Mayor Browning called the regular meeting to order at 7:02 p.m.

Pledge of Allegiance

Councilor Shannon led the flag salute.

Attendance

Present: Mayor Browning, Councilor Coumbs, Councilor Thompson, Councilor Shannon, Mayor Pro-Tem Canaday and Councilor Bates.  

Absent: Councilor Barrett.

1. Approval of Amended Agenda - As Presented

MAYOR PRO-TEM CANADAY  MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE THE AGENDA AS AMENDED...motion PASSED...6-0.

2. Comments by the Public on Non Agenda Items

       There were none.

3. Presentations
a. Police Citizens’ Academy Graduation Certificate Awards - Chief Berg
            
Sgt. Shannon gave a brief history of the academy and introduced the graduating class and Mayor Browning,  Chief Berg and CSO Monica Brummer presented them with a certificate.

b. Commissioning of Officer Patricia Finch - Chief Berg

Chief Berg introduced Officer Finch to the Council and audience and administered her Oath of Office.  Officer Finch’s husband pinned on her badge.

c. School Zone Caution Light Installation Recognition - Chief Berg
            
Officer Stacy Denham gave a brief presentation on the grant that was received for this project and thanked CED, Warmer Electric and Centralia City Light for their help and donations to make the project a success.

d. Dickens of a Christmas - Lynn Ford

Lynn Ford, Visiting Nurses, gave a presentation on the Dickens of a Christmas events and the Holiday Home Tour.

e. Tree Lighting Ceremony - Julie Liseth
            
Julie Liseth, Centralia Parks Department, spoke on the Tree Lighting Ceremony scheduled for 6:00 pm on Friday, November 27th at Washington Park.

f. Centralia Downtown Association Holiday Events - Flossie Heymann

Flossie Heymann, Centralia Downtown Association (CDA), addressed the Council and updated them on holiday events sponsored by the CDA.

4. Reports

Patrick Sorensen - updated the Council on the Borst/Johnson Rd storm drains and sewer lines and the damaged mural on Pine Street.

Councilor Thompson - thanked City staff for their work on the leaf pick up program.

Councilor Bates - reported he attended a Twin Transit meeting.

Councilor Coumbs - reported that the Santa Breakfast would be Saturday, November 28th at 9:00 am at the Depot.

Councilor Shannon - reported on transportation issues and gave a prepared speech on his 10 years on the Centralia City Council.  He thanked Mayor Browning for all of his hard work and effort.

Mayor Pro-Tem Canaday - reported she attended meetings of the Fire Authority, LEOFF Board, County Fire Board, Skate Park, Chehalis Basin and an Open House for the Salvation Army.
 
Mayor Browning - had no report.

COUNCILOR SHANNON MOVED, SECONDED BY MAYOR PRO-TEM CANADAY, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...6-0.

6. Approval on first reading of an ordinance decreasing the Wastewater Utility Tax

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR COUMBS, THAT THE CENTRALIA CITY COUNCIL APPROVE ON FIRST READING AN ORDINANCE AMENDING CENTRALIA MUNICIPAL CODE SECTION 5.72.050(E) ENTITLED OCCUPATION SUBJECT TO TAX-AMOUNT; SECTION 5.72.055 ENTITLED EFFECTIVE DATES REGARDING THE BUSINESS OF WASTEWATER COLLECTION AND TREATMENT AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...

Mr. Sorensen explained that this decrease from 17% to 14% was to offset the loss of $285,000 to the General Fund due to the Wastewater Fund no longer paying the forest and open space money to the General Fund.

Mayor Browning called for a vote on the motion...motion PASSED...6-0.

7. Approval on first reading of an ordinance amending the 2009 Budget

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR COUMBS, THAT THE CENTRALIA CITY COUNCIL APPROVE ON FIRST READING AN ORDINANCE AMENDING THE 2009 BUDGET BY INCREASING THE APPROPRIATION IN CERTAIN FUNDS FROM WHAT WAS ANTICIPATED AT THE TIME SAID BUDGET WAS ADOPTED OR SUBSEQUENTLY AMENDED...

Mr. Sorensen reviewed the revised revenues and expenditures projections for the Council and audience which included six different funds.

Mayor Browning called for a vote on the motion...motion PASSED...6-0.

8. Final public hearing on the 2010 Proposed Budget

Mayor Browning opened the public hearing at 7:57 pm.

Mr. Sorensen reviewed the seven significant funds for the Council and audience.  Councilor Thompson stated that he would like to see the City Hall phone system back in the budget, brief discussion followed.  There being no public comment,


Mayor Browning closed the public hearing at 8:09 pm.     

9. Approval on second reading of an ordinance authorizing the Regular Property Tax Levy

COUNCILOR COUMBS MOVED, SECONDED BY COUNCILOR BATES, THAT THE CENTRALIA CITY COUNCIL APPROVE ON SECOND READING AN ORDINANCE AUTHORIZING A DECREASE IN THE CITY OF CENTRALIA’S REGULAR PROPERTY TAX LEVY FROM WHAT WAS LEVIED THE PREVIOUS YEAR...

Mr. Ford stated that the tax amount to be levied and the rate per thousand of assessed valuation are not final until the County provides final certified assessed values.

Mayor Browning called for a vote on the motion...motion PASSED...6-0.

10. Approval on second reading of an ordinance decreasing the Emergency Medical Services
Property Tax Levy         

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR SHANNON, THAT THE CENTRALIA CITY COUNCIL APPROVE ON SECOND READING AN ORDINANCE AUTHORIZING A DECREASE IN THE CITY OF CENTRALIA’S EMERGENCY MEDICAL SERVICES PROPERTY TAX LEVY FROM WHAT WAS LEVIED THE PREVIOUS YEAR...motion PASSED...6-0.

11. Approval of second reading of an ordinance fixing the amount t be raised by Property

COUNCILOR SHANNON MOVED, SECONDED BY COUNCILOR COUMBS, THAT THE CENTRALIA CITY COUNCIL APPROVE ON SECOND READING AN ORDINANCE FIXING THE AMOUNT TO BE RAISED BY PROPERTY TAXES FOR THE 2010 BUDGET YEAR...motion PASSED...6-0.

12. Approval on second reading of an ordinance approving the 2010 Budget  
 
COUNCILOR SHANNON MOVED, SECONDED BY MAYOR PRO-TEM CANADAY, THAT THE CENTRALIA CITY COUNCIL APPROVE ON SECOND READING AN ORDINANCE ADOPTING THE BUDGET OF THE CITY OF CENTRALIA, WASHINGTON, FOR THE YEAR 2010, AND PROVIDING FOR THE EFFECTIVE DATE HEREOF...

Mr. Sorenson reviewed the proposed 2010 budget for the Council and audience.

Mayor Browning called for a vote on the motion...motion PASSED...5-1 (Mayor Browning).


MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR THOMPSON, TO DIRECT STAFF TO ADD THE CITY HALL PHONE SYSTEM TO THE AMENDED 2009 BUDGET ORDINANCE FOR SECOND READING AT THE DECEMBER 8TH CITY COUNCIL MEETING...motion PASSED...6-0.

Adjournment

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR BATES, TO ADJOURN TO EXECUTIVE SESSION AT 8:18 PM FOR APPROXIMATELY 15 MINUTES TO DISCUSS REAL ESTATE ISSUES...motion PASSED...6-0.

The Executive Session was adjourned at 8:43 pm with no action taken.
