Mayor Canaday called the regular meeting to order at 7:01 pm.

Pledge of Allegiance

Councilor Anzelini led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Coumbs, Councilor Anzelini, Councilor Gallagher, Councilor Greenwood and Councilor Ricks.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Darrin James McGowah, Centralia, addressed the Council and noted his concern with the aggressive panhandlers in Centralia.

Brian Mittge and Judy Bell, Friends of Seminary Hill Natural Area, addressed the Council and update them on events with the Natural Area.

3. Presentations

a. Sports Capitol Northwest - Tom Alderson & Jenny Bodnar

Jenny Bodnar and Tom Alderson presented information on forming a Lewis County Sports Commission and asked for the City's support in moving forward.

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR COUMBS, TO DIRECT STAFF TO WORK WITH THE SPORTS COMMISSION AS NEEDED SO THE PLAN CAN DEVELOPED...motion PASSED...7-0.

b. Flood Authority Update - Ron Averil

Col. Averil addressed the Council and updated them on the Flood Authority.

c. Centralia School District Levy - Steve Bodnar

Mr. Bodnar addressed the Council and presented information on the upcoming school levy.

4. Reports

Councilor Ricks - reported he attended the EDC Banquet.

Councilor Coumbs - reported he attended the EDC Banquet and the Taste of Lewis County. He thanked staff and the downtown for a successful Holiday season.

Councilor Gallagher- reported he attended the Chamber Banquet, EDC Banquet, CDA meeting and toured the outdoor pool and the Wilson Hotel.

Mayor Pro-Tem Elmore -reported he attended the Park's Master Plan meeting, Chamber Banquet and the EDC Banquet. He requested that the City Council re-visit funding to the Chamber of Commerce.

Councilor Anzelini - had no report.

Councilor Greenwood - reported he toured the outdoor pool and the Wilson Hotel.

Mayor Canaday - reported she attended the Flood Authority meeting, Chamber Banquet, a Crab Feed in Packwood, Lewis County Transportation, Chehalis Basin Partnership and the EDC Banquet. She presented Kahle Jennings and Kim Ashmore, for the Stream Team, with the Russ Mohney award.

Mr. Hill - updated the Council on the outdoor pool and noted that the FEMA flood information is on the City's website.

5. Consent Agenda

a. Voucher Approval for January 28, 2014 #125095, 125103-125279 $2,777,460.77

b. Payroll Approval January 17, 2014 #129800-129816 and direct deposits #22815-22900 $112,070.00

c. Consideration of meeting minutes for January 14, 2014

d. Consideration of change order #1 Electrical Restoration at 1401 Mellen St $3923.80

COUNCILOR ANZELINI MOVED, SECONDED COUNCILOR GREENWOOD, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

6. Consideration of 2014/2015 City Council Committee Appointments

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE THE 2014/2015 CITY COUNCIL COMMITTEE APPOINTMENTS...motion PASSED...7-0.@

7. Consideration of Mayor's appointment of Noah Thomas and Mark Dulin to the Centralia Park's Board

COUNCILOR ANZELINI MOVED, SECONDED BY MAYOR PRO-TEM ELMORE , TO APPROVE THE MAYOR'S APPOINTMENTS OF NOAH THOMAS AND MARK DULIN TO THE CENTRALIA PARK'S BOARD...motion PASSED...7-0.

8. Consideration of amending lease agreement with Thorbecke's Fitlife

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE AN AMENDED LEASE AGREEMENT WITH THORBECKE'S FITLIFE...

Community Development Director Emil Pierson addressed the Council and reviewed the proposed lease. After a brief discussion pertaining to a few typographical errors and how the rental amount was determined,

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.

9. Consideration of lease agreement with Centralia School District

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE A LEASE AGREEMENT WITH THE CENTRALIA SCHOOL DISTRICT...motion PASSED...7-0.

10. Consideration of a Resolution declaring certain personal property to be surplus

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE A RESOLUTION DECLARING CERTAIN PROPERTY TO BE SURPLUS...motion PASSED...7-0.

11. Consideration of first reading of an ordinance adopting the WSDOT updates to the Standard Specifications for Road, Bridge and Municipal Construction

COUNCILOR GALLAGHER MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE ON FIRST READING AN ORDINANCE ADOPTING THE WSDOT UPDATES TO THE STANDARD SPECIFICATIONS FOR ROAD, BRIDGE AND MUNICIPAL CONSTRUCTION...motion PASSED...7-0.

12. Consideration of second reading of an ordinance adding Chapter 20.65 Cannabis or Marijuana Businesses

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE ON SECOND READING AN ORDINANCE ADDING CHAPTER 20.65 CANNABIS OR MARIJUANA BUSINESSES...

City Attorney Shannon Murphy-Olson addressed the Council and stated that since the first reading of this ordinance, the Attorney General's office released an opinion that municipalities may oppose the siting of recreational marijuana sales, production and processing facilities within the city limits. However, there is currently a bill being introduced (HB 2322) that would prohibit local governments from banning such activities. She added that at this time it was the recommendation of staff to maintain the moratorium and vote down the ordinance. Staff would continue to monitor the State Legislature to see if HB 2322 passes. Brief discussion followed.

Mayor Canaday called for a vote on the motion...motion FAILED...1-6 (Mayor Canaday, Mayor Pro-Tem, Councilor Ricks, Councilor Gallagher and Councilor Coumbs).

13. Executive Session to discuss Labor Issues pursuant to RCW 42.30.140 and Real Estate pursuant to RCW 42.30.110. Expected to last approximately 45 minutes with nothing to report after.

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR ANZELINI, TO GO INTO EXECUTIVE SESSION TO DISCUSS LABOR ISSUES PURSUANT TO RCW 42.30.140 AND REAL ESTATE PURSUANT TO 42.30.110 FOR APPROXIMATELY 45 MINUTES WITH NOTING TO REPORT AFTER...motion PASSED...7-0.

The Executive Session was called to order at 8:36 pm and was adjourned at 9:21 pm.

Mayor Canaday adjourned the meeting at 9:21 pm.
