Mayor Canaday called the regular meeting to order at 7:02 pm.

Pledge of Allegiance

Councilor Ricks led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Coumbs, Councilor Anzelini, Councilor Ricks, Councilor Gallagher and Councilor Greenwood.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE THE AGENDA WITH THE AMENDMENT OF ADDING #15 EXECUTIVE SESSION TO DISCUSS LABOR ISSUES PURSUANT TO RCW 42.30.140 EXPECTED TO LAST 15 MINUTES WITH NOTHING TO REPORT AFTER..motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

There were none.

3. Proclamations

a. Sexual Assault Awareness Month

Mayor Canaday read the proclamation into the record.

4. Presentations

a. Lewis County Update - Commissioner Fund

Commissioner Fund and Danette York updated the Council on County issues.

b. Public Facilities Update - Todd Chaput

 

Todd Chaput addressed the Council and updated them on the event center.@

5. Reports

Councilor Ricks - reported he attended the UGA workshop.

Councilor Coumbs - reported he is working on the Spring Youth Fair.

Councilor Gallagher- reported he attended a CDA meeting, Centralia Square project visit, worked on a grant with Emil Pierson and toured the street shop.

Mayor Pro-Tem Elmore -reported he attended the UGA Workshop, panhandling meeting.

Councilor Anzelini - had no report.

Councilor Greenwood - reported he attended the UGA Workshop and the Lewis County Historical Museum meeting.

Mayor Canaday - reported she attended the Southwest Washington Clean Air meeting, CDA Workshop, Ribbon Cutting at the Dress Barn, Chehalis Basin Partnership, UGA Workshop, Tacoma Rail meeting and reported the Riverside Motel had been torn down and cleared out.

Rob Hill - updated the Council on the Boundary Review Board and spoke on the Special Event that Dutch Brothers held in Centralia.

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE THE CONSENT AGENDA WITH THE AMENDMENT OF CHANGING WHO SECONDED THE MOTION ON ITEM #1 IN THE MARCH 25TH MINUTES FROM "MAYOR PRO-TEM COUMBS" TO "COUNCILOR COUMBS"...motion PASSED...7-0.

7. Consideration of the Mayor's appointment of Laura Noreau to the Parks Board

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE THE MAYOR'S APPOINTMENT OF LAURA NOREAU TO THE PARKS BOARD...motion PASSED...7-0.

8. Public Hearing related to declaring property surplus

Mayor Canaday opened the public hearing at 7:47 pm.

Mr. Norton reviewed the items with the Council and audience. There being no public comment,

Mayor Canaday closed the public hearing at 7:48 pm.

9. Consideration of a resolution declaring property surplus

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE A RESOLUTION DECLARING PROPERTY SURPLUS...motion PASSED...7-0.

10. Consideration of first reading of an ordinance amending CMC Chapter 15.10 Sewer Service

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE ON FIRST READING THE ORDINANCE AMENDING CMC CHAPTER 15.10 SEWER SERVICE...

Public Works Director Kahle Jennings reviewed the ordinance with the Council noting that the amendment was to exempt functioning individual on site sewage systems from the requirement to connect to sewer. He noted his opposition to the proposed ordinance due to a variety of environmental reasons. Discussion followed regarding the cost, the need to protect the aquifer and potential legal issues. City Attorney Shannon Murphy-Olson cautioned the City Council to keep the discussion on the direct issue at hand and not bring in individual personal projects. In response to questions related to how long septic systems last, Danette York of Lewis County came forward and noted that if the system was installed properly and maintained then it should not fail.

Mayor Canaday called for a vote on the motion...motion FAILED...3-4 (Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Coumbs and Councilor Ricks).

11. Consideration of first reading of an ordinance amending CMC Chapter 2.58 Historic Preservation

COUNCILOR GALLAGHER MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO APPROVE ON FIRST READING OF AN ORDINANCE AMENDING CMC CHAPTER 2.58 HISTORIC PRESERVATION...motion PASSED...7-0.

12. Consideration of first reading of an ordinance repealing CMC Chapter 18.20 Electrical Code

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE ON FIRST READING OF AN ORDINANCE REPEALING CMC CHAPTER 18.20 ELECTRICAL CODE...morion PASSED...7-0.@

13. Consideration of first reading of an ordinance amending CMC Chapter 18.04 Adoption of International Building Codes and Standard Specifications

COUNCILOR GALLAGHER MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING CMC CHAPTER 18.04 ADOPTION OF INTERNATIONAL BUILDING CODES AND STANDARD SPECIFICATIONS...motion PASSED...7-0.

14. Consideration of first reading of an ordinance adding CMC Chapter 20.65 Cannabis or Marijuana Businesses

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE ON FIRST READING OF AN ORDINANCE ADDING CMC CHAPTER 20.65 CANNABIS OR MARIJUANA BUSINESSES...

Councilor Ricks noted that he does not feel that the Council has enough information to move forward at this time. Ms. Murphy-Olson reviewed information from Municipal Research and Service Center related to the variety of decisions other jurisdictions have decided on.

Darold Sjoblom, Winlock, addressed the Council and spoke in favor of regulating marijuana.

Dave Kois, Olympia, addressed the Council and noted that his marijuana infused product business would like to come to Centralia and he would like to see this ordinance pass.

Discussion followed pertaining to retail and manufacturing and where they would be allowed to go within the proposed zoning.

Mayor Canaday called for a vote on the motion...motion FAILED...3-4 (Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Ricks and Councilor Gallagher).

COUNCILOR RICKS MOVED, SECONDED BY GALLAGHER , TO EXTEND THE MORATORIUM FOR A PERIOD OF SIX MONTHS TO BEGIN ON MAY 13, 2014...motion PASSED...4-3 (Councilor Coumbs, Councilor Greenwood and Councilor Anzelini).

15. Executive Session to discuss Real Estate pursuant to RCW 42.30.110(b). Expected to last 15 minutes with nothing to report after.

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GALLAGHER, TO GO INTO EXECUTIVE SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(B) EXPECTED TO LAST 15 MINUTES WITH NOTING TO REPORT AFTER...motion PASSED...7-0.

The Executive Session was called to order at 9:25 pm and adjourned at 9:40 pm with nothing to report.
