Mayor Canaday called the regular meeting to order at 7:01 pm.

Pledge of Allegiance

Councilor Anzelini led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Coumbs, Councilor Ricks, Councilor Gallagher, Councilor Anzelini and Councilor Greenwood.

Absent:. None.

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

M.L. Norton, Centralia Rotary, addressed the Council and audience and announced the Rotary Spelling Bee was scheduled for February 20, 2015 at 5:30 pm.

3. Presentation

a. Lewis County Update - Commissioner Fund

Commissioner Fund and WSU Extension Director Sheila Gray addressed the Council and spoke on County issues.

4. Reports

Councilor Anzelini - had no report.

Councilor Gallagher- reported he attended the EDC banquet, CDA and Friends of Seminary Hill meeting.

Councilor Coumbs - reported he attended the EDC banquet, RFA and a Solid Waste meeting.

Councilor Ricks - had no report.

Mayor Pro-Tem Elmore - reported he attended the Chamber Forum.

Councilor Greenwood - reported he attended the EDC banquet.

Mayor Canaday - reported she attended RFA, EDC banquet, STOP fundraiser, Tacoma Rail, Southwest Washington Clean Air, Mayor and Commissioners meeting, Boy Scout Banquet where Arin Pullin received his Eagle Scout.

Joyce Barnes & John Pembrook - STOP, reviewed a possible grant for a splash pad and stated they would like Council support in moving forward in applying for the funds. It was the consensus of the Council to support STOP moving forward to explore the grant.

Rob Hill - updated the Council on the Police Chief recruitment process.

5. Consent Agenda

a. Voucher Approval for February 10, 2015 #200006-200134 $325,102.74

b. Payroll Approval February 5, 2015 #131244-131343 and direct deposits #25604-25753 $1,255,099.57

c. Consideration of meeting minutes for January 27, 2015

d. Consideration of Water, Wastewater and Engineering Collective Bargaining Agreement with IBEW Local 77

e. Consideration of small works bid Wheeler Field Backstop $13,672.80

f. Consideration of lease with the Factory Outlets for office space $2,500

g. Consideration of small works bid for Well Decommissioning $2,138.40

h. Consideration to purchase replacement backhoe $129,145.32

i. Consideration of change order #2-with National Information Solutions Cooperative for GAP analysis $15,000

j. Consideration of Prof. Services Contract for SCADA System $50,023.32

k. Consideration of Prof. Services Contract for Equipment Acceptance Testing $91,000

l. Consideration of Prof. Services Contract for SCADA. PLC and radio maintenance, troubleshooting and testing $15,000

m. Consideration of Consultant Service Contract for High Voltage Safety $22,200

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

6. Consideration of an Interlocal Agreement with Lewis County for Hazard Mitigation Plan Update

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE AN INTERLOCAL AGREEMENT WITH LEWIS COUNTY FOR HAZARD MITIGATION PLAN UPDATE...motion PASSED...7-0.

7. Consideration of Transportation Benefit District funding options

Public Works Director Kahle Jennings reviewed the priorities and options for funding related to the Transportation Benefit District. Council discussion followed.

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR COUMBS, TO MOVE FORWARD WITH OPTION #2 - PLACING A PROPOSITION ON THE BALLOT FOR THE NEXT REGULAR ELECTION REQUESTING VOTER APPROVAL OF A TWO-TENTHS OF ONE PERCENT SALES AND USE TAX FOR A PERIOD OF TEN YEARS TO BE USED FOR ROAD IMPROVEMENTS ONLY...

COUNCILOR GALLAGHER MOVED TO AMEND THE MOTION TO ADD OPTION #1 - A $20 LICENSE PLATE FEE AS A SECOND BALLOT MEASURE ...motion DIED for a lack of a second.

Mayor Canaday called for a vote on the motion...motion PASSED...6-1 (Councilor Anzelini).

8. Consideration of first reading of an ordinance amending Chapter 11.07 Vehicle Impounds

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING CHAPTER 11.07 VEHICLE IMPOUNDS...motion PASSED...7-0.
