Mayor Canaday called the regular meeting to order at 7:00 pm.

Pledge of Allegiance
Councilor Gallagher led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Anzelini, Councilor Ricks, Councilor Greenwood and Councilor Gallagher.

Absent:. Councilor Coumbs.

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...6-0.

2. Comments by the Public on Non Agenda Items

Edna Fund, Centralia, addressed the City council and invited them to the National Day of Prayer at the Christian School on May 7, 2015 at 7:00 am.

3. Presentation

a. Flood Authority Update - Ron Averill

Col. Averill addressed the Council and updated them on Flood Authority issues.

4. Reports

Councilor Ricks - reported he attended the Special City Council meeting on April 16, 2015.

Councilor Anzelini - had no report.

Mayor Pro-Tem Elmore - reported he attended a Twin Transit meeting and the Garden Show.

Councilor Greenwood - had no report.

Councilor Gallagher - reported he attended the Hub City Club Open House. He noted that he will be attending the next City Council meeting via skype.

Mayor Canaday - reported she attended movies at the Fox Theatre, Kiwanis, Mayor & Commissioner's meeting, Business After Hours, Lawn & Garden Show, the Special City Council meeting and the Arbor Day celebration.

Kahle Jennings - reported that the City did not get the CDBG grant that he applied for.

Kim Ashmore - reported on sidewalks and street maintenance.

5. Consent Agenda

a. Voucher Approval for April 28, 2015 #200905, 200930-201117 $1,124,510.00

b. Payroll Approval for April 20, 2015 #131510-131523 and direct deposits #26234-26326 $121,640.00

c. Notification of a claim for damages 1)Emilia Ryman $100 plus tax

d. Consideration of meeting minutes for April 14 & 16, 2015

e. Consideration of final acceptance - Mellen St Manhole Coating $25,829.08

f. Consideration of final acceptance - WWTP Tree Removal $376.22

g. Consideration of consultant contract for materials testing with Krazan & Assoc - Yew & Main Street Signal project $11,420

h. Consideration of consultant contract for support services with HDR Inc - Yew & Main St Signal project $26,490.30

i. Consideration of bid award to Travers Electric - Yew & Main St Signal project $616,152.35

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE THE CONSENT AGENDA...motion PASSED...6-0.

6. Consideration of Parkins Landing Planned Unit Development Apartments

COUNCILOR ANZELINI MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO APPROVE THE PARKINS LANDING PLANNED UNIT DEVELOPMENT APARTMENTS...

City Attorney Shannon Murphy-Olson noted that this was before the City Council for a quasi-judicial decision and noted that is was appealable to Lewis County Superior Court. She added that the Planning Commission had held a public hearing and rendered a decision which is before Council tonight. In response to Councilor Anzelini's question, the applicant, Mr. Paul Sneed, stated that he is on board with the PUD and 18 conditions as presented. After further council discussion,

COUNCILOR GALLAGHER MOVED, SECONDED BY COUNCILOR ANZELINI, TO STRIKE CONDITION #18...motion PASSED...6-0.

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY MAYOR CANADAY, TO AMEND CONDITION #16 BY STATING THAT GARAGES BE PROVIDED FOR EACH UNIT...motion FAILED...3-3.

Mayor Canaday called for a vote on the main motion as amended...motion PASSED...6-0.@

7. Consideration on second reading of an ordinance increasing Stormwater rates

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE ON SECOND READING AN ORDINANCE INCREASING STORMWATER RATES...motion PASSED...6-0.

Adjournment

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GREENWOOD, TO ADJOURN THE MEETING AT 7:27 PM...motion PASSED...6-0.
