City Clerk Deena Bilodeau called the regular meeting to order at 7:00 pm.

Pledge of Allegiance

Ms. Bilodeau led the flag salute.

Attendance

Present: Councilor Canaday, Councilor Coumbs, Councilor Elmore, Councilor Anzelini, Councilor Gallagher, Councilor Greenwood and Councilor Ricks.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR CANADAY, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.

2. Swearing in of new and re-elected City Council Members

Ms. Bilodeau swore in Bonnie Canaday, John Elmore, Lee Coumbs, Patrick Gallagher, Ron Greenwood and Bart Ricks.

3. Election of Mayor and Mayor Pro-Tem

Ms. Bilodeau called for nominations for the office of Mayor.

Councilor Coumbs nominated Bonnie Canaday. There were no further nominations.

By unanimous vote Bonnie Canaday was elected as Mayor.

Ms. Bilodeau called for nominations for the office of Mayor Pro-Tem.

Councilor Anzelini nominated Lee Coumbs. Councilor Gallagher nominated John Elmore.

The vote for Lee Coumbs was defeated 3-4 (Councilor Elmore, Councilor Greenwood, Councilor Gallagher and Councilor Ricks).

By majority of the vote John Elmore was elected Mayor Pro-Tem...4-3 (Mayor Canaday, Councilor Anzelini and Councilor Coumbs).@

4. Comments by the Public on Non Agenda Items

Roger Stewart, Centralia Downtown Association, addressed the Council and updated them on past and upcoming events.

Selina Gomez-Beloz and Susan Faubion, Timberland Library, addressed the Council and updated them on upcoming events to the Centralia library.

5. Presentations

a. Lewis County Update - Commissioner Fund

Commissioner Fund and Craig Larson (9-1-1 Manager) addressed the Council and updated them on County issues.

6. Reports

Councilor Anzelini - announced that he and his wife had a baby boy since the last meeting.

Councilor Coumbs - reported on the Christmas Lights at Borst Park and the Open House.

Mayor Pro-Tem Elmore - reported that he attended the Borst Park Christmas Lights and the Open House.

Councilor Ricks - reported he attended the Tractor Parade.

Councilor Gallagher - reported he was a judge for the Tractor Parade, welcomed Councilor Ricks and thanked those citizens who voted for him.

Councilor Greenwood - thanked the citizens who voted for him.

Mayor Canaday - reported she attended the Tractor Parade, the marquee lighting at the Fox Theatre and the Christmas Lights at Borst Park.

Deena Bilodeau - announced Planning Commission openings.

Emil Pierson - updated the Council on Parks Building leases.

Rob Hill - updated the Council on the FEMA maps and the Tacoma Rail purchase.

COUNCILOR ANZELINI MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE THE CONSENT AGENDA...

Councilor Ricks disclosed that he was a defense attorney handling cases in Centralia Municipal Court and noted that while he did not expect there to be any conflicts of interest, if one should arise, he would abstain from voting. He also asked for clarification on the STOP grant, which Chief Berg reviewed.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.

8. Public Hearing for moratorium on the zoning of recreational marijuana production, processing and retail sales

Mayor Canaday opened the public hearing at 7:52 pm.

City Attorney Shannon Murphy-Olson addressed the Council and noted that this public hearing was required either before or within 60 days following the enactment of the moratorium.

Dean Phillips, Centralia, addressed the Council and questioned why there had been a moratorium in place. Ms. Murphy-Olson reviewed the information on the moratorium.

Mayor Canaday closed the public hearing at 7:57 pm.

9. Consideration of first reading of an ordinance adding Chapter 20.65 Cannabis or Marijuana Businesses

COUNCILOR COUMBS MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE ON FIRST READING AN ORDINANCE ADDING CHAPTER 20.65 CANNABIS OR MARIJUANA BUSINESSES...

Community Development Director Emil Pierson and Ms. Murphy-Olson addressed the Council and reviewed the process to date on this issue. Mr. Pierson noted that the intent of these regulations was to ensure that state-licensed uses are located and developed in a manner that was consistent with the desired character and standards of the community and its neighborhoods to protect the public health, safety and general welfare of the citizens. He added that the ordinance before them is the recommendation of the Planning Commission. Further discussion followed on the maps of the areas that would be designated, grand-fathering and licensing.

Mayor Canaday called for a vote on the motion...motion PASSED...4-3 (Mayor Pro-Tem Elmore, Councilor Anzelini and Councilor Ricks).
