Mayor Canaday called the regular meeting to order at 7:00 pm.

Pledge of Allegiance

Mayor Pro-Tem Elmore led the flag salute.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Coumbs, Councilor Ricks, Councilor Gallagher, Councilor Anzelini and Councilor Greenwood.

Absent:. None.

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Daniel LaPlaunt, Centralia Historic Preservation Commission, addressed the Council and spoke on the blockhouse including funding and potential grants.

Gordon MacLeod-Kories, Centralia Downtown Association, addressed the Council and spoke on events in Centralia.

3. Presentation

a. Flood Authority Update - Ron Averill

Col. Averill addressed the Council and updated them on Flood Authority issues.

b. Lewis County Update - Commissioner Fund

Commissioner Fund addressed the Council and updated them on Lewis County issues.

4. Reports

Councilor Anzelini - had no report.

Councilor Gallagher- reported that he attended a legislative priorities meeting, ribbon cutting, Business After Hours and the CDA meeting. He added that he would like to have a workshop on the interlocal agreement with the County.

Mayor Pro-Tem Elmore - reported he attended a Twin Transit meeting, Business After Hours and ribbon cuttings.

Councilor Coumbs - reported he attended a Solid Waste Committee meeting and a Lewis County fire Association meeting.

Councilor Ricks - had no report.

Councilor Greenwood - had no report.

Mayor Canaday - reported she attended ribbon cuttings, Business After Hours, LEOFF Board, Lewis County Fire Association, Chehalis Basin Partnership and a STOP fundraiser.

Pam Nelson & M.L. Norton - reviewed the Enterprise Resource Program.

Rob Hill - reported the Urban Growth Area would be on the agenda for December 9, 2014.

c. Consideration of meeting minutes for November 12, 2014

COUNCILOR ANZELINI MOVED, SECONDED COUNCILOR RICKS, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

6. Consideration of change order #1 to Professional Services Contract with National Information Solutions Cooperative (NISC) to extend expiration date to June 1, 2015

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE CHANGE ORDER #1 TO THE PROFESSIONAL SERVICES CONTRACT WITH NATIONAL INFORMATION SOLUTIONS TO EXTEND THE EXPIRATION DATE TO JUNE 1, 2015...motion PASSED...7-0.

7. Public hearing related to declaring certain personal property surplus

Mayor Canaday opened the public hearing at 7:52 pm.

City Light Director M.L. Norton reviewed the proposed resolution. There being no public comment,

Mayor Canaday closed the public hearing at 7:58 pm.@

8. Consideration of a resolution declaring certain personal property surplus

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE A RESOLUTION DECLARING CERTAIN PERSONAL PROPERTY SURPLUS...motion PASSED...7-0.

9. Consideration of a resolution declaring special market conditions for the purchase of a used bucket truck

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE A RESOLUTION DECLARING SPECIAL MARKET CONDITIONS FOR THE PURCHASE OF A USED BUCKET TRUCK...motion PASSED...7-0.

10. Consideration on second reading of an ordinance amending CMC 2.10-Disclosure of Public Records

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING CMC 2.10 DISCLOSURE OF PUBLIC RECORDS...motion PASSED...

11. Consideration on second reading of an ordinance adopting RCW 46.19.050 Parking without a disabled placard or plate

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE ON SECOND READING AN ORDINANCE ADOPTING RCW 46.19.050 PARKING WITHOUT A DISABLED PLACARD OR PLATE...motion PASSED...7-0.

12. Executive Session to discuss Real Estate Pursuant to RCW 42.30.110(1)(b) and . Expected to last approximately 15 minutes with nothing to report after.

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GALLAGHER, TO GO INTO EXECUTIVE SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1)(B) & AND LABOR NEGOTIATIONS PURSUANT TO RCW 42.30.140, EXPECTED TO LAST APPROXIMATELY 15 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.

The Executive Session was called to order at 8:15 pm. The Executive Session was adjourned at 8:30 pm with nothing to report.

Mayor Canaday adjourned the meeting at 8:30 pm.@
