Sheila Gray, WSU Extension Office, addressed the Council and invited them to a Rural Pathway's to Prosperity Webinar on November 15th from 9:00 am t 3:00 pm.

a. Flood Authority Update - Ron Averill
Mr. Averill updated the Council and audience on Flood Authority issues.
4. Reports
Councilor Bates - spoke on the upcoming Lodging Tax interviews and noted he attended a Twin Transit meeting.
Councilor Anzelini - had no report.
Councilor Elmore - reported he attended the Business After Hours, a Master Builders meeting and October Fest at Dick's Brewery.
Mayor Pro-Tem Coumbs - reported he attended a Landfill Closure Group meeting, two Open Houses and noted he is starting the Christmas Lights in Borst Park process.
Councilor Trent - had no report.@
Mayor Canaday - reported she attended a LC Transportation meeting, Business After Hours, Ribbon Cuttings, RFA, Toastmasters Forum, LEOFF Board, a Fords Prairie Fun
Run and Girls Night Out. She presented Councilor Bill Bates with a plaque for his years of service to the City of Centralia. Councilor Bates thanked everyone.

Finance Director Pam Nelson reviewed the General Fund Revenue Sources and the proposed 1% increase in the 2014 Property Tax Levy with the Council and audience.@

Ms. Nelson reviewed the proposed 2104 Budget with the Council and audience.

Mayor Canaday opened the public hearing at 7:56 pm.
Joyce Barnes, Centralia, addressed the Council and questioned where in the budget there was funding to help with the outdoor pool. Ms. Nelson and Mr. Hill stated that there was money budgeted for the outdoor pool n the Park's Budget. There being no further public comment,
Mayor Canaday closed the public hearing at 7:59 pm.

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR TRENT, TO AMEND THE MOTION BY REMOVING THE 1% PROPERTY TAX INCREASE...motion FAILED...2-4 (Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Elmore and Councilor Bates).
