Mayor Canaday called the regular meeting to order at 7:02 pm.

Pledge of Allegiance

Chief Berg led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Anzelini, Councilor Ricks, Councilor Coumbs, Councilor Greenwood and Councilor Gallagher (via skype).

Absent:. None.

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...6-0.

2. Comments by the Public on Non Agenda Items

Timothy Haichuck, Amtrak, addressed the Council and asked that the Depot area be monitored better for lewd behavior.

Laura Wells, Fight Crime: Invest in Kids, addressed the Council and thanked Chief Berg for all of his work over the last 10 years.

3. Proclamations

a. City of Centralia Preservation Month

Mayor Pro-Tem Elmore read the proclamation into the record and Shannon Murphy-Olson accepted it on behalf of the Historic Preservation Commission.

b. National Peace Officers Memorial Day

The entire Council read the proclamation into the record and Sgt. Brian Warren and Officer Doug Lowrey accepted the proclamation on behalf of the Centralia Police Department.@

4. Presentation

a. Police Department Awards Ceremony - Chief Berg

Chief Berg, Commander Rich and Commander Ross presented the annual Centralia Police Department awards.

b. Lewis County Update - Commissioner Fund

Commissioner Fund and Bill Womsley addressed the Council and updated them on County issues.

5. Reports

Councilor Anzelini - thanked Chief Berg for all he has done for our community.

Councilor Gallagher - reported he attended Spring Youth Fair and the Wilson Hotel Open House.

Councilor Ricks - had no report.

Councilor Coumbs - thanked Chief Berg for all he has done for our community. He noted that he attended the Spring Youth Fair and a Summerfest meeting.

Mayor Pro-Tem Elmore - reported he attended Rob Fuller Scholarship Luncheon, Southwest Economic Development meeting. He thanked Chief Berg for his service to the community.

Councilor Greenwood - thanked Chief Berg for his service to the community.

Mayor Canaday - reported she attended Mayor/Commissioners meeting, Anderson's Founders Day, National Day of Prayer, Southwest Clean Air, Fox Theatre movie, Wilson Hotel Open House, EDC, the Spring Youth Fair, Rotary Auction and Rob Fuller Scholarship Luncheon. She thanked Chief Berg for all he has done for the community.

Kim Ashmore - reported on the his lighting presentation at the Spring Youth Fair and spoke on Charity Car Wash information.

a. Voucher Approval for May 12, 2015 #201163-201307 $422,110.49

c. Consideration of meeting minutes for April 28, 2015

d. Consideration of Prof. Services contract-Yelm Spill Gate $34,975

e. Consideration of a small works contract-Yelm Fence Repair $1,668.55

f. Consideration of Prof. Services contract-Water Rights Transfer $10,890

g. Consideration of Prof. Services contract-Wetlands Delineation $6,500

h. Consideration of a Road Easement with BPA $4,900

i. Consideration of small works contract-Storage Building & Picnic Shelter at Borst Park $61,731.38

j. Consideration of Interlocal Agreement-Joint Law Enforcement Initiatives

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

7. Consideration of Teamsters Pension Audit Finding

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE THE INVOICE FOR THE PAYMENT OF THE TEAMSTERS AUDIT FINDING...

Personnel Officer Candice Rydalch addressed the Council and reviewed the background to date on this issue.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.

8. Consideration of financial Advisor for refinancing of 2007 Electric Revenue Bonds

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR RICKS, TO CONSIDER APPROVING A FINANCIAL ADVISOR FOR REFINANCING OF THE 2007 ELECTRIC REVENUE BONDS...

Finance Director Pam Nelson addressed the Council and reviewed the proposed contract.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.

9. Consideration of S.T.O.P. request regarding the Pearl Street Pool

Robert Logan and Harlan Forrest addressed the City Council and reviewed their progress to date and requested more time to continue working towards the refurbishment of the Pearl Street Pool. Discussion followed regarding the grant, pledges and actual cash the group has in the bank.

COUNCILOR COUMBS MOVED, SECONDED BY MAYOR CANADAY, TO ALLOW THE S.T.O.P. GROUP THE NEXT TWO YEARS TO CONTINUE WITH THEIR PLANS AND THEIR FUND-RAISING IN ACCORDANCE WITH THE AGREEMENT THAT THEY HAVE WITH THE CITY ALREADY...motion FAILED...3-4 (Councilor Ricks, Councilor Gallagher, Mayor Pro-Tem Elmore and Councilor Anzelini).
