Mayor Canaday called the regular meeting to order at 7:00 pm.

Pledge of Allegiance

Councilor Bates led the flag salute.

Attendance

Present: Mayor Canaday, Councilor Bates, Councilor Henderson and Councilor Elmore.

Absent: Councilor Trent, Councilor Anzelini and Mayor Pro-Tem Coumbs.

1. Approval of Agenda - As Presented

COUNCILOR HENDERSON MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...4-0.

2. Comments by the Public on Non Agenda Items

Tim Browning & Jim Thomas, Centralia, addressed the Council and updated them on the recent Babe Ruth baseball tournament and presented the City with a check for $3,000.

Ardeth Ellis, Centralia, addressed the Council and spoke against the proposed new routes for Twin Transit.

David Underwood, Centralia, addressed the Council and spoke against the proposed new routes for Twin Transit.

3. Presentations

a. Lewis County Update - Commissioner Fund

Commissioner Fund was not present.

4. Reports

Councilor Elmore - had no report.

Councilor Bates - reported on Twin Transit.

Councilor Henderson - had no report.

Mayor Canaday - had no report.

COUNCILOR BATES MOVED, SECONDED BY COUNCILOR HENDERSON, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...4-0.

6. Consideration of Outdoor Pool Proposal from STOP (Save the Outdoor Pool)

COUNCILOR HENDERSON MOVED, SECONDED BY COUNCILOR BATES, TO CONSIDER DISCUSSING THE OUTDOOR POOL AS PART OF THE 2014 BUDGET PROCESS...

Community Development Director Emil Pierson addressed the Council and reviewed the background to date on the outdoor pool and stated that it was the recommendation of the Parks Board to support the plan that the STOP group had brought forward and include the outdoor pool in the 2014 budget process. He noted that this would be the first step in the process and he would meet with the group and most likely have to hire a consultant to look at the pool on how to move forward. In response to Councilor Henderson's question as to what will happen if this passes, Mr. Hill stated that staff would bring back some cost figures to the Council in September.

Mayor Canaday called for a vote on the motion...motion PASSED...4-0.

Alex Michelin, Centralia, addressed the Council and thanked them for moving forward with the pool.

9. Consideration on second reading of an ordinance amending the 2013 Budget

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE ON SECOND READING OF AN ORDINANCE AMENDING THE 2013 BUDGET...@

Finance Director Pam Nelson addressed the Council and requested that they entertain an revision to the proposed budget amendment by adding $10,000 to be taken out of reserves to repair the cooling system at the train depot.

COUNCILOR HENDERSON MOVED, SECONDED BY COUNCILOR BATES, TO AMEND THE MAIN MOTION TO INCLUDE THE REQUESTED $10,000 TO DO THE REPAIRS AT THE TRAIN DEPOT...motion PASSED...4-0.

Mayor Pro-Tem Canaday called for a vote on the motion as amended...motion PASSED...4-0.

8. Consideration on second reading of an ordinance adding Section 20.64 - Medical Marijuana Collective Gardens

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE ON SECOND READING AN ORDINANCE ADDING SECTION 20.64 - MEDICAL MARIJUANA COLLECTIVE GARDENS...motion PASSED...4-0.
