  City Council - Minutes     
Tuesday, January 10, 2012

City Clerk Deena Bilodeau called the regular meeting to order at 7:00 pm. 

Pledge of Allegiance 

Ms. Bilodeau led the flag salute.

Attendance

Present: Councilor Canaday, Councilor Fund, Councilor Trent, Councilor Henderson Councilor Bates, Councilor Coumbs and Councilor Anzelini.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR COUMBS MOVED, SECONDED BY COUNCILOR TRENT, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0. 

2. Swearing in of New and Re-elected City Council Members

Ms. Bilodeau swore in Councilor Anzelini, Councilor Fund and Councilor Bates.

3. Election of Mayor and Mayor Pro-Tem 

Ms. Bilodeau called for nominations for the office of Mayor. Councilor Coumbs nominated Councilor Canaday. There being no further nominations, Ms. Bilodeau called for a vote. The vote was unanimous to appoint Councilor Canaday as Mayor.

Ms. Bilodeau called for nomination for the office of Mayor Pro-Tem. Councilor Trent nominated Councilor Fund. Councilor Bates nominated Councilor Coumbs. Councilor Fund declined her nomination due to time constraints. There being no further nominations, Ms Bilodeau called for a vote. The vote was 6-1 to appoint Councilor Coumbs as Mayor Pro-Tem, with Councilor Anzelini voting against.

Ms. Bilodeau turned the gavel over to Mayor Canaday.

4. Comments by the Public on Non Agenda Items

Lynn Ford, Growing Places Farms & Rotary, addressed the Council and invited the Council to the Growing Places Thrift store Grand Opening on January 12th at noon and to the Rotary Annual Spelling Bee on February 3rd at 6:00 pm.@

Derek Pearson, Centralia, addressed the Council and spoke on a City Wide Litter Pick-up event he was organizing on February 12th.

Steve Koreis, CDA, addressed the Council and updated them on events in downtown Centralia. 

5. Presentations

a. Centralia School District Levy - Steve Bodnar, CSD Superintendent 

Mr. Bodnar addressed the Council played a video on the Centralia School District Replacement Maintenance and Operations Levy that will be on the upcoming ballot.

6. Reports

Rob Hill - reported on the Council Goals and Priorities and the Event Center.

Councilor Trent - wished everyone a Happy New Year and stated he was looking forward to moving forward with the Council Goal and Priorities.

Councilor Henderson - reported on that he attended the Tractor Parade, Southwest Clean Air meeting, Historic Preservation meeting and a Heritage meeting.

Councilor Bates - reported he attended the Tractor Parade and the Borst Park lights.

Councilor Fund - reported she attended the Tractor Parade, Historic Preservation, Heritage meeting and announced there would be a Department of Transportation meeting on January 13th from 4-7 pm at Centralia Middle School.

Mayor Pro-Tem Coumbs - reported on the Borst Parks lights.

Commissioner Averil - noted that it was important for the public to attend the Department of Transportation meeting and give input on the noise issues that will take place.

Mayor Canaday - thanked everyone for their support and noted she was looking forward to the year ahead. 

7. Consent Agenda

a. Voucher Approval for December 27, 2011 #114981, 114992-115163 $967,607.88

b. Payroll Approval for December 20, 2011 #127141-127161and direct deposit

d. Consideration of meeting minutes for December 13, 2011

e. Consideration of Final Acceptance for Yelm Hydro Security Fence $48,411.72

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR HENDERSON , TO APPROVE THE CONSENT AGENDA ...motion PASSED...7-0. 

8. Consideration of Stop Grant funding through Washington State Department of Commerce

COUNCILOR BATES MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE THE STOP GRANT FUNDING WITH THE WASHINGTON STATE DEPARTMENT OF COMMERCE...

Chief Berg addressed the Council and stated that the City would be partnering with Lewis County for this grant and noted that the matching funds were already budgeted for 2012.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.

9. Consideration of a resolution rescinding the Declaration of Covenants and Restrictions from the Wilson Building

COUNCILOR HENDERSON MOVED, SECONDED BY COUNCILOR TRENT, TO APPROVE A RESOLUTION RESCINDING THE DECLARATION OF COVENANTS AND RESTRICTIONS FROM THE WILSON HOTEL...

Mr. Hill addressed the Council and stated that upon the listing of the property, it was suggested to remove the restrictions. He added that any development will be subject to zoning requirements in the downtown district.

Councilor Fund noted her concern to the Historic Preservation Commission not being consulted on this prior to it coming before Council. Councilor Henderson and Council Trent both agree the restrictions should be lifted. Steve Kories, Historic Preservation Commission, noted that he was against rescinding these restrictions at this time. Further discussion followed pertaining to the zoning regulations being enough restrictions required.

Mayor Canaday called for a vote on the motion...motion PASSED...6-1 (Councilor Fund).

10. Consideration of a resolution rescinding the Declaration of Covenants and Restrictions from the Wilson Annex Building

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE A RESOLUTION RESCINDING THE DECLARATION OF COVENANTS AND RESTRICTIONS FROM THE WILSON ANNEX BUILDING...motion PASSED...7-0.

11. Executive Session to discuss Labor Issues pursuant to RCW 42.30.140(4).

Anticipated to take approximately 30 minutes with no action to be taken after

COUNCILOR HENDERSON MOVED, SECONDED BY MAYOR PRO-TEM COUMBS. TO GO INTO EXECUTIVE SESSION AFTER A 15 MINUTE BREAK TO DISCUSS LABOR ISSUES PURSUANT TO RCW 42.30.140(4) FOR APPROXIMATELY 30 MINUTES WITH NO ACTION TO BE TAKEN AFTER...motion PASSED...7-0.

The Executive Session was called to order at 8:20 pm. It was announced at 8:50 that they would need approximately 25 more minutes. The Executive Session concluded at 9:15 pm.

Mayor Canaday adjourned the meeting at 9:15 pm.
