Mayor Canaday called the regular meeting to order at 7:00 pm.

Pledge of Allegiance

Mayor Pro-Tem Coumbs led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Trent, Councilor Bates, Councilor Elmore, Councilor Henderson and Councilor Anzelini.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Kelley Koidahl, Centralia, addressed the Council and spoke against the proposed Eshom Road Annexation.

Elanor Mackey, Centralia, addressed the Council and spoke against the proposed Eshom Road Annexation.

Bill Hodge, Centralia, addressed the Council and spoke against the proposed Eshom Road Annexation.

Larry Granville, Centralia, addressed the Council and spoke against the proposed Eshom Road Annexation and presented signatures of those against it.

Amy White, Centralia, addressed the Council and spoke against the proposed Eshom Road Annexation.

3. Proclamations

a. Public Power Week & Careers in Energy Week

Mayor Canaday read the proclamation into the record and Monica Brummer, M.L. Norton and Micah Goo accepted it.@

4. Presentations

a. Lewis County Update - Commissioner Fund

Commissioner Fund spoke on Lewis County issues and Assessor Diane Dorey spoke on property tax issues.

b. Keep Our Pool Update - Mark Giffey

Mark Giffey, KOP, addressed the Council and updated them on the progress of fund-raising and donations towards the indoor pool.

5. Reports

Councilor Bates - reported on Lodging Tax issues.

Councilor Anzelini - had no report.

Councilor Elmore - reported he attended a tour of the Event Center, Shoreline Master Plan meeting, the Chamber Forum and Rotary.

Mayor Pro-Tem Coumbs - spoke on landfill issues and reported he attended the RFA meeting.

Councilor Trent - had no report.

Councilor Henderson - had no report.

Mayor Canaday - reported she attended the Shoreline Master Plan meeting, Open House at Deco Gifts, Chehalis Basin Partnership, LC Tourism, Mayor's and Commissioners meeting, RFA, Tea Party Forum and judged fire posters.

M.L. Norton & Micah Goo - reported on the planned power outage in Yelm.

Kahle Jennings & Jan Stemkoski - updated the Council on a Transportation Alternatives Funding Grant. General consensus of the Council was to have staff prepare an application for the grant funding.

Emil Pierson - reported on a grant that was received for the Seminary Hill Natural Area and updated the Council on the NFIP.@

6. Consent Agenda

a. Voucher Approval for October 8, 2013 #123608-123773 $787,156.72

b. Payroll Approval October 4, 2013 #129418-129510 and direct deposits

#21972-22119 $1,216,032.78

c. Consideration of meeting minutes - September 24, 2013

d. Consideration to ratify Library Roof Agreement $3,600

e. Consideration of final acceptance-Line Clearance Tree Trimming $89,597

f. Consideration of final acceptance-Traffic Control at Reynolds and N. Pearl $5,468.25

g. Consideration of small works bid award-Electrical, 1401 Mellen $3,508.00

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR HENDERSON, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

7. Consideration of an appointment to the Lodging Tax Advisory Committee

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE THE APPOINTMENT OF KAYLYN APPELL TO THE LODGING TAX ADVISORY COMMITTEE...motion PASSED...7-0.

8. Consideration of amendment #1 to the General Sewer Plan

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR TRENT, TO APPROVE AMENDMENT #1 TO THE GENERAL SEWER PLAN...

Mr. Jennings noted that this item was before Council to add a task to evaluate alternatives for providing sewer service to the Centralia Station Development.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.

9. Consideration on second reading of an ordinance amending the Comprehensive Plan and Land Use Map

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR ELMORE, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING THE COMPREHENSIVE PLAN AND LAND USE MAP WITH THE AMENDMENTS MADE DURING FIRST READING...motion PASSED...7-0.

10. Consideration on second reading of an ordinance amending Chapter 20 Zoning and Zoning Map

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING CHAPTER 20 - ZONING AND ZONING MAP AND INCLUDE THE AMENDMENTS MADE DURING FIRST READING...motion PASSED...7-0.
