Mayor Canaday called the regular meeting to order at 7:01 pm.

Pledge of Allegiance

Councilor Coumbs led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Coumbs, Councilor Anzelini, Councilor Gallagher, Councilor Greenwood and Councilor Ricks.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

There were none.

3. Presentations

a. Lewis County Update - Sheila Gray

Ms. Gray updated the Council on County issues.

4. Reports

Councilor Ricks - reported he attended the Council Retreat, Finance Committee, toured the Wilson Hotel and completed the Southwest Washington EDC and Park's Department survey's.

Councilor Coumbs - reported he attended meetings of SWAC and RFA.

Councilor Gallagher- reported he attended the CDA meeting and a L.C. Republicans meeting.

Mayor Pro-Tem Elmore -reported he attended the Health Fair, a Ribbon Cutting, Council Retreat, Southwest Washington EDC and a Centralia Baseball Fundraiser.

Councilor Anzelini - reported he attended the Council Retreat and the Finance Committee meeting.

Councilor Greenwood - had no report.

Mayor Canaday - reported she attended the Council Retreat, Law and Justice, SWWCA, Boy Scout Dinner, Chamber Forum, PFD, Health Fair and a Ribbon Cutting.

Jan Stemkoski - updated the Council on the Yew and Main Interchange.

Chief Berg - updated the Council on the Law Enforcement Memorial.

Kahle Jennings and Kim Ashmore - updated the Council on the Street Lighting project.

Emil Pierson - spoke on HVAC repairs needed at the library.

5. Consent Agenda

a. Voucher Approval for February 11, 2014 #125293 -125442 $268,146.02

b. Payroll Approval February 5, 2014 #129817-129904 and direct deposits #22901-23043 $1,277,667.15

c. Consideration of meeting minutes for January 28 and February 4, 2014

d. Consideration of small works bid award-2014 Line Clearance Tree Trimming $122,050

e. Consideration of small works bid award-Street Dept. Storage Building $13,331.52

f. Consideration of an agreement with CH2M Hill for 2014 Wastewater Monitoring Support $50,215

g. Consideration of small works bid award-Construction at Borst Park Field #3 $3,182

COUNCILOR ANZELINI MOVED, SECONDED COUNCILOR RICKS, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

6. Consideration of Mayor's appointment of Dean Phillips, Jim Thomas and Todd Watson to the Planing Commission

COUNCILOR ANZELINI MOVED, SECONDED BY MAYOR PRO-TEM ELMORE , TO APPROVE THE MAYOR'S APPOINTMENTS OF DEAN PHILLIPS, JIM THOMAS AND TODD WATSON TO THE PLANNING COMMISSION...motion PASSED...7-0.

7. Consideration on first reading of an Ordinance repealing and replacing in its entirety CMC Chapter 10.18 - Controlled Substances

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE ON FIRST READING AN ORDINANCE REPEALING AND REPLACING IN ITS ENTIRETY CMC CHAPTER 10.18 - CONTROLLED SUBSTANCES...

City Attorney Shannon Murphy-Olson addressed the Council and stated that this was a housekeeping measure. She added that this would adopt the state statutes by reference as they presently stand and as they are subsequently amended. Brief discussion followed to clarify the process.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.

8. Consideration of second reading of an ordinance adopting the WSDOT updates to the Standard Specifications for Road, Bridge and Municipal Construction

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE ON SECOND READING AN ORDINANCE ADOPTING THE WSDOT UPDATES TO THE STANDARD SPECIFICATIONS FOR ROAD, BRIDGE AND MUNICIPAL CONSTRUCTION...motion PASSED...7-0.

Adjournment

COUNCILOR ANZELINI MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO ADJOURN THE MEETING AT 8:02 PM...motion PASSED...7-0.
