Ezra Eickmeyer addressed the Council and spoke on the zoning in Centralia regarding cannabis.

a. Flood Authority Update
Col. Averill addressed the Council and updated them on Flood Authority issues.
4. Reports
Councilor Greenwood - reported he attended the Historical Museum meeting.
Councilor Ricks - spoke on the Transportation Benefit District ballot measure. He relayed his sympathy to Councilor Coumbs with the passing of his wife Marty.
Councilor Coumbs - thanked everyone for all of their support with the passing of his wife Marty. He spoke on the INTOT program and open house, noted he attended a Fire Commission Conference and has been working on the Borst Park lights.
Councilor Vogt - reported he attended the CDA meeting and announced the Lighted Tractor Parade would be held on December 12th this year.
Mayor Pro-Tem Elmore - reported he attended the American Workforce ribbon cutting, Business After Hours and the Twin Transit Board meeting.
Mayor Canaday - reported she attended the Business After Hours, American Workforce ribbon cutting, Run for Fun at Fords Prairie School, Fire Authority meeting and the Fire Commissioners Conference. She encouraged everyone to vote.
Pam Nelson - updated the Council on the Electric Bond Advance Refunding.

Finance Director Pam Nelson addressed the Council and reviewed the ordinance and noted that it was requested to be placed back on the agenda for consideration by Councilor Vogt. After discussion and clarification,
Mayor Canaday called for a vote on the motion...motion PASSED...5-1 (Councilor Greenwood).
9. Consideration on second reading of an Ordinance setting the 2016 Property Tax Levy
