Mayor Pro-Tem Coumbs called the regular meeting to order at 7:00 pm.

Pledge of Allegiance

Councilor Elmore led the flag salute.

Attendance

Present: Mayor Pro-Tem Coumbs, Councilor Bates, Councilor Trent, Councilor Anzelini, Councilor Henderson and Councilor Elmore.

Absent: Mayor Canaday.

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE THE AGENDA WITH THE AMENDMENT OF SWITCHING ITEMS #8 & #9...motion PASSED...6-0.

2. Comments by the Public on Non Agenda Items

Alicia Bull, Chamber, updated the Council on Chamber events and activities.

3. Presentations

a. Commissioning of Reserve Police Officers - Chief Berg

Chief Berg swore in Reserve Officers Ryan Owen, Seth Sharp, Tyler Shoemaker and Sean Hall.

b. Flood Authority Update - Ron Averill

Col. Averill addressed the Council and updated them on the Flood Authority.

c. Event Center Update - Todd Chaput

Mr. Chaput addressed the Council and updated them on the Event Center and noted it was now called the Sports Hub Northwest.

5. Reports

Councilor Anzelini - spoke on events at the Fox Theatre.

Councilor Elmore - reported he attended the Antique Fest, the Tiki Tap House Grand Opening and the STP.

Councilor Bates - reported he attended the Antique Fest, the Tiki Tap House Grand Opening, the STP, CDA and Twin Transit meeting. He announced that the City was looking for member for the Lodging Tax Committee.

Councilor Henderson - reported he attended the Antique Fest and a fundraiser for the outdoor pool.

Councilor Trent - had no report.

Mayor Pro-Tem Coumbs - reported he attended a Solid Waste meeting, the RFA meeting and a Bore/Goat show at the fairgrounds.

CSO Allie Carr - addressed the Council and spoke on the 30th annual National Night Out being held on August 6th.

Rob Hill - reported on the indoor pool.

COUNCILOR HENDERSON MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...6-0.

7. Consideration of an annexation request from the Port of Centralia - Long Road

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR TRENT, TO CONSIDER THE ANNEXATION REQUEST FROM THE PORT OF CENTRALIA FOR LONG ROAD...

Community Development Director Emil Pierson reviewed the annexation request with the Council and the process that would need to be taken should the annexation request move forward. After brief discussion,

Mayor Pro-Tem Coumbs called for a vote on the motion...motion PASSED...6-0.

9. Consideration on first reading of an ordinance amending the 2013 Budget

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR TRENT, TO APPROVE ON FIRST READING OF AN ORDINANCE AMENDING THE 2013 BUDGET...

Finance Director Pam Nelson addressed the Council and reviewed the proposed amendments to the budget.

Mayor Pro-Tem Canaday called for a vote on the motion...motion PASSED...6-0.

8. Consideration of a resolution providing for Interfund Loan from the Water Fund to the Energy Efficiency Project Fund

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR HENDERSON, TO APPROVE A RESOLUTION PROVIDING FOR AN INTERFUND LOAN FROM THE WATER FUND TO THE ENERGY EFFICIENCY PROJECT FUND...motion PASSED...6-0.

10. Consideration on first reading of an ordinance adding Section 20.64 - Medical Marijuana Collective Gardens

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR ELMORE, TO APPROVE ON FIRST READING AN ORDINANCE ADDING SECTION 20.64 - MEDICAL MARIJUANA COLLECTIVE GARDENS...

City Attorney Shannon Murphy-Olson and Mr. Pierson addressed the Council and reviewed the proposed ordinance that established the zoning regulations for the growing of medical cannabis in collective gardens, noting it was the recommendation of staff and the Planning Commission. Discussion followed pertaining to the need for regulations to be in place, potential locations and legal issues.

Mayor Pro-Tem Coumbs called for a vote on the motion...motion PASSED...4-2 (Councilor Anzelini and Councilor Trent).

11. Consideration on second reading of an ordinance amending CMC Chapter 10.06 Advertisements

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING CMC CHAPTER 10.06 ADVERTISEMENTS...motion PASSED...6-0.
