Mayor Canaday called the regular meeting to order at 7:01 pm.

Pledge of Allegiance

Councilor Ricks led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Coumbs, Councilor Ricks, Councilor Greenwood and Councilor Gallagher (via Skype).

Absent:. Councilor Anzelini.

1. Approval of Agenda - As Presented

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE THE AGENDA WITH THE ADDITION OF ITEM #12 EXECUTIVE SESSION TO DISCUSS REAL ESTATE ISSUES...motion PASSED...6-0.

2. Comments by the Public on Non Agenda Items

Karen Thorson, Centralia, addressed the Council and spoke on the death of her cat.

Trish McNabb & Toni Nelson, Centralia, addressed the Council and spoke on the Youth Advocacy Center of Lewis County.

Brandi Trell, Centralia, addressed the Council and spoke on the poor condition of the apartment building she lives in on N. Tower.

3. Proclamations

a. Arbor Day in Centralia

Mayor Canaday read the proclamation into the record and Community Development Director Emil Pierson accepted it.

b. Sexual Assault Awareness Month

Mayor Canaday read the proclamation into the record and Diana Peck accepted it on behalf of the Human Response Network.

4. Presentation

a. Lewis County Update - Commissioner Fund

Commissioner Fund and Lewis County Recycling Coordinator Melanie Case addressed the Council and update them on County issues.

5. Reports

Councilor Ricks - reported he attended the Workshop on Utility rates.

Councilor Coumbs - reported he is working on Spring Youth Fair and attended meetings of the EDC and Solid Waste.

Mayor Pro-Tem Elmore - reported he attended a PFD meeting and the Chamber Forum.

Councilor Greenwood - reported he attended the Lewis County Historical Museum meeting.

Councilor Gallagher - reported he attended the CDA meeting, an event at the Fox Theatre and a ribbon cutting at the Dress Barn.

Mayor Canaday - reported she attended the Jefferson Award ceremony in Seattle where Scott White was one of the recipients and reminded everyone to vote for the EMS Levy. 

6. Consent Agenda

a. Voucher Approval for April 14, 2015 #200677, 200710-200904 $1,635,353.24

b. Payroll Approval for April 3, 2015 #131450-131509 and direct deposits #25080-26233 $1,211,984.73

d. Consideration of meeting minutes for March 10 & 24, 2015

e. Consideration of small works bid rejection - Gate Power Project

f. Consideration of small works bid rejection - WWTP Irrigation System

g. Consideration of small works bid award - WWTP Tree Removal $376.22

h. Consideration of final acceptance - Yelm Turbine #3 Rehabilitation $2,546,010.31

i. Consideration of change order #1-Padmount Switchgear Cabinets $36,856

j. Consideration of contract amendment-Generation Maintenance $9,500

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE THE CONSENT AGENDA...motion PASSED...6-0.

7. Public hearing related to the surplus of personal property

Mayor Canaday opened the public hearing at 8:06 pm.

City Light Director M. L. Norton reviewed the proposed property to be surplus. There being no public comment,

Mayor Canaday closed the public hearing at 8:07 pm. 

8. Consideration of a resolution authorizing personal property to be surplus

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE A RESOLUTION AUTHORIZING PERSONAL PROPERTY TO BE SURPLUS...motion PASSED...6-0.

9. Consideration on first reading of an ordinance increasing Stormwater rates

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE ON FIRST READING AN ORDINANCE INCREASING STORMWATER RATES...

Public Works Director Kahle Jennings reviewed the proposed ordinance with the Council and audience. Discussion followed.

Mayor Canaday called for a vote on the motion...motion PASSED...6-0.

10. Consideration on second reading of an ordinance amending the 2015 Budget

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING THE 2015 BUDGET...motion PASSED...6-0.

11. Consideration on second reading of an ordinance granting a Nonexclusive Telecommunications Franchise Agreement with Astound Broadband

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE ON SECOND READING AN ORDINANCE GRANTING A NONEXCLUSIVE TELECOMMUNICATIONS FRANCHISE AGREEMENT WITH ASTOUND BROADBAND...motion PASSED...6-0.

12. Executive session to discuss Real Estate pursuant to RCW 42.30.110(1)(c). Expected to last 30 minutes with no action to be taken after.

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR RICKS, TO ADJOURN TO EXECUTIVE SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1)(C) FOR APPROXIMATELY 30 MINUTES WITH NO ACTION AFTER...motion PASSED...6-0.

The Executive Session was called to order at 8:51 pm. The Executive Session was adjourned at 9:21 pm.
