Mayor Canaday called the regular meeting to order at 7:00 pm.

Pledge of Allegiance

Councilor Anzelini led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Anzelini, Councilor Ricks, Councilor Coumbs, Councilor Greenwood and Councilor Gallagher.

Absent:. None.

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO APPROVE THE AGENDA WITH ITEMS 7 AND 8 BEING PULLED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Joyce Hoerling, Centralia, addressed the City Council and spoke on the outdoor pool.

3. Presentation

a. Swearing in of new Police Chief Carl Nielsen

Centralia Municipal Court Judge Buzzard administered the oath of office to Chief Nielsen.

b. Flood Authority Update - Ron Averill

Col. Averil addressed the Council and updated them on the Flood Authority.

4. Reports

Councilor Anzelini - reminded the audience about the free dump voucher that the County.

Councilor Gallagher - thanked all of the Veterans for serving our Country.

Councilor Ricks - thanked those who have served in the military and met with the Stop and Swim group.@

Councilor Coumbs - reported he attended an EDC and Solid Waste meeting. He added he is working on Summerfest.

Mayor Pro-Tem Elmore - reported he attended the Cancer Walk, Business After Hours, Twin Transit and thanked Chief Berg for his service with the City.

Councilor Greenwood - had no report.

Mayor Canaday - reported she attended a ribbon cutting, Altrusa Conference, LC Transportation, LC Fire Association, St. Joseph's Concert, a going away party for Tammy Baraconi, Business After Hours and a dance class ran by Mrs. White..

Kahle Jennings - reported on the City compost program.

Rob Hill - updated the Council on the Tacoma Rail Line.

5. Consent Agenda

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

6. Consideration of a request from the Centralia School District to share in the cost of designing the Centralia indoor pool liner replacement

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR COUMBS, TO CONSIDER THE REQUEST FROM THE CENTRALIA SCHOOL DISTRICT TO SHARE IN THE COST OF DESIGNING THE CENTRALIA INDOOR POOL LINER REPLACEMENT...

Community Development Director reviewed the background on this item and noted that the City's share would be $11,750. In response to Mayor Pro-Tem Elmore's question on if there was money budgeted in the special fund that was designated in the contract, Finance Director Pam Nelson stated that there was $10,000 budgeted for last year that was not used so with this years allocation there is currently $20,000 available.

Mayor Canaday called for a vote on the motion...motion PASSED...5-2 (Mayor Canaday and Councilor Anzelini).

7. Public hearing regarding a Community Development Block Grant - Alderhouse for developmentally disabled residents

This item was pulled.

8. Consideration of a resolution for a Community Development Block Grant - Alderhouse for developmentally disabled residents

This item was pulled.

9. Consideration of a resolution declaring certain personal property surplus

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE A RESOLUTION DECLARING CERTAIN PERSONAL PROPERTY SURPLUS...motion PASSED...7-0.

10. Consideration on first reading of an ordinance repealing and prohibiting Medical Marijuana Gardens in all zoning districts

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE ON FIRST READING AN ORDINANCE REPEALING AND PROHIBITING MEDICAL MARIJUANA COLLECTIVE GARDENS IN ALL ZONING DISTRICTS...

City Attorney Shannon Murphy-Olson addressed the Council and reviewed the proposed ordinance and noted that once the State promulgates new rules, the City Council could revisit the zoning and regulations. Discussion followed.

Dick Watkins, Chehalis, addressed the Council and spoke on retail marijuana in Centralia.

Dean Phillips, Centralia, addressed the Council and spoke against prohibiting collective gardens.

After more discussion on the prohibiting portion of the ordinance,

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR COUMBS, TO AMEND THE MOTION TO REPEAL CMC CHAPTER 20.64 ENTIRELY...motion PASSED...7-0.

11. Executive Session to discuss Real Estate pursuant to RCW 42.30.110 (1)(c). Expected to last approximately 30 minutes with nothing to report after.

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GALLAGHER, TO GO INTO EXECUTIVE SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1) EXPECTED TO LAST APPROXIMATELY 30 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.

The Executive Session was called to order at 8:45 pm. The Executive Session adjourned at 9:15 pm with nothing to report.
