Mayor Canaday called the regular meeting to order at 7:00 pm.

Pledge of Allegiance

Councilor Gallagher led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Coumbs, Councilor Anzelini, Councilor Gallagher, Councilor Greenwood and Councilor Ricks.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE THE AGENDA WITH THE AMENDMENT OF SWITCHING ITEM NUMBER 7 AND 8...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Steve Kories-McLeod and Diane Dorey, addressed the Council and updated them on Centralia Downtown Association events.

Diane Dorey, Centralia, addressed the Council and thanked Tammy Baraconi and other staff members that assisted her in the FEMA process she recently endured.

Brenda Verd, Centralia, addressed the Council and spoke against the requirement to hook up to City sewer due to new development.

Leona Hunter, Centralia, addressed the Council and asked for help by way of grants or some other avenue for those being forced to hook up to City sewer due to new development.

3. Presentations

a. Tacoma Rail Purchase Update

Commissioner Schulte and Larry McGee addressed the Council and updated them on the possible purchase of a portion of the Tacoma Rail.

b. STOP Outdoor Pool Update - Josh Logan

Bill Childress and Josh Logan addressed the Council and updated them on the progress of the STOP (Save the Outdoor Pool) group.

c. Lewis County Update - Commissioner Fund

Comm. Fund addressed the Council and updated them on County issues.

4. Reports

Councilor Ricks - reported he attended a Father Daughter Dance.

Councilor Coumbs - reported he attended an Riverside Fire Authority meeting and noted he was looking for Art Managers for the Spring Youth Fair.

Councilor Gallagher- reported he attended a CDA meeting and a fundraiser for the Centralia Police Association.

Mayor Pro-Tem Elmore -reported he attended the Chamber Forum and a Ribbon Cutting in Chehalis.

Councilor Anzelini - noted that there would be a Finance Committee meeting on March 19th and spoke against the requirement to hook-up to City Sewer if the current septic system is working.

Councilor Greenwood - reported he attended a Lewis County Historic Museum meeting and echoed Councilor Anzelini's comments on the City Sewer issue.

Mayor Canaday - reported she attended an event at the Fox Theatre, the Chehalis Basin Partnership, Scott Stone's memorial. The Mayor and Commissioner's meeting, the Chamber Forum and an orchestra program at Centralia College.

Shannon Murphy-Olson - updated the Council on Recreational Marijuana.

Chief Berg - reported on the 2013 Crime Report for the Centralia Police Department.

Emil Pierson - reported on the 2014 Sports Complex schedule for the Spring and Summer season.

Rob Hill - announced there would be a workshop regarding the UGA on April 1, 2014 at 6:00 pm.

5. Consent Agenda

a. Voucher Approval for February 25, 2014 #125470 -125648 $1,471,437.18

b. Payroll Approval February 20, 2014 #129905-129921 and direct deposits #23044-23129 $112,170.00

c. Consideration of meeting minutes for February 11, 2014

d. Consideration of small works bid rejection - Tree Removal Project

e. Consideration of Amendment #2 to Consultant Services Contract with CH2M Hill $6,000

f. Consideration of small works bid award-HVAC Unit at the Library $21,639.96

g. Consideration of a Lease Extension Agreement with Scotty's Snack Shack for concession stand at Borst Park Softball Complex

h. Consideration of Change Order #1-Yelm Hydro Unit #3 $111,869

COUNCILOR ANZELINI MOVED, SECONDED MAYOR PRO-TEM JOHN ELMORE, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

6. Consideration of Addendum A to the Indoor Pool Agreement with the Centralia School District and Thorbecke's Fitlife Center

COUNCILOR COUMBS MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO APPROVE THE ADDENDUM A TO THE INDOOR POOL AGREEMENT WITH THE CENTRALIA SCHOOL DISTRICT AND THORBECKE'S FITLIFE CENTER...motion PASSED...7-0.

8. Consideration of second reading of an Ordinance amending the 2014 Budget

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING THE 2014 BUDGET...

Finance Director Pam Nelson reviewed the budget amendment with the Council and audience.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0. *

*Please note that Councilor Ricks voted for the budget amendment, however, he recused himself from the portions that pertained to the Municipal Court, Police Department and City Attorney's Office.

7. Consideration of a resolution declaring Special Market Conditions

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE A RESOLUTION DECLARING SPECIAL MARKET CONDITIONS...motion PASSED...7-0.

Adjournment

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO ADJOURN THE MEETING AT 9:11 PM...motion PASSED...7-0.
