Mayor Canaday called the regular meeting to order at 7:03 pm. 

Pledge of Allegiance 

Mayor Bonnie Canaday led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Fund and Councilor Anzelini.

Absent: Councilor Bates , Councilor Trent and Councilor Henderson (un-excused). 

1. Approval of Agenda - As Presented

COUNCILOR FUND MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...4-0. 

2. Comments by the Public on Non Agenda Items

Johanna Jones, L.C. Historic Museum, addressed the Council and thanked the Community for their continued support of the museum. She updated them on upcoming events.

Colleen Stewart and Steve Koreis, CDA, addressed the Council and updated them on upcoming events in downtown and the flower basket fundraiser.

Selina Gomez-Beloz, library, addressed the Council and spoke on upcoming events at the library. She added that the ADA doors have been fixed. 

3. Proclamations

a. City of Centralia Heritage Preservation Month

Mayor Canaday read the proclamation into the record declaring May as City of Centralia Heritage Preservation Month and Steve Koreis and Colleen Stewart accepted it on behalf of the Centralia Historic Preservation Commission.@

4. Presentations

a. Lewis County Trails Association 

Steve Ward and Jenni Bodnar addressed the Council and spoke on the Lewis County Community Trails Association that is a non-profit organization that was formed in 2006. They reviewed the local trails and future projects and asked that the City designate a representative to be an advocate between the City and the Association.

b. Lewis County Event Center - PFD

Todd Chaput addressed the Council and stated that they are working on ways to pull the project back together and are moving forward with more of a sports focus as originally planned. He added that their next meeting was May 8th at 10:00 am in Chehalis at the old Credit Union building.

5. Reports

Councilor Anzelini - had no report.

Councilor Fund - reported she attended a Flood Authority meeting, the County Commissioners meeting and a Conservation District meeting.

Mayor Pro-Tem Coumbs - reported he attended the EDC meeting, SWAC, Fire District meetings and has been working on the 33rd Spring Youth Fair. He added that he needed to be excused from the May 1st Joint Workshop.

Mayor Canaday - reported she attended the Business After Hours at Lexar Homes, a Finance Committee meeting, the Farewell Party for Brad Ford, a CDA meeting, a LEOFF Board meeting, the Arbor Day celebration and the Chehalis Basin Partnership meeting. 

Kim Ashmore - spoke on the Car Wash Program.

Kahle Jennings - spoke on how the City received current grant money funding for a rain garden and stormwater projects from previous grant requests.

Emil Pierson - reported on the vandalism at Washington Lawn Cemetery. He noted that it was extensive damage and he is working with volunteers to repair the headstones.

Rob Hill - updated the Council on the downtown parking and the Council's direction to have staff look into the possibility of special designations within the area. He noted that after researching the process and enforcement, it was determined that it was not a feasible option.

6. Consent Agenda

a. Voucher Approval for April 24, 2012 #116472-116656 $1,405,481.44

b. Payroll Approval for April 20, 2012 #127564-127582 and direct deposits#17847-17931 $106,755.00

c. Consideration of meeting minutes for March 27 & April 10, 2012

d. Consideration of repair to roof of Yelm Warehouse $4,837.15

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR FUND, TO APPROVE THE CONSENT AGENDA ...motion PASSED...4-0.

7. Public hearing regarding the re-districting of Centralia's Ward Boundaries

Mayor Canaday opened the public hearing at 8:16 pm.

Community Development Director Emil Pierson addressed the Council and noted that in conjunction with the 10 year census, the ward boundaries are reviewed and adjusted to ensure that the State criteria are met. He reviewed the proposed adjustments for the Council and audience. There being no public comment,

Mayor Canaday closed the public hearing at 8:20 pm.

8. Consideration on first reading of an ordinance amending CMC Chapter 1.08 Election Wards

COUNCILOR ANZELINI MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING CMC CHAPTER 1.08 ELECTION WARDS...motion PASSED...4-0.

9. Consideration on first reading of an ordinance amending CMC Chapter 2.16 Planning Commission

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR FUND, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING CMC CHAPTER 2.16 PLANNING COMMISSION...

Mr. Pierson explained to the Council that this was before them to reduce the number of members on the commission from nine (9) to seven (7) members with two (2) alternates. He added that this would lower the quorum number to four (4) instead of five (5) and stated that the Planning Commission recommended approval.

Mayor Canaday called for a vote on the motion...motion PASSED...4-0.

10. Executive Session to discuss Labor Issues pursuant to RCW 42.30.140(4)(a) and Real Estate pursuant to RCW 42.30.110(1).

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR FUND, TO GO INTO EXECUTIVE SESSION TO DISCUSS LABOR ISSUES PURSUANT TO RCW 42.30.140(4)(A) FOR APPROXIMATELY 15 MINUTES...motion PASSED...4-0.

Mayor Canaday noted that the Council would be coming back on the record after this portion of the Executive Session and then would go back in to Executive session to discuss the real estate issue. The Executive Session was called to order at 8:29 pm. At 8:44 pm it was announced that they would need another 10 minutes. The Executive Session was adjourned at 8:54 pm.

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR FUND, TO APPROVE THE COLLECTIVE BARGAINING CONTRACT BETWEEN THE CITY OF CENTRALIA AND IBEW LOCAL 77 AS PRESENTED...motion PASSED...4-0.

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR FUND TO GO INTO EXECUTIVE SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1) FOR APPROXIMATELY 30 MINUTES...motion PASSED...4-0.

Mayor Canaday noted that the Council would not be coming back on the record. The Executive Session was called to order at 9:02 pm and was adjourned at 9:32 pm with nothing to report.

Adjournment

Mayor Canaday adjourned the meeting at 9:32 pm.
