Mayor Canaday called the regular meeting to order at 7:02 pm.

Pledge of Allegiance

Councilor Greenwood led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Coumbs, Councilor Greenwood, Councilor Ricks, and Councilor Vogt.

Absent: Councilor Anzelini.

1. Approval of Agenda - As Presented

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...6-0.

2. Comments by the Public on Non Agenda Items

Ezra Eickmeyer addressed the Council and spoke on the zoning in Centralia regarding cannabis.

3. Presentation

a. Flood Authority Update

Col. Averill addressed the Council and updated them on Flood Authority issues.

4. Reports

Councilor Greenwood - reported he attended the Historical Museum meeting.

Councilor Ricks - spoke on the Transportation Benefit District ballot measure. He relayed his sympathy to Councilor Coumbs with the passing of his wife Marty.

Councilor Coumbs - thanked everyone for all of their support with the passing of his wife Marty. He spoke on the INTOT program and open house, noted he attended a Fire Commission Conference and has been working on the Borst Park lights.

Councilor Vogt - reported he attended the CDA meeting and announced the Lighted Tractor Parade would be held on December 12th this year.

Mayor Pro-Tem Elmore - reported he attended the American Workforce ribbon cutting, Business After Hours and the Twin Transit Board meeting.

Mayor Canaday - reported she attended the Business After Hours, American Workforce ribbon cutting, Run for Fun at Fords Prairie School, Fire Authority meeting and the Fire Commissioners Conference. She encouraged everyone to vote.

Pam Nelson - updated the Council on the Electric Bond Advance Refunding.

5. Consent Agenda

a. Voucher Approval for October 27, 2015 #203474, 203501-203689 $2,441,123.50

b. Payroll Approval October 20, 2015 #132078-132093 and direct deposits #27718-27810 $122,115.00

c. Consideration of meeting minutes for October 13, 2015

d. Consideration of Small Works Bid Award-Computer Training Room Remodel $166,071.60

e. Consideration of Consultant Contract-Railroad Preemption Calculations for Harrison/Galvin/Reynolds Intersection $2,700

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR GREENWOOD TO APPROVE THE CONSENT AGENDA...motion PASSED...6-0.

6. Consideration of Interagency Agreement for China Creek Flood Reduction Project

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE THE INTERAGENCY AGREEMENT F0R THE CHINA CREEK FLOOD REDUCTION PROJECT...motion PASSED...6-0.

7. Consideration on first reading of an ordinance amending CMC Chapter 13.04.300 - Net Metering

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING CMC CHAPTER 13.04.300 - NET METERING...motion PASSED...6-0.

8. Consideration on first reading of an Ordinance Finding a Substantial need for the Allowable 1% Property Tax Increase

COUNCILOR COUMBS MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO APPROVE ON FIRST READING AN ORDINANCE FINDING A SUBSTANTIAL NEED FOR THE ALLOWABLE 1% PROPERTY TAX INCREASE...

Finance Director Pam Nelson addressed the Council and reviewed the ordinance and noted that it was requested to be placed back on the agenda for consideration by Councilor Vogt. After discussion and clarification,

Mayor Canaday called for a vote on the motion...motion PASSED...5-1 (Councilor Greenwood).

9. Consideration on second reading of an Ordinance setting the 2016 Property Tax Levy

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE ON SECOND READING OF AN ORDINANCE SETTING THE 2016 PROPERTY TAX LEVY INCREASE AT 0%...motion PASSED...6-0.

10. Final Public Hearing on the Proposed 2016 Budget

Mayor Canaday opened the public hearing at 8:14 pm.

There being no public comment,

Mayor Canaday closed the public hearing at 8:14 pm.

11. Consideration on second reading of an Ordinance on Proposed 2016 Budget

COUNCILOR RICKS MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO APPROVE ON SECOND READING AN ORDINANCE APPROVING THE 2016 BUDGET...motion PASSED...6-0.
