Mayor Canaday called the regular meeting to order at 7:01 pm.

Pledge of Allegiance

Councilor Greenwood led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Coumbs, Councilor Ricks, Councilor Anzelini, Councilor Gallagher and Councilor Greenwood.

Absent:. None.

1. Approval of Agenda - As Presented

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR ANZELINI , TO APPROVE THE AGENDA WITH THE DELETION OF ITEM #12 ...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Marylea Coday, Chehalis, addressed the Council ans spoke on Safe Rails and invited them to their October 11th event.

Mike Geiger and Roger Keech, LC Quarter Milers, addressed the Council and spoke on the Hub City Car Show. They handed out awards to representatives of the Police Department, Street Department and the City of Centralia.

3. Proclamations

a. Chehalis Basin Watershed Appreciation Day

Mayor Canaday read the proclamation into the record and Kim Ashmore accepted it and spoke on the Chehalis Watershed Festival that will be held on October 4, 2014.

4. Presentations

a. Flood Authority Update

Col Averill updated the Council on Flood Authority issues.

5. Reports

Councilor Gallagher- reported he attended the CDA meeting, AWC Legislative Advisory Board meeting, toured the Transfer Station, Artrails and the Economic Development Council Social.@

Mayor Pro-Tem Elmore - reported he attended the Wellness Round up, Lodging Tax Committee meeting, Twin Transit Board, EOC and Business After Hours at Pope's Kids Place.

Councilor Coumbs - reported he attended the Chamber After Hours at Pope's Kids Place, events at the fairgrounds and noted that the Sports Center Open House was September 24th at 3:00 pm.

Councilor Ricks - reported he attended the National Day of Service, a Washington State Bar Association Awards ceremony and the Historic Courthouse Celebration.

Councilor Anzelini - had no report.

Councilor Greenwood - had no report.

Mayor Canaday - reported she attended the Historic Courthouse Celebration, LEOFF Board, .09 EDC meeting, L.C. Transportation, RFA, Business After Hours at Pope's Kids Place, the Economic Development Council Social, Artrails and the Wellness Round up.

M.L. Norton - updated the Council on Unit #3 at Yelm.

Rob Hill - spoke on State mandated sewer Infrastructure.

g. Consideration of Professional Services Contract-Ecological Land Services Inc-Cooks Hill Water Line project $6,000

h. Consideration of Professional Services Contract-Ecological Land Services Inc-Little Hanaford Wetlands Delineation $5,000

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

7. Consideration on first reading of an ordinance vacating a portion of Ash Street

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE ON FIRST READING AN ORDINANCE VACATING A PORTION OF ASH STREET...

Community Development Director Emil Pierson addressed the Council and reviewed all three vacation requests from Centralia College. In response to Councilor Gallagher's question as to how the value of the property was determined, Steve Ward of Centralia College noted that an appraiser was hired. New College President, Robert Frost, introduced himself to the Council and stated that the community and working relationship that Centralia has with the College is what brought him to Centralia.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.

8. Consideration on first reading of an ordinance vacating the "Knoll" alleys

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE ON FIRST READING AN ORDINANCE VACATING THE KNOLL ALLEYS...motion PASSED...7-0.

9. Consideration on first reading of an ordinance vacating an alley directly south of Centralia College Blvd and accessed from Iron St

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE ON FIRST READING OF AN ORDINANCE VACATING AN ALLEY DIRECTLY SOUTH OF CENTRALIA COLLEGE BLVD AND ACCESSED FROM IRON ST...motion PASSED...7-0.

10. Consideration on first reading of an ordinance amending CMC Chapter 16.21 Floodplain Management

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE ON FIRST READING OF AN ORDINANCE AMENDING CMC CHAPTER 16.21 FLOODPLAIN MANAGEMENT...

Mr. Pierson addressed the Council and reviewed the proposed changes as presented. After much discussion on issues pertaining to portions of the existing code that specify how many feet above the base flood elevation structures must be in certain areas, it was agreed that the ordinance would move forward as written and Mr. Pierson would have French and Associates come speak with the Council on the ramifications of lowering the existing requirements.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.

11. Consideration of second reading of an ordinance amending Centralia Municipal Code Chapter 16.18 - Critical Aquifer Recharge Zones

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING CENTRALIA MUNICIPAL CODE CHAPTER 16.18 - CRITICAL AQUIFER RECHARGE ZONES...motion PASSED...7-0.
