Mayor Canaday called the regular meeting to order at 7:00 pm.

Pledge of Allegiance

Mayor Pro-Tem John Elmore led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Ricks, Councilor Coumbs, Councilor Greenwood and Councilor Gallagher.

Absent:. Councilor Anzelini.

1. Approval of Agenda - As Presented

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE THE AGENDA AS PRESENTED ...motion PASSED...6-0.

2. Comments by the Public on Non Agenda Items

Kelly Fetters and Joe Gillum, Centralia, addressed the Council and requested access to city water at their property on W. Reynolds Rd.

Joyce Hoerling, Centralia, addressed the Council and spoke on Stop & Swim activities.

Jake McGhie, Centralia, addressed the Council and spoke on the Adopt a Block program.

3. Presentation

a. Lewis County Update

Commissioner Fund addressed the Council and spoke on County issues.

4. Reports

Councilor Gallagher - reported he attended a Pearl Street Pool clean-up event, the STP and Billetproof Car event.

Councilor Ricks - reported he attended the Lewis County Legal Aid luncheon.

Councilor Coumbs - reported on Summerfest and thanked everyone involved.

Mayor Pro-Tem Elmore - reported he attended Summerfest, ribbon cuttings, Chef's Night Out, Centralia College ground breaking and the AWC Conference.

Councilor Greenwood - reported he attended the Lewis County Historical meeting and the STP.

Mayor Canaday - reported she attended fire meetings, LEOFF Board, movies at the Fox Theatre, Chamber meeting, Lewis County Transportation, ribbon cuttings, Bruce Meyer Band, Southwest Regional Transportation, Business After Hours, Chef's Night Out, AWC Conference, toured the Lakeside Plant, Centralia College ground breaking, Summerfest and the STP.

Rob Hill - Spoke on the State Budget that was approved and thanked all involved.

COUNCILOR COUMBS MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE THE CONSENT AGENDA...motion PASSED...6-0.

6. Consideration of Mayor's appointment of Judy Bell to the Parks Board

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE THE MAYOR'S APPOINTMENT OF JUDY BELL TO THE PARKS BOARD...motion PASSED...6-0.

7. Public hearing regarding declaring certain personal property surplus

Mayor Canaday opened the public hearing at 7:36 pm.

There being no public comment,

8. Consideration of a resolution declaring certain personal property surplus

COUNCILOR RICKS MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO APPROVE A RESOLUTION DECLARING CERTAIN PERSONAL PROPERTY SURPLUS...motion PASSED...6-0.

9. Consideration on first reading of an ordinance amending the Comprehensive Plan

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE THE ORDINANCE AMENDING THE COMPREHENSIVE PLAN AS PRESENTED...

Community Development Director Emil Pierson reviewed proposed land use changes as recommended by the Planning Commission.

Karolyn Wilmovsky, Centralia, addressed the Council and requested they approve her rezone request of her property on Foron Rd from Light Industrial to Low Density Residential even though the Planning Commission recommended against it.

COUNCILOR GALLAGHER MOVED, SECONDED BY COUNCILOR GREENWOOD, TO AMEND THE MOTION TO GRANT KAROLYN WILMOVSKY'S REQUEST...motion PASSED...4-2 (Mayor Pro-Tem Elmore and Councilor Ricks).

Mr. Pierson reviewed the proposed text amendments as recommended by the Planning Commission with the Council.

Mayor Canaday called for a vote on the main motion as amended...motion PASSED...4-2 (Mayor Pro-Tem Elmore and Councilor Ricks).@

10. Consideration on first reading of an ordinance amending CMC Section 15.10.110 - Use of Public Sewers Required

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR GALLAGHER, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING CMC SECTION 15.10.110 - USE OF PUBLIC SEWERS REQUIRED...

Public Works director Kahle Jennings addressed the Council and reviewed the proposed amendment. He noted that the change was to eliminate the requirement to connect to sewer as long as the property is served by a functioning on-site septic system and added this was at the request of Councilor Greenwood. Discussion followed regarding several issues such as tracking, inspecting, enforcement and authority over septic tanks, critical aquifers, future annexations and latecomer fees upon connection.

Joyce Barnes, Centralia, addressed the Council and stated that from her experience on the Planning Commission, she believes the collection of latecomer fees has a time limit.

Col. Ron Averill, Centralia, addressed the Council and noted that the soil around the critical aquifers in the Waunch and Fords Prairie areas is sandy and allows contaminants to get down to the aquifer quickly.

Mayor Canaday called for a vote on the motion...motion FAILED...1-5 (Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Ricks, Councilor Coumbs and Councilor Gallagher).
