Mayor Canaday called the regular meeting to order at 7:02 pm.

Pledge of Allegiance

Councilor Anzelini led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Coumbs, Councilor Anzelini, Councilor Ricks, Councilor Gallagher and Councilor Greenwood.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE THE AGENDA WITH THE AMENDMENT OF ADDING TO ITEM #17 POTENTIAL LITIGATION PURSUANT TO RCW 42.30.110(1)(ii)..motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Kim Ashmore, Centralia School District, addressed the Council and spoke on Employee Appreciation Week.

Steve Kories, Gordon McLeod and Dianne Dorey, Centralia Downtown Association, addressed the Council and spoke on events in the downtown.

Sarah Gallagher, Centralia, addressed the Council and spoke on Home Centered Education.

Leona Nin Sander Hunter, Centralia, addressed the Council and noted her objection to the mandatory hook-up to sewer due to the Scott Street project.

Lissa Osborne, Centralia, addressed the Council and noted her concern to the impact oil trains will have on the community.

3. Proclamations

a. Preservation Month

Mayor Canaday read the proclamation into the record.

4. Presentations

a. Flood Authority Update - Ron Averill

Col. Averill addressed the Council and updated them on the Flood Authority.

b. Tiger Fund Application

Done Sile, General Manager for Genesse Wyoming Railroad, addressed the Council and asked that they support the Port of Centralia's application to the Tiger Funds. Mr. Hill will draft a letter on behalf of the City.

5. Reports

Councilor Ricks - reported he attended the Finance Committee meeting, Lewis County Planned Growth and toured the Borst Home.

Councilor Coumbs - reported he attended the April Pool Day and he is working on the Spring Youth Fair.

Councilor Gallagher- reported attended the Lewis County Gospel Mission Grand Opening, the CDA, bridge pouring at Mellen Street overpass and met with Rick Mack of the Riverside Fire Authority.

Mayor Pro-Tem Elmore -reported he attended Business After Hours, the Knowledge Bowl, Chamber Forum and the 1year anniversary Ribbon Cutting at Dawn's Delectable.

Councilor Anzelini - reported he attended the Finance Committee meeting.

Councilor Greenwood - reported he toured Lewis County with Commissioner Fund.

Mayor Canaday - reported she attended the bridge pouring at the Mellen Street overpass, the Ribbon Cutting at Dawn's Delectable, Business After Hours at Dick's Brewery, Lewis County Transportation, LEOFF Board and the movie Annie at the Fox Theatre.

Kim Ashmore and Kahle Jennings - updated the Council on the LED Light project.

8. Consideration of Police Non-Commissioned Labor Contract

11. Consideration of a resolution regarding the Washington Wildlife Recreation Program

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE A RESOLUTION REGARDING THE WASHINGTON WILDLIFE RECREATION PROGRAM...motion PASSED...7-0.

12. Consideration of first reading of an ordinance amending and replacing CMC Chapter 10.37 Pedestrian Interference

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR RICKS TO APPROVE ON FIRST READING AN ORDINANCE AMENDING AND REPLACING CMC CHAPTER 10.37 PEDESTRIAN INTERFERENCE...

Chief Berg reviewed the background on the current ordinance leading up to the proposed ordinance. He touched on all recommendations in the draft ordinance from staff, noting that the reasoning is a traffic and safety issue. After Council discussion, Chief Berg took note of changes that Council would like to see for second reading.

Mayor Canaday called for a vote on the motion...motion PASSED...5-2 (Councilor Anzelini and Councilor Greenwood).@

13. Consideration of second reading of an ordinance amending CMC Chapter 2.58 Historic Preservation

COUNCILOR ANZELINI MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO APPROVE ON SECOND READING OF AN ORDINANCE AMENDING CMC CHAPTER 2.58 HISTORIC PRESERVATION...motion PASSED...7-0.

14. Consideration of second reading of an ordinance repealing CMC Chapter 18.20 Electrical Code

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE ON SECOND READING OF AN ORDINANCE REPEALING CMC CHAPTER 18.20 ELECTRICAL CODE...morion PASSED...7-0.

15. Consideration of second reading of an ordinance amending CMC Chapter 18.04 Adoption of International Building Codes and Standard Specifications

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING CMC CHAPTER 18.04 ADOPTION OF INTERNATIONAL BUILDING CODES AND STANDARD SPECIFICATIONS...motion PASSED...7-0.

16. Consideration of second reading of an ordinance declaring and extending a moratorium for six additional months prohibiting the production, processing and retail sales of recreational marijuana and prohibiting granting of an license or permit to such activities

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE ON SECOND READING AN ORDINANCE DECLARING AND EXTENDING A MORATORIUM FOR SIX ADDITIONAL MONTHS PROHIBITING THE PRODUCTION, PROCESSING AND RETAIL SALES OF RECREATIONAL MARIJUANA AND PROHIBITING GRANTING OF ANY LICENSE OR PERMIT FOR SUCH ACTIVITIES...

Dave Kois, Olympia, addressed the Council and spoke against the moratorium.

Mayor Canaday called for a vote on the motion...motion PASSED...4-3 (Councilor Anzelini, Councilor Coumbs and Councilor Greenwood).

17. Executive Session to discuss Real Estate pursuant to RCW 42.30.110(b). Expected to last 15 minutes with nothing to report after.

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO GO INTO EXECUTIVE SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(B) EXPECTED TO LAST 20 MINUTES WITH NOTING TO REPORT AFTER...motion PASSED...7-0.

The Executive Session was called to order at 9:43 pm and adjourned at 10:03pm with nothing to report.
