Mayor Canaday called the regular meeting to order at 7:00 pm. She noted there was a Special Meeting prior to the regular meeting to hold an Executive Session on Potential Litigation.

Pledge of Allegiance

Councilor Coumbs led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Coumbs, Councilor Anzelini, Councilor Ricks, Councilor Gallagher and Councilor Greenwood.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE THE AGENDA AS PRESENTED..motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Tim Elsie, Chehalis, addressed the Council and spoke on a program called Spare Change for Real Change.

3. Proclamations

a. Public Works Week

Mayor Canaday read the proclamation into the record.

b. Peace Officers Memorial Day

Mayor Canaday read the proclamation into the record.

4. Presentations

a. Police Department Awards Ceremony

Chief Berg, Mayor Canaday, Commander Rich and Commander Ross presented the 2013 Departmental Awards for the Centralia Police Department.

b. Lewis County Update - Commissioner Fund

Commissioner Fund updated the Council on Lewis County issues. 

5. Reports

Councilor Ricks - reported he attended the Lewis County Bar Legal Aid lunch.

Councilor Coumbs - reported he attended the Spring Youth Fair and noted that the Centralia Downtown Association would be organizing the Summerfest Parade this year and the Realtor's Association would be sponsoring the games at Borst Park.

Councilor Gallagher- reported attended a meeting regarding trains, Prayer Breakfast, Centralia Downtown Association and spoke with local panhandlers.

Mayor Pro-Tem Elmore -reported he attended the Prayer Breakfast, train meeting, Ribbon Cuttings and the Rob Fuller Scholarship lunch.

Councilor Anzelini - had no report.

Councilor Greenwood - reported he attended the Lewis County Historical Museum meeting.

Mayor Canaday - reported she attended a LEOFF Board meeting, Chehalis Basin Partnership, Ribbon Cuttings, Girls Night Out, a Talent Show at the Fox, Lewis County Transportation, train meeting, Prayer Breakfast, Southwest Washington Clean Air, Brigham Young Singers and Salvation Army lunch.

Rob Hill - noted that he has be working with local Churches on a pressure washing clean up event and has been working with the Municipal Court Judge on a Community Service program.

Deena Bilodeau - announced Historic Preservation Commission openings.

6. Consent Agenda

f. Consideration of Professional Services Contract-Aerial Survey Work $42,000

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0. 

7. Consideration of a Resolution authorizing investment monies in the Local Government Investment Pool

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE A RESOLUTION AUTHORIZING INVESTMENT MONIES IN THE LOCAL GOVERNMENT INVESTMENT POOL...motion PASSED...7-0. 

8. Consideration of a Resolution authorizing new signatures for bank accounts

COUNCILOR ANZELINI MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE A RESOLUTION AUTHORIZING NEW SIGNATURES FOR BANK ACCOUNTS...motion PASSED...7-0.

9. Consideration of a Resolution establishing a Donation Policy

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE A RESOLUTION ESTABLISHING A DONATION POLICY...motion PASSED7-0.

10. Public Hearing on recreational marijuana moratorium extension

City Attorney Shannon Murphy-Olson reviewed the background on this issue.

Mayor Canaday opened the public hearing at 8:07 pm.

Philip Dawdy, Seattle, addressed the Council and spoke on behalf of an applicant. He noted his opposition to the moratorium.

David Kois, Olympia, addressed the Council and noted his opposition to the moratorium.

Frank Christin, Marysville, addressed the Council and noted opposition to the moratorium.

Mayor Canaday closed the public hearing at 8:21 pm.

11. Consideration of amendment to Ordinance 2322 amending the Findings of Fact for recreational marijuana moratorium extension

COUNCILOR RICKS MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO APPROVE THE AMENDMENT TO ORDINANCE 2322 AMENDING THE FINDINGS OF FACT FOR RECREATIONAL MARIJUANA MORATORIUM EXTENSION...motion PASSED...4-3 (Councilor Anzelini, Councilor Coumbs and Councilor Greenwood).

12. Consideration of second reading of an ordinance amending and replacing CMC Chapter 10.37 Pedestrian Interference

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR RICKS TO APPROVE ON FIRST READING AN ORDINANCE AMENDING AND REPLACING CMC CHAPTER 10.37 PEDESTRIAN INTERFERENCE...motion PASSED...4-3 (Councilor Anzelini, Councilor Gallagher and Councilor Greenwood).

13. Executive Session to discuss Real Estate pursuant to RCW 42.30.110(b), Labor Issues pursuant to RCW 2.30.140 and the City Manager Evaluation pursuant to RCW 42.30.110(1)(g). Expected to last 90 minutes with nothing to report after.

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO GO INTO EXECUTIVE SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(B), LABOR ISSUES PURSUANT TO RCW 42.30.140 AND THE CITY MANAGER EVALUATION PURSUANT TO RCW 42.30.110(1)(G) EXPECTED TO LAST 90 MINUTES WITH NOTING TO REPORT AFTER...motion PASSED...7-0.

The Executive Session was called to order at 8:38 pm and adjourned at 10:08 pm with nothing to report.
