Mayor Canaday called the regular meeting to order at 7:02 pm.

Pledge of Allegiance

Councilor Greenwood led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Coumbs, Councilor Ricks, Councilor Anzelini and Councilor Greenwood.

Absent:. Councilor Gallagher.

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS , TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...6-0.

2. Comments by the Public on Non Agenda Items

Bill Moeller, Centralia, addressed the Council and spoke against the surplus of the Golf Course property.

3. Presentation

a. Flood Authority Update - Ron Averill

Col. Averill updated the Council and audience on the Flood Authority..

4. Reports

Councilor Anzelini - had no report.

Councilor Ricks - reported that he missed the last City Council meeting due to a family event.

Councilor Coumbs - reported he has been working on Spring Youth Fair, attended a Solid Waste meeting and the Christian School Banquet and Auction.

Mayor Pro-Tem Elmore - reported he attended the Chamber Forum, WCIA Conference, Twin Transit, Home School lunch, Business After Hours, went on a ride along with a Centralia officer and attended a Home and Garden Show committee meeting.

Councilor Greenwood - had no report.

Mayor Canaday - reported she attended a WCIA Conference, LEOFF Board, Riverside Fire, Lewis County Fire, Fox Theatre movie night, Lewis County Transportation, Home School lunch, toured the STEM program at a Chehalis school and Business After Hours. She congratulated Scott White for receiving the Jefferson Award.

Rob Hill - reminded the Council of the workshop on April 7, 2015 at 6:00 pm.

5. Consent Agenda

a. Voucher Approval for March 24, 2015 #200475, 200479-200668 $1,031,252.44

b. Payroll Approval for March 20, 2015 #131432-131449 and direct deposits #25991-26079 $121,640.00

c. Notification of a claim for damages 1)Donna Brown $800.00

d. Consideration of change order #1-Mellen St Manhole Coating $6,674.40

e. Consideration of final acceptance -Well Decommissioning $2,138.40

f. Consideration of a Consultant Agreement-Landfill SCADA $19,999.98

g. Consideration of a Prof. Services Agreement-Wastewater Decant Facility Material Testing and Inspection Services $9,336.00

h. Consideration to purchase an Automatic Strainer for Unit 3 Cooling System at Yelm $14,745.16

i. Consideration to accept a WCIA Sidewalk Grant for $25,000

6. Consideration on first reading of an ordinance amending the 2015 Budget

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING THE 2015 BUDGET...

Finance Director Pam Nelson addressed the Council and reviewed the proposed amendments to the 2015 budget.

Mayor Canaday called for a vote on the morion...motion PASSED...6-0.

7. Consideration on first reading of an ordinance granting a Nonexclusive Telecommunications Franchise Agreement with Astound Broadband

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE ON FIRST READING AN ORDINANCE GRANTING A NONEXCLUSIVE TELECOMMUNICATIONS FRANCHISE AGREEMENT WITH ASTOUND BROADBAND...motion PASSED...6-0.

8. Consideration on second reading of an ordinance amending sections of CMC Title 20 relating to the siting of wireless communication facilities

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE ON SECOND READING OF AN ORDINANCE AMENDING SECTIONS OF CMC TITLE 20 RELATING TO THE SITING OF WIRELESS COMMUNICATION FACILITIES...motion PASSED...5-1 (Councilor Anzelini).

9. Consideration on second reading of an ordinance amending CMC Section 5.98.080 - Minimum standards for temporary stands (fireworks) and Section 20.42.020 - Permitted Uses (M-2 Industrial District)

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE ON SECOND READING OF AN ORDINANCE AMENDING CMC SECTION 5.98.080-MINIMUM STANDARDS FOR TEMPORARY STANDS (FIREWORKS) AND SECTION 20.42.020-PERMITTED USES (M-2 INDUSTRIAL DISTRICT)...motion PASSED...5-1 (Councilor Anzelini).

10. Executive session to discuss Real Estate pursuant to RCW 42.30.110(1)(c). Expected to last 30 minutes with no action to be taken after.

COUNCILOR COUMBS MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO ADJOURN TO EXECUTIVE SESSION AT 8:08 PM TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1) FOR APPROXIMATELY 30 MINUTES WITH POSSIBLE ACTION TO BE TAKEN AFTER...motion PASSED...6-0.

The Executive Session was called to order at 8:18 pm. The Executive Session was adjourned at 8:48 pm.
