Mayor Canaday called the regular meeting to order at 7:00 pm. 

Pledge of Allegiance 

Councilor Anzelini led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Fund, Councilor Bates, Councilor Trent and Councilor Anzelini.

Absent: Councilor Henderson. 

1. Approval of Agenda - As Presented

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR BATES, TO AMEND THE AGENDA BY ADDING CHECK #118830 IN THE AMOUNT OF $12,500 TO THE VOUCHER APPROVAL MAKING THE NEW TOTAL $1,574,439.74...motion PASSED...6-0.

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR FUND, TO APPROVE THE AGENDA AS AMENDED...motion PASSED...6-0.

2. Comments by the Public on Non Agenda Items 

Ted DeHart, Fuller's Twin City Skate Park Foundation, addressed the Council and spoke on the future of the skate park including upcoming fundraisers.

John Elmore, Keep Our Pool, addressed the Council and updated them on fundraising efforts.

3. Presentations

a. Commissioner Ron Averill 

Commissioner Averil introduced Danette York, Director of Health Social Services and Dr. Rachel Wood, County Health Officer to the Council and audience. Dr. Woos spoke on the whooping cough epidemic and the importance of immunizations. 

4. Reports 

Councilor Anzelini - had no report.

Councilor Fund - reported on a new google map application for the Flood Authority and noted that she attended the Flood Authority, Artrails, Crime Stoppers fundraiser and the Pow Wow in Toledo.

Mayor Pro-Tem Coumbs - reported he attended the Keep Our Pool meeting, an EDC Board meeting, the Swap meet and a RFA meeting.

Councilor Bates - reported he took a trip to Haiti and spoke on hunger issues. He noted that there were two upcoming fundraisers on Saturday, Love Inc and Possibilities Pregnancy.

Councilor Trent - reported he has been on jury duty.

Mayor Canaday - reported she attended the Wellness Round-up, RFA, Artrails, 100th Anniversary of the Chehalis Moose, Lewis County Fire Commissioners, Keep Our Pool, Master Builders and the Altrusa Scholarship program at Centralia College.

Kahle Jennings, Richard Dickinson and Dave Reynoldson - reported on composting.

Kim Ashmore - reported on the Chehalis Watershed Festival and noted that Centralia won the water tasting contest. 

Rob Hill - reported on the event center.

5. Consent Agenda

a. Voucher Approval for September 25, 2012 #118627-118830 $1,574,439.74

b. Payroll Approval for September 20, 2012 #128147 128165 and direct

deposits #19016 - 19104 $115,055.00

c. Consideration of meeting minutes for September 11, 2012

COUNCILOR ANZELINI MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE THE CONSENT AGENDA...motion PASSED...6-0.

6. Consideration of beverage agreement with L&E Bottling

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR FUND, TO APPROVE A BEVERAGE AGREEMENT WITH L&E BOTTLING...

Community Development Director Emil Pierson noted that in exchange for L&E Bottling providing four LED Outdoor Portable Daktronics Scoreboards, staff would like to enter into an agreement for them to have exclusive rights to provide beverages at the Sports Complex. He noted that the concession stand already utilized their products.

Mayor Canaday called for a vote on the motion...motion PASSED...6-0.

7. Consideration of Interagency Agreement for Energy Conservation Services

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR FUND, TO APPROVE AN INTERAGENCY AGREEMENT FOR CONSERVATION SERVICES WITH THE WASHINGTON STATE DEPARTMENT OF ENTERPRISE SERVICES...

Mr. Pierson addressed the Council and noted that a preliminary analysis was completed and it was determined that there was a potential for savings to the City on several facilities. He added that after the energy audit the City could decide if they would want to move forward. In response to Councilor Trent and Anzelini's questions as to if the $23,038 was budgeted and would have to be paid either way, Mr. Pierson stated that it would have to be paid and is currently available through the City Light budget under their energy conservation requirements. Mayor Pro-Tem Coumbs questioned when the deadline was, and Mr. Pierson stated it was the end of December and the City had a good chance of receiving a grant. Councilor Trent stated he needed more information and would not be able to vote for this agreement. Councilor Fund questioned if the money to pay for this audit was in fact money that the City Light Energy Conservation fund was obligated to spend and Mr. Pierson stated that was the case.

Mayor Canaday called for a vote on the motion...motion PASSED...4-2 (Councilor Trent and Councilor Anzelini).

8. Consideration of highest priority project for Federal Surface Transportation Program Funding

Public Works Director Kahle Jennings reviewed the four projects that were given as the top priorities at the last meeting. Mr. Hill read the language in the contract with the College pertaining to the Main and Yew street intersection.

Jerry Eacker, Centralia, addressed the Council and noted his support to the Borst Avenue project.

Tom Boehme, Centralia High School, addressed the Council and spoke in favor of the Borst Avenue project.

Surinder Mohan, Centralia, addressed the Council and noted his support to the Yew and Main Street project.

Gil Elder, Centralia College, addressed the Council and read a letter into the record from Steve Ward which favored the Yew and Main Street project.

Randy Johnson, Centralia, addressed the Council and spoke in support of the Yew and Main Street project.

Councilor Fund read two e-mails into the record supporting the Borst Avenue project from Kay and John Nessett and Lionel Penn.

Discussion followed pertaining to other funding options for projects that were not selected for this earmark of funding.

9. Consideration of a resolution adopting the 2012 Lewis County Comprehensive Emergency Management Plan including the Counter Terrorism, AMBER Alert and the Emergency Alert System Plans

COUNCILOR BATES MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE THE RESOLUTION ADOPTING THE 2012 LEWIS COUNTY COMPREHENSIVE EMERGENCY MANAGEMENT PLAN INCLUDING THE COUNTER TERRORISM, AMBER ALERT AND THE EMERGENCY ALERT SYSTEM PLANS...motion PASSED...6-0.

10. Consideration on first reading of an ordinance amending Title 5 Business Licenses and Regulations Chapter 5.72 Utilities

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING TITLE 5 BUSINESS LICENSES AND REGULATIONS CHAPTER 5.72 UTILITIES...

City Attorney Shannon Murphy-Olson noted that this was just a housekeeping ordinance that would better define portions of the code pertaining to Business and Occupation taxes. She added it was not an increase or new tax, just a clarification of what was already in place.

Mayor Canaday called for a vote on the motion...motion PASSED...6-0.

11. Executive Session to discuss Labor Issues pursuant to RCW 42.30.140 and Real Estate pursuant to RCW 42.30.110. Expected to last approximately 30 minutes with nothing to report after

COUNCILOR ANZELINI MOVED, SECONDED BY MAYOR PRO-TEM COUMBS , TO ADJOURN AT 9:09 PM AND GO INTO EXECUTIVE SESSION AFTER A 10 MINUTE RECESS FOR 30 MINUTES...motion PASSED...6-0.

The Executive Session was called to order at 9:27 pm. An additional 20 minutes was announced at 9:57 and an additional 10 minutes was announced at 10:17 pm. The Executive Session was adjourned at 10:27 pm with nothing to report.@
