Mayor Canaday called the regular meeting to order at 7:01 pm.

Pledge of Allegiance

Councilor Gallagher led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Coumbs, Councilor Ricks, Councilor Anzelini, Councilor Gallagher and Councilor Greenwood.

Absent:  None.

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE THE AGENDA AS PRESENTED ...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

There were none.

3. Proclamations

a. Health and Wellness Day

Mayor Canaday read the proclamation into the record and Chris Thomas and Maretta Berg accepted it.

4. Presentations

a. Lewis County Update - Edna Fund and Danette York

Commissioner Fund updated the Council and audience on County events and Danette York spoke on an upcoming Community forum on September 24, 2014.

5. Reports

Councilor Gallagher- reported he attended the CDA reception and spoke on the importance of charity work in the community.

Mayor Pro-Tem Elmore - reported he attended the Dutch Bros ribbon cutting, Washington Orthopaedic anniversary, and the Shaw Aquatic Center ribbon cutting.

Councilor Coumbs - reported he attended the Transfer Station Tour and noted that the Riverside Fire Authority was holding a "Thank you" breakfast and all donations will go to the outdoor pool.

Councilor Ricks - noted that there would be a National Day of Service event on September 13th at Borst Park.

Councilor Anzelini - had no report.

Councilor Greenwood - reported he attended the Lewis County Historical Museum Board meeting.

Mayor Canaday - reported she attended the CDA meeting, RFA, Dutch Bros ribbon cutting, Transfer Station Tour, Southwest Washington Clean Air, the Mayor/Commissioners meeting. A Christian Motorcycle Association event and the ribbon cutting of the Shaw Aquatic Center.

Kim Ashmore - updated the Council on the lighting project.

Rob Hill - reported the Sports Complex Grand Opening would be held on September 24th at 3:00 pm and there will be a budget workshop on September 25th at 6:00 pm.

6. Consent Agenda

a. Voucher Approval for September 9, 2014 #128158-128317 $923,589.02

b. Payroll Approval September 5, 2014 #130696-130802 and direct deposits #24416-24563 $1,233,387.10

c. Consideration of meeting minutes for August 26, 2014

d. Notification of claims for damages 1)Todd Prickett $30,000 2) Katie Padilla unknown amount

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

7. Consideration of the Mayor's appointments to the Lodging Tax Advisory Board

COUNCILOR GALLAGHER MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO APPROVE THE MAYOR'S APPOINTMENTS TO THE LODGING TAX ADVISORY BOARD...motion PASSED...7-0.

Councilor Coumbs noted that the appointments were Steven (Andy) Skinner, Lola Smith Toloba, Britany Walker and Jan Nontell.

8. Consideration of first reading of an ordinance amending Centralia Municipal Code Chapter 16.18 - Critical Aquifer Recharge Zones

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING CENTRALIA MUNICIPAL CODE CHAPTER 16.18 - CRITICAL AQUIFER RECHARGE ZONES...

Public Works Director Kahle Jennings addressed the Council and reviewed the proposed ordinance with the Council. After brief discussion, Councilor Coumbs requested a map of the aquifer area be present at the second reading and Council Anzelini requested that there be clear language included stating that hook up was not mandatary.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.

9. Executive Session to discuss Litigation pursuant to RCW 42.30.110(1)(ii) and Real Estate pursuant to RCW 42.30.110(b). Expected to last 30 minutes with nothing to report.

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR COUMBS, TO GO INTO EXECUTIVE SESSION TO DISCUSS LITIGATION PURSUANT TO RCW 42.30.110.(1)(ii) AND REAL ESTATE PURSUANT TO RCW 42.30.110(1)(B) FOR APPROXIMATELY 30 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED....7-0.

The Executive Session was called to order at 7:48 pm. City Attorney Shannon Murphy-Olson was present. The Executive Session was adjourned at 8:18 pm.

Mayor Canaday adjourned the meeting at 8:18 pm.@
