Mayor Canaday called the regular meeting to order at 7:04 pm. 

Pledge of Allegiance

 Councilor Bates led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Fund, Councilor Bates, Councilor Trent, Councilor Anzelini and Councilor Henderson

Absent: None. 

1. Approval of Agenda - As Presented

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE THE AGENDA AS PRESENTED..motion PASSED...7-0. 

2. Comments by the Public on Non Agenda Items 

Trevor Westlund, Centralia, addressed the Council and noted his concern to the zoning restrictions for curbs, gutters and sidewalks.

Johanna Jones, LC Historical Museum, addressed the Council and spoke on upcoming events and fundraisers.

Ron Averill, Lewis County Commissioner, addressed the Council and spoke on the E 911 program and encouraged everyone to register their cell phone numbers.

Jason Baker, addressed the Council and updated them on the Hub City Community Garden project.

Melissa Taylor, Cowlitz-Wahkiakum Council of Governments, addressed the Council and invited them to attend the Economic & Fiscal Health Workshop.

3. Presentations

a. Commissioning of Police Officer's Phillip Weismiller & Frederick Mercer

This item will be taken up on the next agenda.@

b. Southwest Washington Fair Update - Gale Sobolesky

Ms. Sobolesky and Michael Strozek updated the Council on the upcoming fair to be held August 14 - 19, 2012.

4. Reports 

Councilor Anzelini - reported he attended the Civil war Re-enactment, spoke on the budget process and noted he agreed with prior citizen speaker Trevor Westlund.

Councilor Fund - reported she attended the Chehalis Basin Flood Authority meeting and announced an upcoming fundraiser for Chamber Director Jim Valley, a showing of the Jerk at the Fox Theatre on Friday at 7:00 pm.

Mayor Pro-Tem Coumbs - spoke on potential combination of more fire districts to the Fire Authority.

Councilor Bates - spoke on the Dave Sherwood Memorial Fund for scholarships and that Centralia College was named the best in the State for graduation rate.

Councilor Henderson - spoke on the Boots to Books fundraiser and the upcoming monument it will fund, the upcoming Veteran's Center coming to Centralia College and noted that he is proud of our community.

Councilor Trent - reported he attended the Civil War re-enactment and reminded everyone to vote. He added that he agreed with prior citizen speaker Trevor Westlund.

Mayor Canaday - reported she attended Business After Hours at the Riverside Golf Course, STP, Lakefair and the RFA meeting.

Rob Hill - reported that the draft report on alternative projects for flood reduction was on the City website and a budget workshop would be set soon.

5. Consent Agenda

a. Voucher Approval for July 24, 2012 #117771-117969 $1,193,872.53

b. Payroll Approval for July 20, 2012 #127886 127905 and direct

c. Consideration of meeting minutes for June 26 & July 10, 2012

d. Consideration of Small Works bid award-Depot lobby repair $8,424.00

e. Consideration of Small Works bid rejection-Depot cleaning & repair of

roof, gutters, spouts $7,344.00

f. Consideration of Small Works bid award-Depot concrete work $3,088.00

g. Consideration of Change Order #4-I & I Reduction Project $65,720.06

h. Consideration of Bid Award School Safety Enhancement

i. Consideration of Final Acceptance - May St Substation $850,324.44

j. Consideration of Bid Rejection-Salzer St Substation Clean-up

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR FUND , TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

6. Consideration to appoint Jan Nontell, Max Vogt and Cortney Geist to the Lodging Tax Advisory Committee

COUNCILOR FUND MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPOINT JAN NONTELL, MAX VOGT AND CORTNEY GEIST TO THE LODGING TAX ADVISORY COMMITTEE...motion PASSED...7-0.

7. Consideration of first reading of an Ordinance extending the Medical Marijuana Moratorium

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR HENDERSON, TO APPROVE ON FIRST READING AN ORDINANCE EXTENDING THE MEDICAL MARIJUANA MORATORIUM...motion PASSED...5-2 (Councilor Anzelini and Councilor Trent).

8. Executive Session to discuss real estate per RCW 42.30.110(b) and the City Manager's Evaluation per RCW 42.30.110(g). Estimated to take approximately 30 minutes with nothing to report after.

COUNCILOR HENDERSON MOVED, SECONDED BY COUNCILOR BATES, TO MOVE INTO EXECUTIVE SESSION TO DISCUSS REAL ESTATE AND THE CITY MANAGER'S EVALUATION FOR APPROXIMATELY 30 MINUTES...motion PASSED...7-0.

The Executive Session began at 8:05 pm. The Executive Session was adjourned at 8:35 pm with nothing to report.

Mayor Canaday adjourned the meeting at 8:35 pm.@
