayor Thompson opened the public hearing at 8:02 pm.

Finance Director Brad Ford reviewed the 2012 Budget for the Council and audience.

There being no public comment,

Mayor Thompson closed the public hearing at 8:13 pm.

10. Approval on second reading of an ordinance authorizing an increase in the Regular Property Tax Levy

COUNCILOR COUMBS MOVED, SECONDED BY MAYOR PRO-TEM CANADAY, TO APPROVE THE REGULAR PROPERTY TAX LEVY WITH THE 1% INCREASE...motion PASSED 4-2 (Councilor Trent and Councilor Henderson).

11. Approval of second reading of an ordinance fixing the amount to be raised by Property Taxes

COUNCILOR COUMBS MOVED, SECONDED BY MAYOR PRO-TEM CANADAY, TO APPROVE FIXING THE AMOUNT TO BE RAISED BY PROPERTY TAXES...motion PASSED...4-2 (Councilor Trent and Councilor Henderson).@

12. Approval on second reading of an ordinance approving the 2012 Budget

COUNCILOR COUMBS MOVED, SECONDED BY MAYOR PRO-TEM CANADAY, TO APPROVE THE 2012 BUDGET AS PRESENTED...motion PASSED...5-1 (Councilor Trent). 

13. Executive Session to discuss Labor Issues pursuant to RCW 42.30.140(4). Anticipated to take approximately 30 minutes with no action to be taken after.

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR TRENT. TO GO INTO EXECUTIVE SESSION TO DISCUSS LABOR ISSUES PURSUANT TO RCW 42.30.110(4) FOR APPROXIMATELY 30 MINUTES WITH NO ACTION TO BE TAKEN AFTER...motion PASSED...6-0.

The Executive Session was called to order at 8:32 pm. At 9:02 pm it was announced that they would need approximately 20 more minutes. The Executive Session concluded at 9:22 pm.

Mayor Thompson adjourned the meeting at 9:22 pm.
