Mayor Canaday called the regular meeting to order at 7:02 pm.

Pledge of Allegiance

Councilor Coumbs led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Anzelini, Councilor Ricks, Councilor Coumbs, Councilor Greenwood and Councilor Gallagher.

Absent:. None.

1. Approval of Agenda - As Presented

COUNCILOR RICKS MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO APPROVE THE AGENDA AS PRESENTED ...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Don Hays, Centralia, addressed the Council and spoke on the American Legion Baseball and US Military All Stars baseball games this coming weekend.

Elizabeth and Andrew Wood, Centralia, addressed the Council and spoke on events coming to the Hub City Club.

David Kois, Olympia, addressed the Council and requested that his three acres on Johnson Rd be re-zoned to industrial.

3. Presentation

a. Centralia High School Baseball 2A State Champions

Centralia School Board Member Kim Ashmore and Head Coach Rex Ashmore addressed the Council and introduced the members of the Centralia High School 2015 State Champion Baseball team.

b. Sierra Pacific and LeMay Donations

Councilor Coumbs introduced Lisa Perry and Tom Rupert and thanked them for their donations to the Summerfest program.@

c. Lewis County Update

Commissioner Fund and the Director of Public Health Danette York addressed the Council and spoke on County issues.

4. Reports

Councilor Anzelini - spoke on tourism issues.

Councilor Gallagher - reported he attended the welcoming of the new Port Commissioner, an event at the Evergreen Playhouse, Fox theatre movie night and the CHS Baseball parade.

Councilor Ricks - spoke on the importance of living local.

Councilor Coumbs - reported he attended a Solid Waste meeting and thanked Lisa Perry and Tom Rupert for their donations towards Summerfest events.

Mayor Pro-Tem Elmore - congratulated the CHS Baseball team.

Councilor Greenwood - had no report.

Mayor Canaday - reported she attended the Special Olympics, concerts at Centralia College, Chief Berg's Farewell, Tourism Lewis County, Tacoma Rail, Southwest Clean Air, the Mayor's and Commissioners meeting and a Lewis County Transportation meeting.

Rob Hill - reported he sat on the interview panel to select the consulting firm for the North County Access Project.

5. Consent Agenda

a. Voucher Approval for June 9, 2015 #201525, 201530-201660 $423,477.29

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

6. Consideration of bid award - Stormwater Decant Facility $911,849.25

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR GALLAGHER, TO CONSIDER THE BID AWARD FOR THE STORMWATER DECANT FACILITY IN THE AMOUNT OF $911,849.25...

Public Works Director Kahle Jennings addressed the Council and stated that the Washington State Department of Ecology would be paying 75% of the cost and other partners such as WSDOT and the Lewis County office of WSDOT will be contributing as well. He noted that they are looking into other options for funding the shortfall.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.

7. Consideration to cancel the June 23, 2015 City Council meeting and authorize the Finance Department to approve vouchers for such date

COUNCILOR RICKS MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO CANCEL THE JUNE 23, 2015 CITY COUNCIL MEETING AND AUTHORIZE THE FINANCE DEPARTMENT TO APPROVE VOUCHERS FOR SUCH DATE...motion PASSED...7-0.

8. Consideration to authorize the City Manager to award construction contracts due to the cancellation of the June 23, 2015 City Council meeting

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR COUMBS, TO AUTHORIZE THE CITY MANAGER TO AWARD CONSTRUCTION CONTRACTS DUE TO THE CANCELLATION OF THE JUNE 23, 2015 CITY COUNCIL MEETING...motion PASSED...7-0.

9. Consideration of Mayor's appointment of Sybil Kuhn to the Parks Board

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE THE MAYOR'S APPOINTMENT OF SYBIL KUHN TO THE PARKS BOARD...motion PASSED...7-0.

10. Public Hearing related to the Six Year Transportation Improvement Program

Mayor Canaday opened the public hearing at 7:55 pm.

City Engineer Jan Stemkoski reviewed the projects and noted that there currently was not any funding for any of the projects. There being no public comment,

Mayor Canaday closed the public hearing at 7:56 pm.

11. Consideration of a resolution adopting the Six Year Transportation Improvement Program

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE A RESOLUTION ADOPTING THE SIX YEAR TRANSPORTATION IMPROVEMENT PROGRAM...motion PASSED...7-0.

12. Consideration on first reading of an ordinance amending CMC Chapter 15.10

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ANZELINI, TO CONSIDER ON FIRST READING AN ORDINANCE AMENDING CMC CHAPTER 15.10...

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ANZELINI, TO AMEND IT TO READ THAT AT HE END OF SECTION 1 BE THAT IF YOU HAVE A FULLY FUNCTIONING SEPTIC SYSTEM THAT THEY NOT BE REQUIRED TO HOOK UP UNTIL IT FAILS...

Discussion followed regarding what was intended by the motion to amend.

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR GALLAGHER, TO POSTPONE THIS ITEM UNTIL THE JULY 14, 2015 CITY COUNCIL MEETING...

City Attorney Shannon Murphy-Olson suggested that this ordinance be voted down and an completely different one be prepared for the July 14, 2015 meeting.

Councilor Ricks withdrew his motion to postpone. Councilor Greenwood withdrew his motion to amend. The original motion to approve the ordinance on first reading is now on the floor.

Mayor Canaday called for a vote on the motion...motion FAILED...0-7.

13. Consideration on second reading of an ordinance repealing Medical Marijuana Collective Gardens in all zoning districts (CMC Chapter 20.64)

COUNCILOR GALLAGHER MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO APPROVE ON SECOND READING OF AN ORDINANCE REPEALING MEDICAL MARIJUANA COLLECTIVE GARDENS IN ALL ZONING DISTRICTS PER CMC CHAPTER 20.64...

David Kois, Olympia, addressed the Council and spoke in favor of repealing this ordinance.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.

Adjournment

COUNCILOR RICKS MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO ADJOURN THE MEETING AT 8:11 PM...motion PASSED...7-0.
