Mayor Canaday called the regular meeting to order at 6:59 pm. 

Pledge of Allegiance 

Mayor Pro-Tem Coumbs led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Fund, Councilor Henderson, Councilor Bates, Councilor Trent and Councilor Anzelini.

Absent: None. 

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR FUND, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items 

Chief Berg, Centralia Police Department, addressed the Council and stated that from 2008 - 2012, the Centralia Police Department had raised $38,000 for Special Olympics. He thanked Officer Lee, Officer Finch, Commander Ross and Detective Hughes for all of their dedication and hard work.

Roger Stewart, Centralia Downtown Association, updated the Council on upcoming events for the holidays.

3. Proclamations

a. Domestic Violence Awareness Month

Mayor Canaday read the proclamation into the record declaring October as Domestic Violence Awareness Month and Rachel Deskins accepted it on behalf of the Human Response Network.

4. Presentations

a. Commissioner Ron Averill 

Commissioner Averill addressed the Council and spoke on transportation issues and noted that the burn ban had been lifted in the unincorporated areas of Lewis County (permit required). County Public Works staff spoke on the County's Six Year Transportation Program.@

5. Reports 

Councilor Anzelini - reported he attended the budget workshop.

Councilor Fund - reported she attended the budget workshop, an EDC meeting, the Flood Authority and the Centralia College Foundation dinner.

Mayor Pro-Tem Coumbs - reported he is working on the Borst Park Christmas lights.

Councilor Henderson - reported he attended the budget workshop and announced upcoming Veteran events. 

Councilor Trent - reported he attended the budget workshop.

Mayor Canaday - reported she attended the budget workshop, the Centralia College Foundation dinner and a Joint Fire meeting. 

Ed Williams - introduced new employee at the Yelm Plant, Mikah Goo, and updated the Council on the closure of the Rural Economic Development Revolving Fund.

Kahle Jennings - reported on the Utility Rate structure differences in the UGA.

6. Consent Agenda

a. Voucher Approval for October 23, 2012 #119013, 119041-119226 $2,118,897.57

b. Payroll Approval for October 19, 2012 #128252-128270 and direct deposits #19259-19347 $115,455.00

c. Consideration of meeting minutes for October 9, 2012

d. Consideration of change order #5-2009 Sewer I & I Reduction $288,455.93 e. Consideration of supplemental agreement #2-2009 Sewer I & I Reduction Project $13,000

f. Consideration of small works bid award-Light Post Rebuild on Baker St $2,037.04

g. Consideration of bid award-South Long Road Overhead Distribution and

Rebuild and Airport Road Wreckout $64,469.29

h. Consideration of bid award Yelm Hydro Plant Unit #2 Turbine Rehabilitation $560,814.00

i. Consideration of change order #1-Depot Cleaning & repairs to the Roof, Gutters and down spouts $1,296.00

COUNCILOR BATES MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...7-0.@

7. Consideration of Fire Flow Requirements in the UGA

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR ANZELINI, TO MODIFY CENTRALIA MUNICIPAL CODE TO EXEMPT SINGLE FAMILY RESIDENTIAL CONSTRUCTION IN THE UGA FROM THE REQUIREMENT TO EXTEND FIRE FLOW OR TO INSTALL FEATURES ATTENDANT TO THAT REQUIREMENT SUCH AS FIRE SPRINKLER SYSTEMS AND PRESSURE TANKS...

Mr. Hill reviewed the background on this issue and noted that staff did not have any new information to present. Councilor Henderson noted that the Council needed to address the issue of the UGA first and added that he will not vote for any other issues until that has been done. Councilor Trent stated that this change would have absolutely no effect at all to the Centralia residents and added that the UGA residents were in favor of the proposed change. In response to Councilor Bates question as to potential impacts, Chief Walkowski stated that there would not be immediate impacts, however, there would be in the future. He added that for the fire department it was a safety issue. Councilor Anzelini noted that he spoke to several different insurance companies and they all stated there would be no effect on any of their rates. Angela White, OMB, addressed the Council and stated that in her research she found that there was a separate rating for inside the city limits and the UGA and that there would be no effect on mortgages. In response to Mayor Canaday's question as to how long the process would be to make changes to the UGA boundaries, Mr. Hill stated it was approximately a year long process.

Councilor Bates called for the question.

Mayor Canaday called for a vote on the motion...motion FAILED...3-4 (Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Bates and Councilor Henderson.

Adjournment

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR BATES, TO ADJOURN THE MEETING AT 8:40 PM...motion PASSED...7-0.
