Mayor Canaday called the regular meeting to order at 7:00 pm.

Pledge of Allegiance

Councilor Greenwood led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Councilor Coumbs, Councilor Ricks, Councilor Gallagher, Councilor Anzelini and Councilor Greenwood.

Absent:. Mayor Pro-Tem Elmore.

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...6-0.

2. Comments by the Public on Non Agenda Items

Ginnie Hoel, Centralia, addressed the Council and invited them to a Classical Conversations Home School Excellence in Education lunch.

Gordon MacLeod-Kories, CDA, addressed the Council and stated that the deadline to sponsor a flower basket was approaching.

3. Presentation

a. Lewis County Update - Commissioner Fund and Danette York

Commissioner Fund and Ms. York updated the Council on Lewis County issues.

4. Reports

Councilor Anzelini - had no report.

Councilor Gallagher- noted that he would like to have Council discussion on the Transportation Benefit District and the Urban Growth Area and noted he attended the Tractor Parade as a judge, the Borst Park lights and a CDA meeting.

Councilor Coumbs - reported on the success of the Borst Park Lights.

Councilor Ricks - reported he attended the Borst Park Lights, the Tractor Parade and the swearing in ceremony of the Lewis County Judge Samuelson.

Councilor Greenwood - reported he attended a Historical Museum meeting.

Mayor Canaday - reported she attended the Borst Park lights, Tractor Parade, Chehalis Basin Partnership, Tacoma Rail and the Mayor's and Commissioner's meeting.

Rob Hill - thanked the employees for their hard work with the flooding event and thanked the Parks employees for doing a tremendous job on the holiday decorations.

6. Consideration of re-marketing 2016 Shell Market Power

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE RE-MARKETING OF THE 2016 SHELL MARKET POWER...motion PASSED...6-0.@

7. Consideration of Public Works property purchase under the Threat of Eminent Domain

COUNCILOR GALLAGHER MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE THE PUBLIC WORKS PROPERTY PURCHASE UNDER THE THREAT OF EMINENT DOMAIN...

City Attorney Shannon Murphy-Olson addressed the Council and explained that property that is being considered has been used for agricultural purchases and by the use of threat of eminent domain the seller will be exempt from having to pay back taxes since the City would use it for non-agricultural uses. Councilor Anzelini noted his opposition to the motion.

Mayor Canaday called for a vote on the motion...motion PASSED...4-2 (Councilor Anzelini and Councilor Greenwood).

8. Consideration of a resolution declaring a local emergency for the January 4, 2015 flooding event

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE A RESOLUTION DECLARING A LOCAL EMERGENCY FOR THE JANUARY 4, 2015 FLOODING EVENT...motion PASSED...6-0.

Staff briefed the Council on the flooding event.

9. Consideration of a resolution declaring personal property to be surplus

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE A RESOLUTION DECLARING PERSONAL PROPERTY TO BE SURPLUS...

Chief Berg and Commander Rich gave a brief presentation for Kayo and presented him with an award for years of service and Officer Warren's daughter paid City Clerk Deena Bilodeau the $1.00 purchase fee.

Mayor Canaday called for a vote on the motion...motion PASSED...6-0.

10. Executive Session to discuss Labor Negotiations pursuant to 42.30.140. Expected to last approximately 20 minutes with nothing to report after

The Executive Session was called to order at 8:05 pm. The Executive Session was adjourned at 8:25 pm. Mayor Canaday adjourned the meeting at 8:25 pm.@
