Mayor Canaday called the regular meeting to order at 7:01 pm.

Pledge of Allegiance

Councilor Ricks led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Coumbs, Councilor Ricks, Councilor Gallagher and Councilor Greenwood.

Absent: Councilor Anzelini.

1. Approval of Agenda - As Presented

COUNCILOR RICKS MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO APPROVE THE AGENDA WITH THE ADDITION OF ADOPTION OF A WORK PLAN TO ITEM #8...motion PASSED...6-0.

2. Comments by the Public on Non Agenda Items

Steve Kories, Centralia Downtown Association, addressed the Council updated them on events downtown.

Loren Herrigstad, addressed the Council and thanked those involved in keeping the Discovery Trail open to dogs.

3. Presentations

a. Flood Authority Update - Scott Boettcher, Edna Fund & Ron Averill

Scott Boettcher and Col. Averill updated the Council on the Flood Authority.

b. Riverside Fire Authority Levy - Chief Kytta

Chief Kytta addressed the Council and reviewed the background leading up to the upcoming Levy that will be on the ballot.

4. Reports

Councilor Gallagher- reported he attended the Community Clean up event and Summerfest.

Mayor Pro-Tem Elmore -reported he attended a Twin Transit workshop, Community Clean up event, Billetproof Car Show, Sports Commission and Summerfest. He thanked Sierra Pacific for sponsoring the Summerfest breakfast.

Councilor Ricks - reported he attended Summerfest.

Councilor Coumbs - reported on Summerfest.

Councilor Greenwood - reported he attended Summerfest.

Mayor Canaday - reported she attended the Community Clean up event, Clean Air interviews for a new CEO, Tacoma Rail and Summerfest. She thanked Sierra Pacific for sponsoring, and Lisa Perry for helping serve, the breakfast at Summerfest.

 

Rob Hill - updated the Council on Summerfest, tournaments and thanked the Street, Water and Park's Departments for all of their hard work with events this summer.

5. Consent Agenda

a. Voucher Approval for July 8, 2014 #127292-127446 $398,727.83

b. Payroll Approval July 3, 2014 #130312-130414 and direct deposits #24069-24215 $1,234,724.31

c. Consideration of meeting minutes for June 24, 2014

d. Consideration of small works bid award-Transmission and Distribution Pole Replacement $138,356.64

e. Consideration of bid award-Hydro Zone 19 Seepage Mitigation $323,365.51

f. Consideration of change order #2-Energy Efficiency Project $5,621.06

COUNCILOR COUMBS MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE THE CONSENT AGENDA...motion PASSED...6-0.

6. Consideration of the Mayor's re-appointment of Craig Bower to the Planning Commission

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR GALLAGHER , TO APPROVE THE MAYOR'S RE-APPOINTMENT OF CRAIG BOWER TO THE PLANNING COMMISSION...motion PASSED...6-0.

7. Public hearing on Recreational Marijuana Moratorium-Ordinance 2232B

Mayor Canaday opened the public hearing at 7:44 pm.

David Kois II, Olympia, addressed the Council and spoke against the moratorium.

Frank Christin, Marysville, addressed the Council and spoke against the moratorium.

Mayor Canaday closed the public hearing at 7:53 pm.@

8. Consideration to adopt the Findings of Fact and Work Plan for Ordinance 2322B-Recreational Marijuana Moratorium

COUNCILOR GALLAGHER MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO ADOPT THE FINDINGS OF FACT AND WORK PLAN FOR ORDINANCE 2322B-RECREATIONAL MARIJUANA MORATORIUM...motion PASSED...5-1 (Councilor Greenwood).

9. Consideration of first reading of an ordinance amending the 2014 Budget

COUNCILOR GALLAGHER MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE ON FIRST READING OF AN ORDINANCE AMENDING THE 2014 BUDGET...

Finance Director Pam Nelson addressed the Council and reviewed the proposed amendments to the 2014 Budget. Brief discussion followed.

Mayor Canaday called for a vote on the motion...motion PASSED...6-0.

Adjournment

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR RICKS, TO ADJOURN THE MEETING AT 9:02 PM...motion PASSED...6-0.
