Mayor Canaday called the regular meeting to order at 7:01 pm.

Pledge of Allegiance

Cub Scout Troop 300 led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Trent, Councilor Bates, Councilor Elmore and Councilor Anzelini.

Absent: Councilor Henderson (unexcused).

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...6-0.

2. Comments by the Public on Non Agenda Items

There were none.

3. Presentations

a. Retirement Recognition of Officer Rick Hughes

Officer Hughes was recognized for his years of service with the Centralia Police Department.

b. Guard and Reserve Support

Mayor Canaday read a letter of support for the Guard and Reserve into the record which will be displayed at City Hall.

c. Lewis County Update

Commissioner Fund updated the Council on County issues.

4. Reports

Councilor Bates - noted tonight was his last meeting.

Councilor Anzelini - had no report.

Councilor Elmore - reported he attended the Chamber Forum, Flood Authority, Mens Health Fair and a Veteran's Event at Centralia College.

Mayor Pro-Tem Coumbs - reported he viewed the inside of the Event Center, attended a Veteran's event at the Legion and updated the Council on the Christmas Lights in Borst Park.

Councilor Trent - had no report.

Mayor Canaday - reported she attended the Mayors meeting, All Aboard Wa, Talent Search at the Evergreen Playhouse, Chamber Forum, Flood Authority, Tourism meeting and the Veterans Day event at Centralia College.

6. Consideration to approve a 2013-2015 Stormwater Capacity Grant with the Department of Ecology

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE THE 2013-2015 STORMWATER CAPACITY GRANT WITH THE DEPARTMENT OF ECOLOGY...motion PASSED...6-0.

7. Consideration of a resolution waiving competitive bidding requirements due to an Emergency

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR TRENT, TO APPROVE A RESOLUTION WAIVING COMPETITIVE BIDDING REQUIREMENTS DUE TO AN EMERGENCY...

City Light Director M.L. Norton addressed the Council and stated that this was before them due to an unexpected shutdown on Unit #3, which would affect the City's ability to provide emergency services during a BPA outage. He noted this resolution would allow City Light to waive the bidding process and get experienced contractors on site as soon as possible to complete the repairs.

Mayor Canaday called for a vote on the motion...motion PASSED...6-0.

At the request of Mr. Norton,

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR TRENT, TO ALLOW THE CITY MANAGER TO SIGN THE CONTRACT WITH HCMS FOR THE REPAIRS...motion PASSED...6-0.

8. Consideration on first and final reading of an Ordinance declaring a moratorium prohibiting the production, processing and retail sales of recreational marijuana and prohibiting the granting of any license or permit related to such activities

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE ON FIRST AND FINAL READING AN ORDINANCE DECLARING A MORATORIUM PROHIBITING THE PRODUCTION, PROCESSING AND RETAIL SALES OF RECREATIONAL MARIJUANA AND PROHIBITING GRANTING OF ANY LICENSES OR PERMITS RELATED TO SUCH ACTIVITIES...

City Attorney Shannon Murphy-Olson reviewed the process and reasoning behind this request. She noted that this was on for first and final reading and would be effective immediately upon passage.

Mayor Canaday called for a vote on the motion...motion PASSED...4-2 (Councilor Anzelini and Councilor Trent).

9. Final public hearing on the Proposed 2014 Budget

Mayor Canaday opened the public hearing at 7:48 pm.

A member of the audience came forward and noted that the budget was not available on the website. City Clerk Deena Bilodeau offered to get her a copy as soon as the meeting was over. There being no further public comment,

Mayor Canaday closed the public hearing at 7:49 pm.

10. Consideration on second reading of an Ordinance on 2014 Property Tax Levy

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE ON SECOND READING AN ORDINANCE ON THE 2014 PROPERTY TAX LEVY...

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR ANZELINI, TO AMEND THE MOTION BY REMOVING THE 1% PROPERTY TAX INCREASE...motion FAILED...2-4 (Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Elmore and Councilor Bates).

Mayor Canaday called for a vote on the main motion...motion PASSED...4-2 (Councilor Anzelini and Councilor Trent).

11. Consideration on second reading of an Ordinance on Proposed 2014 Budget

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE ON SECOND READING AN ORDINANCE ON THE PROPOSED 2014 BUDGET...motion PASSED...6-0.
