Mayor Canaday called the regular meeting to order at 7:02 pm. 

Pledge of Allegiance 

Mayor Pro-Tem Coumbs led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Fund, Councilor Bates, Councilor Trent, Councilor Anzelini and Councilor Henderson

Absent: None. 

1. Approval of Agenda - As Presented

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE THE AGENDA WITH THE EXCEPTION OF THE FIRE FLOW DISCUSSION...motion PASSED...7-0. 

2. Comments by the Public on Non Agenda Items 

John Elmore, KOP, updated the Council on the organization and upcoming events.

Robe Sande, addressed the Council and spoke on the Civil War event being held on July 21 & 22, 2012.

Steve Kopa, Centralia, addressed the Council and stated he would like to start a collection for I-5 directional signage to the Historic Downtown and asked the City of assistance in the process.

Commissioner Ron Averill, addressed the Council and reported on County issues including the Veterans Assistance Program and the SWW Fair in August.

3. Reports 

Councilor Anzelini - reported he attended the Billetproof Car Show and visited the Hub City Garden site. He commented on the new video feed and reported he spoke with businesses regarding the parking downtown.

Councilor Fund - reported she attended the Billetproof Car show, Business After Hours, Hub City Community Garden and Flood Authority meetings. 

Mayor Pro-Tem Coumbs - reported he attended the Billetproof Car Show and spoke on Summerfest. Roger Stewart, CDA, thanked the City for allowing them to organize the parade.

Councilor Bates - reported he attended a Twin Transit meeting, the Billetproof Car Show, a CDA meeting and the Antique Festival meeting.

Councilor Henderson - reported he attended the Billetproof Car Show and the AWC Conference.

Councilor Trent - reported he attended the Billetproof Car Show and spoke on fire flow issues.

Mayor Canaday - reported she attended the Billetproof Car Show, the AWC Conference, Field Test Day at Borst Park, Cowlitz/Lewis Economic Development Board meeting, LEOFF, RFA, Transportation meeting and the Skate Park Concession Stand Grand Opening. 

Rob Hill - reported he attended the Chef's Night Out at United Way.

Todd Chaput, PFD, reported on the event center. He noted that they should have the design approval within a month and the shell would be done within 9 months after they start digging.

Roy Matson, Historic Preservation Commission, spoke on moving the block house closer to its original location by the borst home. He added that Sierra Pacific would be donating the timbers. It was the consensus of the Council that they move forward.

4. Consent Agenda

a. Voucher Approval for June 12, 2012 #117343-117543 $1,913,095.75

c. Notification of claim for damage 1)Glenn Nelson $399.60

d. Consideration of meeting minutes for June 12, 2012

e. Consideration of final acceptance for Reynolds Ave Cable Project $16,872.27

f. Consideration to ratify BPA Agreement-May St Sub-station Transmission lines

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

5. Consideration of Mayor's appointment to the Parks Board

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR FUND, TO APPROVE THE MAYOR'S APPOINTMENT OF TRACY LAMBERT TO THE PARKS BOARD...motion PASSED...7-0.

6. Public Hearing related to Six Year Transportation Improvement Program

Mayor Canaday opened the public hearing at 7:57 pm.

City Engineer Jan Stemkoski reviewed the listed projects. He noted that two items needed to be added; Item 16 - Cooks Hill - Scheuber to City limits and item 17 - Bike path.

There being no public comment,

Mayor Canaday closed the public hearing at 8:01 pm.

7. Consideration of a Resolution adopting the 2013-2018 Six Year Transportation Improvement Program

COUNCILOR FUND MOVED, SECONDED BY COUNCILOR HENDERSON, TO APPROVE A RESOLUTION ADOPTING THE 2013-2018 SIX YEAR TRANSPORTATION IMPROVEMENT PROGRAM, INCLUDING THE ADDITION OF ITEM 16 & 17 AS PROVIDED...

In response to Councilor Anzelini's question on the funding of items, Mr. Stemkoski stated that the only funded project on the list was item #1. He added that other smaller projects could be funded in it's place, however, the Strategic Council would have to approve the funding changes. Councilor Trent noted that he would like to see family roadways first and the money used for the maximum amount of failing streets. Councilor Fund noted that the Borst neighborhood would need to be notified if there were changes being considered. Commissioner Averil addressed the Council and noted that the funding for the joint project with the City of Centralia and Lewis County had already been approved by the Strategic Council. He added that the Strategic Council exists to work with Cities to help fund big projects. Councilor Bates noted he would like to see other uses of the funding as a priority for the City. In response to Councilor Bates question on the Main and Yew signal, Mr. Stemkoski stated that it was a City project that the College will be paying $284,000 towards the estimated $900,000.

It was the consensus to pass the resolution and have a workshop to discuss the projects and receive feedback from the advisory committee.

8. Public hearing related to certain person property being surplus

Mayor Canaday opened the public hearing at 8:15 pm.

Public Works Director Kahle Jennings reviewed the process stating that once the property was surplus, other departments may purchase items on the list, and then anything left will go to public auction.

There being no public comment,

Mayor Canaday closed the public hearing at 8:17 pm.

9. Consideration of a resolution declaring certain personal property surplus

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE A RESOLUTION DECLARING CERTAIN PERSONAL PROPERTY TO BE SURPLUS...motion PASSED...7-0.

10. Public hearing related to Water Use Efficiency Goals

Mayor Canaday opened the public hearing at 8:18 pm.

Mr. Jennings reviewed the water efficiency goals and noted that this hearing was a requirement prior to submittal. He added that the goals were reviewed every 6 years and during the current review there was a 19% gain in efficiency.

There being no public comment,

Mayor Canaday closed the public hearing at 8:20 pm.

11. Consideration on second reading of an Ordinance to annex a portion of Kresky Ave

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR HENDERSON, TO APPROVE ON SECOND READING OF AN ORDINANCE TO ANNEX A PORTION OF KRESKY AVE...motion PASSED...7-0.

12. Executive Session to discuss real estate per RCW 42.30.110(b), potential litigation per RCW 42.30.110(i) and the City Manager's evaluation per RCW 42.30.110(g). Estimated to take approximately 1 hours with nothing to report after.

COUNCILOR HENDERSON MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO ADJOURN INTO EXECUTIVE SESSION TO DISCUSS REAL ESTATE, POTENTIAL LITIGATION AND THE CITY MANAGERS EVALUATION NOT TO EXCEED 1 HOURS AND HAVE NOTING TO REPORT AFTER...motion PASSED...7-0.

The Executive Session began at 8:32 pm. City Attorney Shannon Murphy-Olson was present. The Executive Session adjourned at 10:02 with nothing to report.

Adjournment

Mayor Canaday adjourned the meeting at 10:02.
