Col. Averill addressed the Council and updated them on the Flood Authority.

Councilor Elmore - reported he attended the Auditor's Entrance Conference, the Car Show and Business After Hours..
Mayor Pro-Tem Coumbs - reported he attended the Car Show and is working on Summerfest..
Councilor Bates - reported on Twin Transit.@
Councilor Henderson - reported he attended the Car Show.
Councilor Trent - had no report.
Mayor Canaday - reported she attended the Auditor's Entrance Conference, the Car Show and a meeting of the RFA.
Emil Pierson - reported on the outdoor pool, the new scoreboard and the shelter built by Erin Pullin as a scout project.

7. Public Hearing related to the Six Year Transportation Improvement Program
Mayor Canaday opened the public hearing at 7:43 pm
City Engineer Jan Stemkoski reviewed the resolution with the Council. Community Development Director Emil Pierson noted that the Port of Centralia had turned in a project via email today that they wanted included. It was the consensus of the Council to have staff take a look at the information and conduct an amendment later if needed. There being no public comment,
Mayor Canaday closed the public hearing at 7:47 pm.
8. Consideration of a resolution adopting the 2014-2019 Six Year Transportation Improvement Program
COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR ELMORE, TO APPROVE A RESOLUTION ADOPTING THE 2014-2019 SIX YEAR TRANSPORTATION IMPROVEMENT PROGRAM...motion PASSED...7-0.
9. Consideration on first reading of an ordinance amending Centralia Municipal Code Chapter 20.72 Off Street Parking and Loading
COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING CENTRALIA MUNICIPAL CODE CHAPTER 20.72 OFF STREET PARKING AND LOADING...
Mr. Pierson addressed the Council and noted this ordinance would give staff the ability to waive parking lot paving in certain instances.
Mayor Canaday called for a vote on the motion...motion PASSED...7-0.
10. Consideration on first reading of an ordinance amending Centralia Municipal Code Chapter 20.24 C-3 Core Commercial District
COUNCILOR BATES MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING CENTRALIA MUNICIPAL CODE CHAPTER 20.24 C-3 CORE COMMERCIAL DISTRICT
Mr. Pierson addressed the Council and reviewed the proposed amendment with them. He noted that he was suggesting that they change the wording to relay somehow that this be for single story buildings only.
COUNCILOR BATES MOVED, SECONDED BY MAYOR PRO-TEM CANADAY, TO AMEND THE ORDINANCE TO TAKE INTO CONSIDERATION ONE STORY VERSES TWO STORY BUILDINGS...motion PASSED...5-2 (Councilor Trent and Councilor Anzelini).
Mayor Canaday called for a vote on the motion...motion PASSED...6-1 (Councilor Henderson).
11. Consideration on second reading of an ordinance amending CMC 11.20.092 - Speed Limits
COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE AN ORDINANCE ON SECOND READING AMENDING CMC 11.20.092 - SPEED LIMITS...motion PASSED...7-0.
12. Executive Session to discuss the City Manager Evaluation per RCW 42.30.110(g). Estimated to take approximately 30 minutes with noting to report after.
COUNCILOR BATES MOVED, SECONDED BY COUNCILOR HENDERSON, TO GO INTO EXECUTIVE SESSION TO DISCUSS THE CITY MANAGER EVALUATION PER RCW 42.30.110(G) AT 8:25 PM ESTIMATED TO TAKE APPROXIMATELY 30 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.
The Executive Session began at 8:14 pm, they announced at 8:44 pm that they would need an additional 15 minutes and it ended at 8:59 pm with nothing to report.
