Mayor Canaday called the regular meeting to order at 7:00 pm.

Pledge of Allegiance

Mayor Pro-Tem Elmore led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Ricks, Councilor Anzelini, Councilor Gallagher and Councilor Greenwood.

Absent: Councilor Coumbs.

1. Approval of Agenda - As Presented

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE THE AGENDA WITH THE ADDITION OF REAL ESTATE RCW 42.30.110(1)(b) AND LITIGATION RCW 42.30.110.(1)(i) TO THE EXECUTIVE SESSION UNDER ITEM # 11...motion PASSED...6-0.

City Clerk Deena Bilodeau announced openings on the Lodging Tax Committee.

2. Comments by the Public on Non Agenda Items

Christina Nelson, Sultan, addressed the Council and spoke on the future of Greenwood Memorial.

Kurtis Engle, Centralia, addressed the Council and spoke on the effects chip sealing has on bicyclists and noted he would like to see less power poles.

3. Presentations

a. Twin Transit Update - Rob LaFontaine

Mr. LaFontaine addressed the Council and updated them on Twin Transit issues.

b. Lewis County Update - Edna Fund

Commissioner Fund addressed the Council and invited them to a celebration at which the Lewis County Courthouse would be inducted into the Historic State registry on Wednesday, September 10, 2014 from 3:00 pm - 7:00 pm.

4. Reports

Councilor Gallagher- reported he attended the fair and toured Sierra Pacific.

Mayor Pro-Tem Elmore -reported he attended a Chamber Forum.@

Councilor Ricks - reported he attended the Special meeting and Workshop.

Councilor Greenwood - reported he attended the Historical Museum meeting.

Councilor Anzelini - had no report.

Mayor Canaday - reported she attended the Chehalis Basin Partnership, Special Meeting, Workshop, Riverside Fire Authority, Power of the Purse, National Night Out, Southwest Washington Clean Air, Chamber Forum and the fair.

Rob Hill - had no report.

5. Consent Agenda

a. Voucher Approval for August 12, 2014 #127716-127892 $640,916.83

b. Payroll Approval August 5, 2014 #130434-130675 and direct deposits #24305-24327 $1,320,503.78

c. Consideration of meeting minutes for July 22 & 29, 2014

6. Consideration to adopt the 2014-2016 City Council Goals and the 2015 Strategic Priorities

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO ADOPT THE 2014-2016 CITY COUNCIL GOALS AND THE 2015 STRATEGIC PRIORITIES...motion PASSED...6-0.

7. Consideration of a resolution waiving bidding requirements due to special market conditions for purchase of a rotary mower/cutter

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE A RESOLUTION WAIVING BIDDING REQUIREMENTS DUE TO SPECIAL MARKET CONDITIONS ...motion PASSED...6-0.

8. Consideration on first and final reading and ordinance correcting Ordnance 2329 - Annexing Long Road area

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE ON FIRST AND FINAL READING OF AN ORDINANCE CORRECTING ORDINANCE 2329 - ANNEXING LONG ROAD AREA...motion PASSED...6-0.@

9. Consideration of second reading of an ordinance amending CMC Chapter 9.08 - Trees and Vegetation and Chapter 10.30 Nuisances

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING CIM CHAPTER 9.08 - TREES AND VEGETATION AND CHAPTER 10.30 NUISANCES...motion PASSED...4-2 (Councilor Anzelini and Councilor Greenwood).

10. Consideration of second reading of an ordinance amending CMC Section 18.04.010 Subsection L - International Fire Code

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING CMC SECTION 18.04.010 SUBSECTION L - INTERNATIONAL BUILDING CODE...motion PASSED...6-0.

11. Executive Session to discuss Real Estate pursuant to RCW 42.30.110(1)(c), Real Estate pursuant to RCW 42.30.110(1)(b) and Litigation pursuant to RCW 42.30.110(1)(i). Expected to last 35 minutes with nothing to report.

COUNCILOR GALLAGHER MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO GO INTO EXECUTIVE SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1)(C), AND RCW 42.30.110(1)(B) AND LITIGATION PURSUANT TO RCW 42.30.110.(1)(I) FOR APPROXIMATELY 35 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...6-0.

The Executive Session was called to order at 7:52 pm. City Attorney Shannon Murphy-Olson was present. The Executive Session was adjourned at 8:27 pm.
