Mayor Canaday called the regular meeting to order at 7:01 pm.

Pledge of Allegiance

Councilor Trent led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Trent, Councilor Elmore and Councilor Anzelini.

Absent: Councilor Henderson.

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR TRENT, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...5-0.

2. Comments by the Public on Non Agenda Items

There were none.

3. Presentations

a. Lewis County Update - Commissioner Fund

Commissioner Fund addressed the Council and updated them on County issues.

4. Reports

Councilor Trent - noted this was his last meeting on the City Council and thanked everyone.

Councilor Anzelini - thanked Councilor Trent for all his work on the City Council.

Councilor Elmore - wished Councilor Trent the best and reported he attended the Business After Hours United Way Kick Off, Chamber Forum and the AWC Elected Officials training.

Mayor Pro-Tem Coumbs - thanked Councilor Trent for his years of service on the City Council and reported he attended a Solid Waste meeting, RFA, Santa Breakfast and has been working on the light display at Borst Park.

Mayor Canaday - reported she attended the RFA meeting, Santa Breakfast, tree lighting, bell ringing, Business After Hours, Mayor/Commissioners meeting and the Chamber Forum. She presented Councilor Trent with a plaque thanking him for his years of service on the City Council.

Rob Hill - updated the Council on the outdoor pool.

City Clerk Deena Bilodeau - announced the At Large City Council position opening.

Chief Berg - spoke on Emergency Preparedness.

5. Consent Agenda

a. Voucher Approval for December 10, 2013 #124514-124649 $669,503.51

b. Payroll Approval for December 5, 2013 #129624-129692 and direct deposit #22438-22583 $1,167,851.55

c. Consideration of meeting minutes for November 26, 2013

d. Consideration of a contract with State Emergency Management for 2014 Emergency Management Planning funds $44,994

e. Consideration of small works bid ratification-May Street Yard Fencing $6,134.40

COUNCILOR ANZELINI MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE THE CONSENT AGENDA...motion PASSED...5-0.

6. Consideration of a Public Works Agreement -Yelm Unit 3 Generator Stator and Rotor Rewind $1,540,337.24

COUNCILOR ANZELINI MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE A PUBLIC WORKS AGREEMENT FOR THE YELM UNIT 3 GENERATOR STATOR AND ROTOR REWIND FOR $1,540,337.24...motion PASSED...5-0.

7. Consideration of an agreement with the Washington Association of Sheriffs and Police Chiefs for a Sobriety Pilot Program

COUNCILOR ELMORE MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE AN AGREEMENT WITH THE WASHINGTON ASSOCIATION OF SHERIFFS AND POLICE CHIEFS FOR A SOBRIETY PILOT PROGRAM...motion PASSED...4-1 (Councilor Trent).

8. Consideration of Lodging Tax Fund Grant Allocations

COUNCILOR ANZELINI MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE THE RECOMMENDATIONS FROM THE LODGING TAX ADVISORY COMMITTEE...

Councilor Elmore noted that he felt the allocation for the amount to go to the Chamber needed to be revisited. Mayor Pro-tem Coumbs stated that the Chamber could come back and request money from the City if needed at a later date. Brief discussion followed.

Mayor Canaday called for a vote on the motion...motion PASSED...3-2 (Mayor Canaday and Councilor Elmore).@

9. Consideration of a resolution declaring certain personal property surplus

COUNCILOR ELMORE MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE A RESOLUTION DECLARING CERTAIN PERSONAL PROPERTY SURPLUS...motion PASSED...5-0.

10. Consideration of canceling the December 24, 2013 City Council meeting and authorizing the Finance Committee to approve vouchers for such date

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR TRENT, TO CANCEL THE DECEMBER 24, 2013 CITY COUNCIL MEETING AND AUTHORIZE THE FINANCE COMMITTEE TO APPROVE VOUCHERS FOR SUCH DATE...motion PASSED...5-0.

11. Consideration of City Manager's re-appointment of James Buzzard as Centralia Municipal Court Judge

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE THE CITY MANAGER'S RE-APPOINTMENT OF JAMES BUZZARD AND CENTRALIA MUNICIPAL COURT JUDGE...motion PASSED...5-0.
