Mayor Canaday called the regular meeting to order at 7:03 pm.

Pledge of Allegiance

Councilor Ricks led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Greenwood, Councilor Ricks, Councilor Anzelini and Councilor Vogt.

Absent: Councilor Coumbs.

1. Approval of Agenda - As Presented

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE THE AGENDA WITH THE AMENDMENT OF MOVING ITEM #12 UP ON THE AGENDA TO BE DISCUSSED PRIOR TO ITEM #6...motion PASSED...6-0.

2. Comments by the Public on Non Agenda Items

There were none.

3. Presentation

a. Lewis County Update - Commissioner Fund

Commissioner Fund and Tim Elsie updated the Council on Lewis County issues.

4. Reports

Councilor Greenwood - thanked an unnamed citizen for helping him out.

Councilor Ricks - spoke on Veteran's Day and voting. He thanked Council and Staff for all their hard work while he has been on Council.

Councilor Vogt - reported he attended the ribbon cutting at INTOT, a Lewis County Commissioners meeting and the Economic Development Council presentation. He spoke on item #5d on the agenda.

Mayor Pro-Tem Elmore - reported he attended the ribbon cutting at INTOT, thanked the Veteran's for their service and thanked Councilor Ricks for his dedication to the City Council.@

Councilor Anzelini - reported he attended a flood preparation meeting, thanked the police for finding a stolen truck and thanked Councilor Ricks for his service on the City Council.

Mayor Canaday - thanked Councilor Ricks for his service on the City Council, thanked the voters and thanked the Veterans. She reported she attended Business After Hours, ribbon cuttings, Chamber Forum, transportation meetings, Mayor and Commissioners meeting and the Southwest Clean Air Agency.

Chief Nielsen - updated the Council on the 24/7 program.

Emil Pierson - updated the Council on potential uses for the Golf Course property.

Kahle Jennings - updated the Council on the Transportation Benefit District.

c. Consideration of meeting minutes for October 27, 2015

d. Consideration of small works bid-Water Dept. Breakroom $256,869.36

e. Consideration of change order #1 & final acceptance-Asphalt Patch $38,976.00

f. Consideration of small works bid-2015 Sidewalk Repair $19,540.00

g. Consideration of final acceptance-Yelm Penstock #2 Repainting $46,008.00

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR GREENWOOD TO APPROVE THE CONSENT AGENDA...motion PASSED...6-0.

12. Consideration on first reading of an ordinance authorizing the refinancing of an Electric System Revenue Bond

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE ON FIRST READING AN ORDINANCE AUTHORIZING THE REFINANCING OF AN ELECTRIC SYSTEM REVENUE BOND...

Finance Director Pam Nelson and Financial Advisor Alan Dashan addressed the Council and reviewed the bond ordinance. Brief discussion followed.

Mayor Canaday called for a vote on the motion...motion PASSED...6-0.@

6. Consideration of update to City Financial Policies

Finance Director Pam Nelson addressed the Council and reviewed the current policies with the Council. Councilor Ricks stated he would like to see a Street Capital Fund designated and Councilor Anzelini agreed. Mayor Canaday noted she felt it would be best to bring this item back after the first of the year for a Workshop with the new Councilors on board.

7. Consideration of Interlocal Agreement with Riverside Fire Authority

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR ANZELINI, TO APPROVE AN INTERLOCAL AGREEMENT WITH RIVERSIDE FIRE AUTHORITY...motion PASSED...6-0.

8. Consideration of Interlocal Agreement with Town of Pe Ell

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE AN INTERLOCAL AGREEMENT WITH THE TOWN OF PE ELL...

After brief discussion, it was the consensus of the Council to add in that City of Centralia work takes priority over any requests from the town of Pe Ell.

Mayor Canaday called for a vote on the motion ...motion PASSES...6-0.

9. Consideration of a resolution declaring a local emergency for the October 31, 2015 flooding event

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR ELMORE, TO APPROVE A RESOLUTION DECLARING A LOCAL EMERGENCY FOR THE OCTOBER 31, 2015 FLOODING EVENT...motion PASSED...6-0.

10. Consideration of a resolution declaring certain personal property surplus

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE A RESOLUTION DECLARING CERTAIN PERSONAL PROPERTY TO BE SURPLUS...motion PASSED...6-0.

11. Consideration of a resolution approving an Interfund Loan

COUNCILOR RICKS MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE A RESOLUTION APPROVING AN INTERFUND LOAN...motion PASSED...6-0.

13. Consideration on first reading of an ordinance amending the 2015 Budget

COUNCILOR RICKS MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING THE 2015 BUDGET...

Ms. Nelson reviewed the proposed amendments to the 2015 Budget with the Council and audience.

Mayor Canaday called for a vote on the motion...motion PASSED....6-0.

14. Consideration on second reading of an ordinance amending CMC Chapter 13.04.300 - Net Metering

MAYOR PRO-TEM ELMORE MOVED, SECONDED BY COUNCILOR RICKS, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING CMC CHAPTER 13.04.300 - NET METERING...motion PASSED...6-0.

15. Consideration on second reading of an Ordinance Finding a Substantial need for the Allowable 1% Property Tax Increase

COUNCILOR RICKS MOVED, SECONDED BY MAYOR PRO-TEM ELMORE, TO APPROVE ON SECOND READING AN ORDINANCE FINDING A SUBSTANTIAL NEED FOR THE ALLOWABLE 1% PROPERTY TAX INCREASE...motion PASSED...4-2 (Councilor Anzelini and Councilor Greenwood).
