Mayor Canaday called the regular meeting to order at 7:00 pm.

Pledge of Allegiance

Councilor Anzelini led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Coumbs, Councilor Ricks, Councilor Anzelini, Councilor Gallagher and Councilor Greenwood.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Diane Dorey, Centralia Downtown Association, addressed the Council and updated them on events in the downtown.

Alicia Bull, Chamber, addressed the Council and updated them on Chamber issues.

3. Presentations

a. Vietnam Traveling Wall & Flood Authority Update - Ron Averil

Col. Averil addressed the Council and updated them on the Vietnam Traveling Wall that will be in Chehalis the first weekend in August and on the Flood Authority.

4. Reports

Councilor Gallagher- reported he attended the Finance Committee meeting, the STP, Antique Fest and spoke in the CDA.

Mayor Pro-Tem Elmore -reported he attended the Flood Authority, Twin Transit, Chamber Forum, Ribbon Cutting at Stan Headwall Park, School Board meeting and a presentation of the keys to Dale Pullin for the Event Center.

Councilor Ricks - had no report.

Councilor Coumbs - reminded everyone to vote.

Councilor Greenwood - had no report.

Councilor Anzelini - had no report.

Mayor Canaday - reported she attended the Event Center presentation, ribbon cutting at Ace Hardware, the STP, Business After Hours, Visiting Nurses, Antique Fest and a Pearl Street Pool fundraiser.

Alli Carr - reported on National Night Out.

Shannon Murphy-Olson - updated the Council on the process for a Transportation Benefit District.

Rob Hill - updated the Council on upcoming meetings.

5. Consent Agenda

a. Voucher Approval for July 22, 2014 # 127489-127673 $937,895.21

c. Consideration of meeting minutes for June 10 & July 8, 2014 (Special meetings) and July 8, 2014 (Regular meeting)

d. Consideration of small works bid award for sidewalk in Borst Park $2,370.80

e. Consideration of small works bid award Reroof of 1213 Goodrich $23,990.25

f. Consideration or rescind small works bid award - Tree Removal Project

g. Consideration of bid award-Sanitary Sewer Cured in Place Pipe Rehabilitation $101,594.52

h. Consideration of bid award-WWTP Compost Yard Concrete Slab and Asphalt Paving Phase 2 $480,111.52

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

6. Public Hearing on 2014 Electric Utility Plan

Mayor Canaday opened the public hearing at 8:01 pm.

M.L. Norton and Dave Johnson reviewed the plan for the Council and audience. There being no public comment,

7. Consideration of a resolution adopting the 2014 Electric Utility Load Resource Plan

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE A RESOLUTION ADOPTING THE 2014 ELECTRIC UTILITY LOAD RESOURCE PLAN...motion PASSED...7-0.

8. Consideration on first reading of an ordinance amending CMC Chapter 9.08 Trees and Vegetation and Chapter 10.30 Nuisances

COUNCILOR GALLAGHER MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING CMC CHAPTER 9.08 TREES AND VEGETATION AND CHAPTER 10.30 NUISANCES...motion PASSED...5-2 (Councilor Anzelini and Councilor Greenwood).

9. Consideration of first reading of an ordinance amending CMC Section 18.04.010 Subsection L - International Fire Code

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING CMC SECTION 18.04.010 SUBSECTION L - INTERNATIONAL BUILDING CODE...

Building Official L.G. Nelson reviewed the amendment with the Council and audience. After a brief discussion,

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GALLAGHER, TO AMEND THE ORDINANCE BY TAKING OUT THE SQUARE FOOTAGE REQUIREMENT...motion PASSED...5-2 (Mayor Canaday and Councilor Coumbs).

Mayor Canaday called for a vote on the main motion as amended...motion PASSED...5-2 (Mayor Canaday and Councilor Coumbs).

10. Consideration of first reading of an ordinance annexing Long Road Area

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE ON FIRST AND FINAL READING OF AN ORDINANCE ANNEXING THE LONG ROAD AREA...motion PASSED...7-0.

11. Consideration of second reading of an ordinance amending the 2014 Budget

COUNCILOR RICKS MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO APPROVE ON SECOND READING OF AN ORDINANCE AMENDING THE 2014 BUDGET...motion PASSED...6-1 (Councilor Anzelini).
