Mayor Canaday called the regular meeting to order at 7:01 pm. 

Pledge of Allegiance 

Councilor Trent led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Fund, Councilor Anzelini, Councilor Trent and Councilor Henderson

Absent: Councilor Bates. 

1. Approval of Agenda - As Presented

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR HENDERSON, TO APPROVE THE AGENDA AS PRESENTED...

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR FUND, TO PULL ITEM 6f TO BE TAKEN UP SEPARATELY...motion PASSED...6-0.

Mayor Canaday called for a vote on the main motion as amended...motion PASSED...6-0. 

2. Comments by the Public on Non Agenda Items

Robert Hangartner, Rochester, addressed the Council requesting approval to conduct a Fifty Star Salute in one of the City parks on July 4, 2013. Mayor Pro-Tem Coumbs asked him to get in touch with him to discuss it being a part of Summerfest.

Commissioner Ron Averill, Centralia, addressed the Council and spoke on the Shoreline Management Plan and the plan to work on it together with the City and other involved entities.

John Elmore, Denny Degross and Mark Giffey, Keep Our Pool, addressed the Council and spoke on the importance of the pool. They have raised over $70,000 to date and have more fundraisers planned and are in favor of the grant and loan that the School District applied for. In addition, they would like the Park Taxing Entity idea re-visited in a broader view.@

Steve Kories and Roger Stewart, Centralia Downtown Association, updated the Council on upcoming events, the flower baskets and their new headquarters located at the Lewis and Clark building.

3. Proclamations

a. National Peace Officers Memorial Day

Mayor Canaday read the proclamation into the record declaring May 15, 2012 as National Peace Officers Memorial Day and Officer Clary and Officer Butcher accepted it on behalf of the Centralia Police Department.

4. Presentations

a. Police Department Awards Ceremony - Chief Berg

Chief Berg, Commander Rich and Commander Ross presented the following departmental awards:

5 Years of Service: Officer Clary, Officer Doug Lowery, Officer Phipps, Officer Smerer and Police Records Technician Taresa Robertson

45 Years of Service: Police Records Technician Gayle Mulligan

Citizen Commendation: Don Foss

Certificate of

Commendation: Officer Hoium and Officer Finch

Lifesaving Award: Officer Panco and Officer Ramirez

Civilian Volunteer of

the Year: Karen Anderson

Reserve Officer of the

Year: Carla Penley

Chief's Award: LeMay Enterprises and the SWAT Team

Employee of the Year: John Panco and Taresa Robertson

5. Reports

Councilor Anzelini - reported he attended the Joint Workshop on the pool, the Youth Fair and toured the Wilson Hotel. He noted that he will not be able to attend the next City council meeting.

Councilor Fund - reported she attended the KBTC Showing, a Rotary meeting and the Farmers Market.

Mayor Pro-Tem Coumbs - reported he attended the Youth Fair, EDC meeting,

SWAC meeting and noted he has started working on Summerfest and added that the Centralia Downtown Association will be producing the parade.

Councilor Henderson - reported he attended the SWAC meeting, a Port of Centralia meeting, the Joint Workshop on the pool and noted he appreciated the Police Department Awards Ceremony and commended Chief Berg on a job well done.

Councilor Trent - reported he attended the Joint Workshop on the pool. 

Mayor Canaday - reported she attended the a Rotary meeting, the Street Advisory Committee meeting, the Mayor's Prayer Breakfast, the .09 Economic Development funding meeting, a Skate Park meeting and the Joint Workshop on the pool. 

Commander Ross - reported on the demolition and clean up at 308 Centralia College Blvd.

Kahle Jennings - updated the Council on the Street Advisory Committee meeting that was held on May 1st.

Rob Hill - spoke on the Joint Workshop meeting on the pool and the grand from OSPI. He noted that there will be an item related to this on the next City Council agenda.

6. Consent Agenda

a. Voucher Approval for May 8, 2012 #116680-116835 $776,876.93

b. Payroll Approval for May 4, 2012 #127583-127655 and direct deposits#17932-18080 $1,127,453.97

c. Consideration of meeting minutes for April 24, 2012

d. Consideration of an Easement for 2512 Reynolds Ave

e. Consideration of Long Rd Tree Removal/Trimming $14,450

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR ANZELINI , TO APPROVE THE CONSENT AGENDA LESS ITEM 6f ...motion PASSED...6-0.

6f. Consideration of small works bid award - Borst Park Improvements $3,618

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR FUND, TO APPROVE THE SMALL WORKS BID AWARD FOR BORST PARK IMPROVEMENTS IN THE AMOUNT OF $3,618...

In response to Councilor Anzelini's question as to how many of the items had a direct connection to the Sport's Complex, Mr. Pierson stated that only the flag pole installation had a connection. He added that due to the reduction in the Park Department staff, labor had to be outsourced to the private sector. Councilor Trent noted his opposition to this motion stating that the funds did not need to be spent.

Mayor Canaday called for a vote on the motion...motion PASSED...4-2 (Councilor Anzelini and Councilor Trent).

7. Consideration of a Use Agreement for the Hub City Community Gardens

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE THE USE AGREEMENT FOR THE HUB CITY COMMUNITY GARDENS...

Community Development Director Emil Pierson addressed the Council and reviewed the background noting that the proposed site was vacant land at 1209 Woodland Ave and consists of 2.66 acres. Attorney for the Hub City Garden Group Erin Hilliar spoke briefly on the project and thanked staff for all of their help. After brief discussion related to residency and flood plain requirements,

Mayor Canaday called for a vote on the motion...motion PASSED...6-0.

8. Consideration on second reading of an ordinance amending CMC Chapter 1.08 Election Wards

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR FUND, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING CMC CHAPTER 1.08 ELECTION WARDS...motion PASSED...6-0.

9. Consideration on second reading of an ordinance amending CMC Chapter 2.16 Planning Commission

COUNCILOR ANZELINI MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING CMC CHAPTER 2.16 PLANNING COMMISSION....motion PASSED...6-0.

10. Executive Session to discuss litigation pursuant to RCW 42.30.10(1(i)(i).

COUNCILOR FUND MOVED, SECONDED BY COUNCILOR ANZELINI, TO GO INTO EXECUTIVE SESSION TO DISCUSS LITIGATION PURSUANT TO RCW 42.30.110(1)(i)(i)) FOR APPROXIMATELY 20 MINUTES AFTER A 10 MINUTE RECESS...motion PASSED...6-0.

Mayor Canaday noted that the Council would not be coming back on the record. The Executive Session was called to order at 8:44 pm (City Attorney Shannon Murphy-Olson was in attendance) and adjourned at 8:54 pm. 

Adjournment

Mayor Canaday adjourned the regular meeting at 8:54 pm. The Workshop to discuss the Stormwater Rate Study was called to order at 9:08 pm. In attendance were: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Anzelini, Councilor Fund, Councilor Henderson, Councilor Trent, Kim Ashmore, Kahle Jennings, Shannon Murphy-Olson, Chief Berg, Randi Leach, Jan Stemkoski and consultants from FCS Group Karen Johnson and Tage Akar. The workshop was adjourned at 10:45 pm.
