Mayor Canaday called the regular meeting to order at 7:01 pm.

Pledge of Allegiance

Councilor Bates led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Bates, Councilor Trent, Councilor Anzelini, Councilor Henderson and Councilor Elmore.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR BATES MOVED, SECONDED BY COUNCILOR HENDERSON, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

There were none.

3. Presentations

a. Summerfest Support - Sheri Nelson, Sierra Pacific

Ms. Nelson addressed the Council and spoke about the donation that Sierra Pacific made to the City of Centralia for the Summerfest breakfast.

b. Lewis County Update - Commissioner Fund

Commissioner Fund and Mari-Jo Christianson of the Master Gardener's updated the Council on the plant clinic that they provide.

5. Reports

Councilor Anzelini - had no report.

Councilor Elmore - reported he attended the Lewis County Historical Museum meeting, the Centralia High School Graduation and the Centralia/Chehalis Joint Chamber Forum.

Mayor Pro-Tem Coumbs - reported he attended the Solid Waste Advisory Committee meeting, RFA, EDC and spoke on Summerfest activities.

Councilor Bates - had no report.

Councilor Henderson - reported he attended the Southwest Air Pollution Control Authority meeting.

Councilor Trent - had no report.

Mayor Canaday - reported she attended a Tacoma Rail meeting, Fire Conference, Centralia Armory Open House and the Salvation Army Luncheon.

Rob Hill - updated the Council on the Tacoma Rail issues.

Kahle Jennings - updated the Council on fluoride in Centralia's water.

5. Consent Agenda

a. Voucher Approval for June 11, 2013 #121944-122091 $251,746.83

b. Payroll Approval June 5, 2013 #128947-129029 and direct deposits

#21027-21177 $1,161,986.89

c. Consideration of meeting minutes for May 14 & 28, 2013

d. Consideration of Public Sector Personnel Consultants Contract $27,500

e. Consideration of Consultant Contract with HDR Engineering-Yew and Main Signal - not to exceed $112,000

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...7-0.

6. Consideration to proceed with Energy Efficiency Project and acceptance of the Department of Commerce Grant

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR HENDERSON, TO PROCEED WITH THE ENERGY EFFICIENCY PROJECT AND ACCEPTANCE OF THE DEPARTMENT OF COMMERCE GRANT...

Community Development Director Emil Pierson addressed the Council and noted that it was the recommendation of staff to not include City Hall and the library HVAC system in the Energy Efficiency Project. Brief discussion followed.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.

7. Consideration of request for $1.1 million of the Qualified Energy Conservation Bonds (QECB) allocation from the Department of Commerce for the Energy Efficiency Project

COUNCILOR ELMORE MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO CONSIDER THE REQUEST FOR $1.1 MILLION OF THE QUALIFIED ENERGY CONSERVATION BONDS (QECB) ALLOCATION FROM THE DEPARTMENT OF COMMERCE FOR THE ENERGY EFFICIENCY PROJECT...

Finance Director Pam Nelson addressed the Council and reviewed the proposal with the Council including the cost savings, grant and incentive rebates.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.

8. Consideration of a resolution waiving the bidding requirements due to special market conditions for purchase of a used 2012 hydro excavator and authorize payment of $297,825.00 to Western Systems

COUNCILOR HENDERSON MOVED, SECONDED BY COUNCILOR TRENT, TO APPROVE A RESOLUTION WAIVING THE BIDDING REQUIREMENTS DUE TO SPECIAL MARKET CONDITIONS FOR THE PURCHASE OF A USED 2012 HYDRO EXCAVATOR AND AUTHORIZE PAYMENT OF $297,825.00 TO WESTERN SYSTEMS...motion PASSED...7-0.

9. Consideration of a resolution waiving the bidding requirements due to special market conditions to purchase a used underground cable puller

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE A RESOLUTION WAIVING THE BIDDING REQUIREMENTS DUE TO SPECIAL MARKET CONDITIONS FOR THE PURCHASE OF A USED UNDERGROUND CABLE PULLER...motion PASSED...7-0.

10. Consideration on first reading of an ordinance amending CMC 11.20.092 - Speed Limits

COUNCILOR BATES MOVED, SECONDED BY COUNCILOR HENDERSON, TO APPROVE AN ORDINANCE ON FIRST READING AMENDING CMC 11.20.092 - SPEED LIMITS...

City Engineer Jan Stemkoski reviewed the proposed changes in the transition of 30 miles per hour to 35 miles per hour on Cooks Hill Road by moving it to 1,100 feet west of Scheuber Road.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.

11. Consideration on second reading of an ordinance amending CMC Chapter 2.15 - Police Department

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR HENDERSON, TO APPROVE ON SECOND READING OF AN ORDINANCE AMENDING CMC CHAPTER 2.15 POLICE DEPARTMENT...motion PASSED...7-0.

12. Executive Session to discuss the City Manager Evaluation per RCW 42.30.110(g). Estimated to take approximately 30 minutes with noting to report after.

COUNCILOR HENDERSON MOVED, SECONDED BY COUNCILOR BATES, TO GO INTO EXECUTIVE SESSION TO DISCUSS THE CITY MANAGER EVALUATION PER RCW 42.30.110(G) AT 8:25 PM ESTIMATED TO TAKE APPROXIMATELY 30 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.

The Executive Session began at 8:42 pm and ended at 9:12 pm with nothing to report.

Adjournment

Mayor Canaday adjourned the meeting at 9:12 pm.
