Mayor Canaday called the regular meeting to order at 7:00 pm. 

Pledge of Allegiance 

Councilor Trent led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Fund, Councilor Bates, Councilor Trent, Councilor Anzelini and Councilor Henderson

Absent: None. 

1. Approval of Agenda - As Presented

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR FUND, TO APPROVE THE AGENDA WITH THE ADDITION OF A #12 APPOINTMENTS TO THE HOTEL/MOTEL TAX COMMITTEE AND THE HISTORIC COMMITTEE...motion PASSED...7-0. 

2. Proclamations

a. Health and Wellness Day

Mayor Canaday read the proclamation into the record declaring September 15, 2012 as Health and Wellness Day and Chris Thomas accepted it on behalf of Providence Hospital.

3. Comments by the Public on Non Agenda Items 

The Bell Family, addressed the Council and invited them to the Field Day at the Centralia Christian School on September 8th from 1-4 pm.

Trevor Westlund, addressed the Council and spoke on some potential solutions to the issue with classified streets and frontage improvements.

Commissioner Ron Averill, addressed the Council and spoke on Growth Management Act and the Urban Growth Area. 

4. Reports 

Councilor Anzelini - had no report.

Councilor Fund - reported she attended a Flood Authority meeting, the Fair, Car Show, Garlic Festival, a Tourism meeting and noted that applications were received for Hotel/Motel Tax Funding requests. 

Mayor Pro-Tem Coumbs - reported he attended the Fair and the Garlic Festival.

Councilor Bates - reported he attended the Fair, Car Show and a Twin Transit meeting.

Councilor Henderson -had no report.

Councilor Trent - had no report.

Mayor Canaday - reported she attended the Car Show, Garlic Festival and a RFA meeting. She congratulated the 14 year old Babe Ruth team for placing 3rd.

Rob Hill - reported on the budget and the Baseball Northwest tournament.

5. Consent Agenda

a. Voucher Approval for August 28, 2012 #118197, 118220-118422 $1,320,574.50

b. Payroll Approval for August 20, 2012 #128022 128040 and direct

deposits #18777 - 18863 $111,455.00

c. Consideration of meeting minutes for August 14, 2012 d. Consideration of small works bid for cleaning and repairs to the roof,

gutters and down spouts at the Depot $17,625.60 e. Consideration of change order #1 and final acceptance for Yelm Canal

Emergency repair $308,680.37

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR HENDERSON, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

6. Consideration of Operation Agreement for the Indoor Pool

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE THE OPERATIONS AGREEMENT FOR THE INDOOR POOL...motion PASSED...5-2 (Councilor Trent and Councilor Anzelini).

7. Consideration to amend contract with HDR Inc to implement Wa. State Dept. Of Health Agreement $30,000

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR FUND, TO APPROVE THE AMENDED CONTRACT WITH HDR INC FOR THE WASHINGTON STATE DEPARTMENT OF HEALTH AGREEMENT IN THE AMOUNT OF $30,000...motion PASSED...7-0.@

8. Consideration of 2012 Electric Utility Resource Plan

COUNCILOR BATES MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE THE 2012 ELECTRIC UTILITY RESOURCE PLAN...motion PASSED...7-0.

9. Consideration on first reading of an ordinance amending CMC 20.46.060 Building Limitations

COUNCILOR ANZELINI MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE ON FIRST READING OF AN ORDINANCE AMENDING CMC 20.46.060 - BUILDING LIMITATIONS...

Community Development Director Emil Pierson addressed the Council and noted that this amendment would increase the height of buildings in the Open Space/Public Facilities Zoning District to a maximum of 75 feet. He added that uninhabitable structures, other than advertising devices, would be to a maximum of 100 feet.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.

10. Consideration on second reading of an ordinance amending CMC 2.58 - Historic Preservation Commission

COUNCILOR BATES MOVED, SECONDED BY COUNCILOR FUND, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING CMC 2.58 - HISTORIC PRESERVATION COMMISSION...

In response to Councilor Trent's questions regarding the wording on "property owners" or "parcels", City Attorney Shannon Murphy-Olson noted that the changes were made from the first reading and she will make sure that they all match up. Brief discussion followed clarifying de-listing and certificate of appropriateness. Councilor Henderson questioned the Commissioners judgement, competence and guidance ability, due to past history. Ms. Murphy-Olson stated that he should not compare the present Commission with past Commissions and noted that the by-laws and ordinance to insure that things happen as they should.

Mayor Canaday called for a vote on the motion...motion PASSED...6-1 (Councilor Henderson). 

11. Consideration on second reading of an Ordinance amending the 2012 Budget

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING THE 2012 BUDGET...motion PASSED...5-2 (Councilor Trent and Councilor Anzelini).

12. Consideration to appoint John Elmore to the Historic Preservation Commission and Mindy Nogues to the Hotel/Motel Tax Advisory Committee

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR FUND, TO APPROVE THE MAYOR'S APPOINTMENTS OF JOHN ELMORE TO THE HISTORIC PRESERVATION COMMISSION AND MINDY NOGUES TO THE HOTEL/MOTEL TAX ADVISORY COMMITTEE...motion PASSED...7-0.

Adjournment

COUNCILOR HENDERSON MOVED, SECONDED BY COUNCILOR BATES, TO ADJOURN THE REGULAR MEETING AT 7:49 PM AND AFTER A 10 MINUTE BREAK CONTINUE WITH THE WORKSHOP...motion PASSED...7-0.

Mayor Canaday called the Workshop to discuss the 2013 Preliminary Budget at 7:59 pm. In attendance were: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Anzelini, Councilor Fund, Councilor Bates, Councilor Henderson, Councilor Trent, Rob Hill, Deena Bilodeau, Shannon Murphy-Olson, Pam Nelson, Chief Berg, Kahle Jennings, Candice Rydalch, Emil Pierson, Jan Stemkoski, Laura Dunson, Randi Leach, Dave Johnson, Kim Ashmore and Ann Perdue. The Workshop was adjourned at 10:20 pm.
