Mayor Canaday called the regular meeting to order at 7:00 pm.

Pledge of Allegiance

Councilor Trent led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Henderson, Councilor Trent, Councilor Anzelini and Councilor Elmore.

Absent: Councilor Bates.

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR TRENT, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...6-0.

2. Comments by the Public on Non Agenda Items

Molly Logan, Centralia, addressed the Council and spoke on keeping the outdoor pool open.

Selina Gomez-Beloz, library, updated the Council on library events.

Roger Stewart and Gordon MacLeod, CDA, updated the Council on upcoming events and the flower baskets.

3. Proclamation

a. Mental Health Month

Mayor Canaday read the proclamation into the record declaring May 2013 as Mental Health Month and Klaus Wallis accepted it.

b. Public Works Week

Mayor Canaday read the proclamation into the record declaring May 19-25, 2013 as Public Works Week and Kim Ashmore accepted it on behalf of the Public Works Department. 

c. National Peace Officers Memorial Day

Mayor Canaday read the proclamation into the record declaring May 15, 2013 as National Peace Officers Memorial Day and Chief Berg accepted it on behalf of the Centralia Police Department.

4. Presentations

a. Centralia Police Department Awards - Chief Berg

Chief Berg, Commander Rich and Commander Ross presented the following departmental awards:

5 Years of Service: Officer Cory Butcher, Reserve Officer Matt Jaeger and Reserve Officer Dave Pisano

10 Years of Service: Reserve Officer Frank Lutterman

20 Years of Service: Sgt. Kurt Reichert

25 Years of Service: Police Records Technician Mary Cummins

Citizen Commendation: Victoria Disney and Amber Norris

Certificates of Commendation: Retired Officer/Reserve Officer Tracy Wiese

Officer Doug Lowery, Officer Adam Haggerty,

Officer Angie Humphrey, Reserve Officer Nicholas Armitage, Officer John Panco and Officer Phillip Weismiller

Life Saving Award: Officer Neil Hoium

Civilian Volunteer of the Year: Bob Willey

Reserve Police Officer of the Year: David Sims

Chief's Award: Officer Tracy Murphy, Officer Doug Lee, Officer Mike Smerer, Officer Patty Finch and Officer Ruben Rameriz

Employee of the Year: Officer Chad Withrow 

b. Lewis County Update - Commissioner Fund

Commissioner Fund addressed the Council and updated them on County events.

5. Reports

Councilor Anzelini - had no report.

Councilor Elmore - reported he attended LC Tourism, Mayor's Prayer Breakfast, KOP, Finance Committee, 5 year Strategic Planning and the Rotary Auction.

Mayor Pro-Tem Coumbs - reported he attended the Mayor's Prayer Breakfast, the Spring Youth Fair, and noted that he is working on the Cancer Walk and Summerfest.

Councilor Trent - had no report.

Councilor Henderson - reported he attended the SW Clean Air, Finance Committee, 5 year Strategic Planning meetings and spoke on graffiti.

Mayor Canaday - reported she attended the Chehalis Basin Partnership, Arbor Day Celebration, Girls Night Out, Fox Talent Show, a Ribbon Cutting in Chehalis, Tacoma Rail meeting, Mayors meeting, Lets Talk Tourism and the Mayors Prayer Breakfast.

Rob Hill - updated the Council on the Event Center, upcoming tournaments and the Collaboration Partnership with the County.

6. Consent Agenda

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR HENDERSON, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...6-0.

7. Consideration of Interlocal Reimbursable Services Agreement with Grays Harbor County

COUNCILOR ANZELINI MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE AN INTERLOCAL REIMBURSABLE SERVICES AGREEMENT WITH GRAYS HARBOR COUNTY...motion PASSED...6-0.

8. Consideration of a resolution declaring certain personal property surplus

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR TRENT, TO APPROVE A RESOLUTION DECLARING CERTAIN PERSONAL PROPERTY SURPLUS...motion PASSED...6-0. 

9. Consideration on first reading of an ordinance repealing and replacing in its entirety CMC Chapter 16.04 - Environmental Policy

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE ON FIRST READING AN ORDINANCE REPEALING AND REPLACING IN ITS ENTIRETY CMC CHAPTER 16.04 - ENVIRONMENTAL POLICY...motion PASSED...6-0.

10. Consideration of first reading of an ordinance amending the 2013 Budget

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR HENDERSON, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING THE 2013 BUDGET AS SUBMITTED...

Finance Director Pam Nelson addressed the Council and reviewed the proposed changes to the budget. Councilor's Trent and Anzelini noted their opposition to the 2% COLA for the non-represented employees. Councilor Henderson noted his opposition to the composting project, noting it would take away from the private sector.

COUNCILOR HENDERSON MOVED TO REMOVE ITEM 4A, COMPOSTING PROJECT, FROM THE BUDGET AMENDMENT FOR FUTURE DISCUSSION...motion DIED for lack of a second.

Mayor Canaday called for a vote on the main motion...motion FAILED...3-3 (Councilor Anzelini, Councilor Trent and Councilor Henderson.

Mr. Hill noted that there are portions of this ordinance that need to pass and asked it the Council could work through the ones they are opposed to so that the rest could move forward.

COUNCILOR HENDERSON MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE THE FIRST READING OF THE 2013 BUDGET AMENDMENT WITH TAKING ITEM 4A COMPOSTING OUT FOR FUTURE DISCUSSION...motion PASSED...4-2 (Councilor Anzelini and Councilor Trent).
