Molly Logan, Centralia, addressed the Council and spoke on keeping the outdoor pool open.
Selina Gomez-Beloz, library, updated the Council on library events.
Roger Stewart and Gordon MacLeod, CDA, updated the Council on upcoming events and the flower baskets.
3. Proclamation
a. Mental Health Month
Mayor Canaday read the proclamation into the record declaring May 2013 as Mental Health Month and Klaus Wallis accepted it.
b. Public Works Week
Mayor Canaday read the proclamation into the record declaring May 19-25, 2013 as Public Works Week and Kim Ashmore accepted it on behalf of the Public Works Department.
c. National Peace Officers Memorial Day
Mayor Canaday read the proclamation into the record declaring May 15, 2013 as National Peace Officers Memorial Day and Chief Berg accepted it on behalf of the Centralia Police Department.

Councilor Anzelini - had no report.
Councilor Elmore - reported he attended LC Tourism, Mayor's Prayer Breakfast, KOP, Finance Committee, 5 year Strategic Planning and the Rotary Auction.
Mayor Pro-Tem Coumbs - reported he attended the Mayor's Prayer Breakfast, the Spring Youth Fair, and noted that he is working on the Cancer Walk and Summerfest.
Councilor Trent - had no report.
Councilor Henderson - reported he attended the SW Clean Air, Finance Committee, 5 year Strategic Planning meetings and spoke on graffiti.
Mayor Canaday - reported she attended the Chehalis Basin Partnership, Arbor Day Celebration, Girls Night Out, Fox Talent Show, a Ribbon Cutting in Chehalis, Tacoma Rail meeting, Mayors meeting, Lets Talk Tourism and the Mayors Prayer Breakfast.
Rob Hill - updated the Council on the Event Center, upcoming tournaments and the Collaboration Partnership with the County.

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR HENDERSON, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING THE 2013 BUDGET AS SUBMITTED...
Finance Director Pam Nelson addressed the Council and reviewed the proposed changes to the budget. Councilor's Trent and Anzelini noted their opposition to the 2% COLA for the non-represented employees. Councilor Henderson noted his opposition to the composting project, noting it would take away from the private sector.
COUNCILOR HENDERSON MOVED TO REMOVE ITEM 4A, COMPOSTING PROJECT, FROM THE BUDGET AMENDMENT FOR FUTURE DISCUSSION...motion DIED for lack of a second.
Mayor Canaday called for a vote on the main motion...motion FAILED...3-3 (Councilor Anzelini, Councilor Trent and Councilor Henderson.
Mr. Hill noted that there are portions of this ordinance that need to pass and asked it the Council could work through the ones they are opposed to so that the rest could move forward.
