Mayor Canaday called the regular meeting to order at 7:00 pm.

Pledge of Allegiance

Councilor Ricks led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Coumbs, Councilor Ricks, Councilor Anzelini, Councilor Gallagher and Councilor Greenwood.

Absent:. None.

1. Approval of Agenda - As Presented

COUNCILOR RICKS MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO APPROVE THE AGENDA AS PRESENTED ...motion PASSED...7-0.

2. Proclamations

a. Public Power Week and Careers in Energy Week

Mayor Canaday read the proclamation into the record and Monica Brummer and M.L. Norton accepted on behalf of Centralia College and Centralia City Light.

3. 7:05 pm - Public Hearing on the Formation of a Transportation Benefit District

City Attorney Shannon Murphy-Olson reviewed the proposed ordinance with the Council and audience.

Mayor Canaday opened the public hearing at 7:12 pm.

4. Comments by the Public on Non Agenda Items

There were none.

5. Reports

Councilor Gallagher- reported he attended an event in Nisqually, the AWC Regional meeting, RFA breakfast and the Fox Theatre Comedy event.

Mayor Pro-Tem Elmore - reported he attended the Men's Health Fair, Grand Opening of the Event Center, a Poverty Dissertation and the AWC Regional meeting.

Councilor Coumbs - reported he attended the RFA breakfast and is working on the Borst Park Christmas Lights event.

Councilor Ricks - had no report.

Councilor Anzelini - reported he attended the State Auditor's Entrance Conference and the Lewis County Pre-flood meeting.

Councilor Greenwood - reported he attended the Lewis County Historical Museum meeting.

Mayor Canaday - reported she attended the United Way Kick Off, Grand Opening of the Event Center, Budget Workshop, Joint Fire Board, Chehalis Partnership, Lewis County Pre-flood meeting, Southwest Washington Clean Air and the RFA breakfast. She noted that Centralia was listed in the USA Today as one of the top ten Cities in the nation for antiquing.

M.L. Norton - addressed the Council and updated them on Yelm Unit #3 and the Diversion Dam.

Rob Hill - thanked staff for their hard work preparing things for the winter.

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

7. Consideration on first reading of an ordinance establishing a Transportation Benefit District

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE ON FIRST READING AN ORDINANCE ESTABLISHING A TRANSPORTATION BENEFIT DISTRICT...

Councilor Anzelini noted his opposition stating he felt it was a vehicle to leverage another tax. In response to Councilor Gallagher's question, Ms. Murphy-Olson explained that there were options, specific to a district, by way of a ballot measure, vehicle tolls on the roads,

adding $20 to vehicle licenses or transportation impact fees on new commercial or industrial buildings. She added that all of the funds would go directly to the Transportation Benefit District. Mayor Pro-Tem Elmore stated that the community needed this option and choice.

Mayor Canaday called for a vote on the motion...motion PASSED...5-2 (Councilor Greenwood and Councilor Anzelini).

8. Consideration on second reading of an ordinance vacating a portion of Ash St.

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE ON SECOND READING AN ORDINANCE VACATING A PORTION OF ASH STREET...motion PASSED...7-0.

9. Consideration on second reading of an ordinance vacating "Knoll" alleys

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE ON SECOND READING OF AN ORDINANCE VACATING AN ALLEY DIRECTLY SOUTH OF CENTRALIA COLLEGE BLVD AND ACCESSED FROM IRON ST...motion PASSED...7-0.

10. Consideration on second reading of an ordinance vacating an alley directly south of Centralia College Blvd and accessed from Iron St

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE ON SECOND READING OF AN ORDINANCE VACATING AN ALLEY DIRECTLY SOUTH OF CENTRALIA COLLEGE BLVD AND ACCESSED FROM IRON ST...motion PASSED...7-0.

11. Consideration on second reading of an ordinance amending CMC Chapter 16.21 Floodplain Management

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE ON SECOND READING OF AN ORDINANCE AMENDING CMC CHAPTER 16.21 FLOODPLAIN MANAGEMENT...motion PASSED...@

Community Development Director Emil Pierson addressed the Council and noted that he met with a representative of the NFIP auditing the City to determine our current flood insurance rating. He stated that she had two suggestions to the current regulations. Recommendation number one had to do with the Substantial Improvements area with the change being tracking of structures over a 10 year time frame, and recommendation number 2 was to keep manufactured/mobile homes the same as single family homes.

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR COUMBS, TO AMEND THE ORDINANCE TO ADD THE 10 YEAR ROLLING TIME FRAME...

Councilor Rick's stated that he would like to see the changes in the language before approving it.

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO AMEND THE ORDINANCE TO ADD IN KEEPING MANUFACTURED/MOBILE HOMES THE SAME AS SINGLE FAMILY HOMES AND POSTPONE THIS ITEM UNTIL THE NEXT COUNCIL MEETING WITH THE VERBIAGE ADDED IN TO DISCUSS... motion PASSED...7-0.
