Mayor Canaday called the regular meeting to order at 7:00 pm.

Pledge of Allegiance

Councilor Coumbs led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Coumbs, Councilor Greenwood, Councilor Ricks, Councilor Anzelini and Councilor Vogt.

Absent:. None.

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Janean Parker, Farmers Market (Chehalis), addressed the Council and invited them to a Harvest Dinner on September 27, 2015 at 5:00 pm at the Loft in Chehalis.

Judy Bell, Centralia, addressed the Council and spoke on traffic concerns.

Dean Phillips, Centralia, addressed the Council and stated he would like to see round-a-bouts rather than traffic signals.

3. Proclamations

a. Fire Prevention Week

Councilor Coumbs read the proclamation into the record and Chief Mack accepted it.

b. CROP Hunger Walk Day

Councilor Ricks read the proclamation into the record and a member of the walk organization accepted it.

c. Chehalis Basin Watershed Appreciation Day

Mayor Canaday read the proclamation into the record and Kim Ashmore accepted it.@

4. Presentation

a. Flood Authority Update - Ron Averill

Col. Averil updated the Council on the Flood Authority.

5. Reports

Councilor Anzelini - thanked the Parks crew for getting some graffiti cleaned up quickly and noted that after some research, he found that Artrails does bring in out-of-towners.

Councilor Greenwood - reported he attended the Lewis County Historical Museum meeting.

Councilor Ricks - reported he attended the Budget Workshop, a Chamber event and the Day of Service.

Councilor Coumbs - reported he attended a Solid Waste meeting.

Councilor Vogt - reported he attended the EDC Barbeque and the Dog Show at the fairgrounds. He requested that an item on fireworks restrictions be placed on the next agenda.

Mayor Pro-Tem Elmore - reported he attended the EDC Barbeque, Chamber Banquet, Budget Workshop, Business After Hours and a Twin Transit Board meeting.

Mayor Canaday - reported she attended a LEOFF Board meeting, the EDC Barbeque, Chamber Banquet, welcomed the Christian Motorcycle group, a movie at the Fox Theatre, Budget Workshop, Business After Hours, transportation meetings and Artrails.

Emil Pierson - reported on a request to site a cell tower in Borst Park.

6. Consent Agenda

a. Voucher approval for September 22, 2015 #203014, 203022-203196 $1,594,290.41

b. Payroll approval for September 18, 2015 #131992-132005 and direct deposits #27471-27562 $122,315.00

c. Consideration of meeting minutes for September 8 & 15, 2015

d. Consideration of small works bid award - Field 3 Remodel at Borst Park $28,296

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.@

7. Consideration to approve the Mayor's appointment of Dean Phillips to the Planning Commission

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE THE MAYOR'S APPOINTMENT OF DEAN PHILLIPS TO THE PLANNING COMMISSION...motion PASSED...7-0.

8. Consideration of outdoor pool options

City Manager Rob Hill reviewed the process on the outdoor pool to date. He noted that the official deadline for the grant was October 10, 2015. Josh Logan, STOP and Swim, addressed the Council and stated that due to time constraints, the group was recommending the option to move forward with the grant for a splash pad/spray park and that the Council would allow them more time and they would re-apply for grants in the fall.

Phoebe Slusher, Centralia, addressed the Council and presented them with a check for $200,000 (the grant money) noting its use for the splash pad.

Joyce Hoerling, Centralia, addressed the Council and stated that the ultimate goal was to restore the historic pool and requested them being granted more time.

Sharon Larson Taylor, Centralia, addressed the Council and spoke on the history of the pool and requested more time.

Anicee Calhoun, Centralia, addressed the Council and spoke in favor of restoring the pool.

Elizabeth Stuart, Centralia, addressed the Council and thanked them and staff for the consideration of this option.

Erik Jensen, Master Builders, addressed the Council and turned in a letter of indorsement for the STOP and Swim group.

Mr. Hill and Mr. Pierson presented the alternative option of building a splash pad/spray park and leaving the pool and pool house untouched for now.

COUNCILOR COUMBS MOVED, SECONDED BY COUNCILOR GREENWOOD, TO GO WITH THE OPTION OF MOVING FORWARD WITH THE SPLASH PAD AND KEEPING THE POOL OPTION OPEN FOR FUTURE YEARS...motion PASSED...6-1 (Councilor Anzelini).

9. Executive Session to discuss Real Estate pursuant to RCW 42.30.110(1)(c) . Expected to last approximately 20 minutes with nothing to report after.

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD, TO ADJOURN INTO EXECUTIVE SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1)(c) EXPECTED TO LAST 20 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.

The Executive Session was called to order at 9:00 pm. Mayor Pro-Tem Elmore recused himself from the discussion due to a potential conflict. The Executive Session was adjourned at 9:20 pm with nothing to report.

Adjournment

Mayor Canaday adjourned the meeting at 9:20 pm.
