Mayor Canaday called the regular meeting to order at 7:01 pm.

Pledge of Allegiance

Councilor Bates led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Trent, Councilor Bates and Councilor Elmore.

Absent: Councilor Henderson and Councilor Anzelini. (Councilor Anzelini arrived at 7:05 pm)

1. Approval of Agenda - As Presented

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...5-0.

2. Comments by the Public on Non Agenda Items

Celeste Avy, Possibilities Pregnancy Center, addressed the Council and invited them to a Mystery Dessert Theatre being held on October 5th from 6:30 - 9:00 pm.

3. Presentations

a. Flood Authority Update - Ron Averill

Col. Averill updated the Council on flood issues.

4. Reports

Mayor Canaday read a resignation letter from Councilor Bates into the record.

Councilor Bates - spoke on his new job in Sedro Wooley and noted his resignation was effective November 12th.

Councilor Anzelini - wished Councilor Bates the best and thanked him for his years of service.

Councilor Elmore - reported he attended the flood tour in Adna, Wellness Round-up, Open House at Embody Studio, budget workshops and Business After Hours.

Mayor Pro-Tem Coumbs - thanked Councilor Bates for his years of service.

Councilor Trent - had no report.

Mayor Canaday - reported she attended a 9-11 ceremony, LEOFF Board, RFA, LCFA, transportation meetings, Master Builders, Business After Hours, Centralia College Scholarship ceremony, Open House for Embody Studio, Artrails Gala, Wellness Round-up and Chehalis Basin Partnership.

Kim Ashmore, updated the Council on stormwater and grants.

Emil Pierson, thanked everyone who assisted during the National Day of Service on September 14th.

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR ANZELINI , TO APPROVE THE CONSENT AGENDA WITH THE EXCEPTION OF PULLING ITEM 6H OFF TO BE TAKEN UP SEPARATELY...motion PASSED...6-0.

6. Consideration of Strategic Priorities for 2014

COUNCILOR BATES MOVED, SECONDED BY COUNCILOR ELMORE TO APPROVE THE STRATEGIC PRIORITIES FOR 2014...

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR ANZELINI, TO STRIKE "BRING REVENUE OPTIONS TO COUNCIL FOR CONSIDERATION" OUT OF PRIORITY #1...motion FAILED...2-4 (Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Bates and Councilor Elmore).

Mayor Canaday called for a vote on the main motion...motion PASSED...5-1 (Councilor Trent).@

7. Consideration of Shared Services Interlocal Agreement

COUNCILOR ANZELINI MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE THE SHARED SERVICES INTERLOCAL AGREEMENT...

Commissioner Fund and Public Works Director Lee Napier reviewed the agreement with the Council. Brief discussion followed.

Mayor Canaday called for a vote on the motion...motion PASSED...6-0.

8. Consideration of a resolution adopting the Association of Washington Cities Employee Benefit Trust's Interlocal Agreement creating a Health Care Program

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR TRENT, TO APPROVE A RESOLUTION ADOPTING THE ASSOCIATION OF WASHINGTON CITIES EMPLOYEE BENEFIT TRUST'S INTERLOCAL AGREEMENT CREATING A HEALTH CARE PROGRAM...

Personnel Officer Candice Rydalch addressed the Council and stated that AWC was moving to a self-insured benefit program and this agreement is required by State Law in order to proceed. She noted this would eliminate the anticipated 10% increase for 2014.

Mayor Canaday called for a vote on the motion...motion PASSED...6-0.

9. Consideration of a resolution establishing a Travel Advance Fund

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR BATES. TO APPROVE A RESOLUTION ESTABLISHING A TRAVEL ADVANCE FUND...motion PASSED...6-0.

10. Consideration on first reading of an ordinance amending the Comprehensive Plan and Land Use Map

COUNCILOR ELMORE MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING THE COMPREHENSIVE PLAN AND LAND USE MAP...

Community Development Director Emil Pierson addressed the Council and reviewed the proposed changes. He stated that the Planning Commission was recommending that the change in the land use designation for 416 Kearney be denied.

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR ANZELINI, TO LEAVE IN THE REQUESTED LAND USE DESIGNATION CHANGE FOR 416 KEARNEY...motion PASSED...5-1 (Mayor Pro-Tem Coumbs).

Mayor Canaday called for a vote on the main motion as amended...motion PASSED...5-1 (Mayor Pro-Tem Coumbs).

11. Consideration on first reading of an ordinance amending Chapter 20 Zoning and Zoning Map

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING CHAPTER 20 - ZONING AND ZONING MAP AND INCLUDE THE PROPERTY REQUEST FOR 416 KEARNEY...motion PASSED...6-0.

12. Consideration of second reading of an ordinance amending Chapter 2.15.080 - Police Department

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING CHAPTER 2.15.080 - POLICE DEPARTMENT...motion PASSED...6-0.
